Thank you. To the Pacific County Shoreline Planning Commission Dear Commissioners -- I own a home on Willapa Bay that I built in 1997. I've been coming to the Long Beach Peninsula since the early 1980s, and during that time, including the building and improvement of my home and running annual family retreats there, I have put many hundreds of thousands of dollars into the local economy. During this period I also served for 10 years on the board of Ecotrust, an environmentally-focused non-profit, and have supported many other conservation causes in the area. I value the Willapa Bay because it is both a scenic gem and a place where a vibrant natural economy can thrive. I was initially attracted to the north end of the peninsula by the Ark Restaurant in Nahcotta, and later by Oysterville Sea Farms (OSF). I quickly found OSF to be a reliable place to buy fresh oysters and other local seafood, and I've continued going there since, in the process becoming familiar with its owner, Dan Driscoll, and others in the Oysterville community. I regret the sad demise of the Ark Restaurant, and the near-certainty that a restaurant will never again exist in that delightful location. It is my firm belief that traditional oyster farming activities are central to the economy and ecology of the Willapa Bay, and that the most effective way of supporting these activities is to allow oyster farmers like OSF to sell their products and related items to the public in Oysterville. This ensures the margins needed to sustain a business that is in balance with the environment. I contrast this with large-scale oyster dredging operations that cause damage to the bay floor and inhibit the development of other sea creatures (such as crab) that could be both commercially viable and environmentally beneficial. In parts of the world where I've traveled, from the west coast of Tasmania to the shores of Maui, it has always been clear to me that high-value sustainable recreational tourism, when properly managed, provides a net environmental benefit to remote places. This is especially true when there are considerable commercial pressures for large-scale exploitation of those places. So-called "Four 'F'" economies (farming, fishing, forestry, and foraging) are best when kept balanced with considerate tourism. The tourism brings both money and helpful outside scrutiny to the area. I would love to see a restaurant return to the bay side of the peninsula, as well as high-value hotel space beyond the Moby Dick. For all these reasons, I encourage you to update the shoreline plan in a way the encourages rather than discourages shoreline businesses such as OSF, and I hope that OSF can return to its historical role in attracting retail customers to the north end of the bay, and then expand that role in a sustainable and environmentally sensible way.
