In short, it is the great lords of finance,industry,andcommercewhoalonebenefitbywar. For these war is a blessing. A blessing in more than one way. Because waralsoservestodistracttheattentionofthelaboringmassesfromtheir everydaymiseryandturnsitto‘highpolitics’andhumanslaughter. Govern- mentsandrulershaveoftensoughttoavoidpopularuprisingandrevolution bystagingawar. Historyisfullofsuchexamples. Ofcourse,warisadouble- edgedsword. Oftenit,inturn,leadstorevolt.
