Historic, Archive Document Do not assume content reflects current scientific knowledge, policies, or practices. ’-•X ( Water Bank United States Department of Agriculture Program Agricultural Stabilization and Conservation Service From Inception of Program through September 30, 1992 PREFACE MJG I 8 1993 The Water Bank Program (WBP) is authorized under the Water Bank Act, Public Law 91-559 approved December 19, 1970, as amended by Public Law 96-182 and approved on January 2, 1980. The WBP is designed to preserve, restore and improve high priority wetlands; provide habitat for migratory waterfowl and other wildlife; improve water quality; reduce soil erosion; conserve surface waters; improve subsurface moisture; contribute to flood control; and enhance the natural beauty of the landscape. Under the WBP, agreements are entered into with landowners and operators in important migratory waterfowl nesting, breeding or feeding areas for the conservation of specified wetlands. The agreements are for 10-year periods with provision for renewals for additional periods. The program operates primarily in the northern part of the central flyway and the northern and southern part of the Mississippi River flyway which are the major migratory water routes used by waterfowl. The program also operates along other flyways in the States where the program is authorized. The WBP is administered by the Agricultural Stabilization and Conservation Service (ASCS) of the U. S. Department of Agriculture through its State and County Offices. Technical assistance is provided by the Soil Conservation Service. This summary reflects the accomplishments under the WBP for all 10-year agreements still in effect and cost-shares carried out in 1992. Also, a historical report has been included to reflect accomplishments of completed 10-year agreements since inception of the program in 1972. This program is conducted on a nondiscriminatory basis without regard to race, color, religion, national origin, age, sex, marital status, or disability.
