1.0 प(cid:16)ृ ठ भू(cid:20)म
भारतीय ऐ(cid:6)तहा(cid:20)सक अ(cid:20)भलेख आयोग (नया नामकरण : भारतीय ऐ(cid:6)तहा(cid:20)सक अ(cid:20)भलेख स(cid:20)म(cid:6)त) कL (cid:3) थापना सन ् 1919 ((cid:28)दनाकं
21 माच,< 1919 का (cid:20)शNा ,वभाग का संक(cid:30)प संOय ा 77) मC एक परामशद< ाता (cid:6)नकाय के Pप मC कL गई थी। सरकार कL नजर मC इस
(cid:6)नकाय का मत बहुत महRव पूण < होता था और यह (cid:6)नकाय
(i) ऐ(cid:6)तहा(cid:20)सक अUय यन के (cid:20)लए अ(cid:20)भलेखV के उपचार,
(ii) आकार और योजना िजसके आधार पर DRय ेक अ(cid:20)भलेख का सूचीकरण सूची प(cid:10), केलCडर और पुनमुY< ण का काय < Bकया
जाना चा(cid:28)हए;
(iii) अ(cid:20)भलेखV के अनुसंधान और Dकाशन को बढ़ावा देने के (cid:20)लए वां(cid:6)छत धनरा(cid:20)श,
(iv) अ(cid:20)भलेखV को संपा(cid:28)दत करन े के (cid:20)लए सNम अUय ेताओं के चयन और
(v) अ(cid:20)भलेखV तक पहुंचने मC जनता कL सम(cid:3)य ाओं के संबंध मC जांच कर सकता था और (cid:20)सफा_रश कर सकता था।
भारत मC ,व(cid:20)भ‘ न राaय सरकारV और देश के ,वbव ,वcयालयV तथा अdणी सं(cid:3) थानV cवारा स(cid:20)म(cid:6)त कL ग(cid:6)त,व7धयV मC सB8य
Pप स े भाग लेने को बढ़ावा देन े के (cid:20)लए उनके बीच सम‘व य को बढ़ावा देन े के (cid:20)लए भारत सरकार cवारा अपन े (cid:28)दनाकं 10 (cid:20)सतंबर,
1941 के अपने (cid:20)शNा, (cid:3)व ा(cid:3) eय और भू(cid:20)म सुधार के संक(cid:30)प संOय ा फा. 92-9/40 ई के cवारा स(cid:20)म(cid:6)त के गठन मC सुधार करने के (cid:20)लए

कदम उठाए गए थे तथा इस स(cid:20)म(cid:6)त मC ,व(cid:20)भ‘ न राaय सरकारV के साथ-साथ ,वbव ,वcयालयV और अdणी सं(cid:3) थाओं के ना(cid:20)मत सद(cid:3)य V को
भी शा(cid:20)मल Bकया जा सके।
जब स े भारतीय ऐ(cid:6)तहा(cid:20)सक अ(cid:20)भलेख स(cid:20)म(cid:6)त1 का गठन हुआ है तब स े इसके अ(cid:20)भलेखV के रख रखाव और उनके उपयोग के
संबंध मC जनता कL P7च मC योगदान Bकया है। भारत सरकार न े इस बात को (cid:3)व ीकार करते हुए गव < का अनभु व Bकया है Bक यह स(cid:20)म(cid:6)त
और इसकL स(cid:20)म(cid:6)तयV के ठोस DयासV का प_रणाम है Bक सूचना के ,व(cid:20)भ‘ न नए fोत सामने आए हg और हमार(cid:18) धरोहर कL रNा हुई है,
अ(cid:20)भलेखV के अनेक संdह Dका(cid:20)शत हुए हg िजनस े अनके अUय ेताओ ं को लाथ हुआ है, अ(cid:20)भलेखV के Dयोग संबधं ी सु,वधाओ ं मC (cid:6)निbच त Pप
से व,ृh हुई है तथा ऐ(cid:6)तहा(cid:20)सक साiय V को सRय (cid:6)न(cid:16)ठ ा और सRय ता के D(cid:6)त जनता कL सोच मC एक jि(cid:16)ट कोण न े ज‘ म (cid:20)लया है। भारत
सरकार ने स(cid:20)म(cid:6)त के इन DयासV तथा अ‘य उपलिl धयV कL भू_र-भू_र Dशंसा करत े हुए यह भी महसूस Bकया Bक इस (cid:28)दशा मC अभी बहुत
सा काय < Bकया जाना शेष है और साथ ह(cid:18) अनेक सम(cid:3)य ाओं का समाधान Bकया जाना है।
(cid:6)नजी अ(cid:20)भरNा मC, ,वशेषकर जो सं(cid:3) था(cid:6)नक, धा(cid:20)मक< अथवा वाnणिaय क उदगम (cid:3) थलV मC रखे अ(cid:20)भेलखV के सवoNण करन,े
उनका वणन< तैयार करन,े उ‘ हC pय वि(cid:3) थत करन े अथवा उनका उपयोग करन े के संबंध मC बहुत ह(cid:18) कम pय वि(cid:3) थत Dयास हुए हg। D(cid:20)शqNत
अ(cid:20)भलेखा7धका_रयV के अभाव के चलते देश मC अ(cid:20)भलेखV संबंधी कायr मC गंभीर बाधा उRप ‘ न हो रह(cid:18) है। रा(cid:16)(cid:17) (cid:18)य अ(cid:20)भलेखागार cवारा
Dदान कL जा रह(cid:18) D(cid:20)शNण सु,वधाओं स े अ(cid:20)भलेखी संपदा के (cid:3)व ा(cid:20)मयV स े ऐसी कोई संतोषजनक D(cid:6)तB8या Dाsत नह(cid:18) ं हो रह(cid:18) है िजससे यह
पता चल सके Bक रा(cid:16)(cid:17) (cid:18)य अ(cid:20)भलेखागार cवारा (cid:28)दए जा रहे D(cid:20)शNण स े उ‘ हC कोई खास लाभ पहुंचा हो। सरकार का मानना है Bक देश कL
(cid:20)शNा संबंधी उपलिl धयV मC यह कमी एक ग$ भीर कमी है। इस(cid:20)लए सबसे पहले एक ओर तो अ(cid:20)भलेखV और ऐ(cid:6)तहा(cid:20)सक साम7dयV को
संभाल कर रखने वालV और वह(cid:18)ं दसू र(cid:18) ओर उनका उपयोग करने वालV के बीच सtच े सहयोग से ह(cid:18) इन क(cid:20)मयV को दरू Bकया जा सकता है।
इस Dकार के सहयोग को बढ़ावा देने के (cid:20)लए भारत सरकार इसी ,वषय पर जार(cid:18) अ‘य सभी पूव < सकं (cid:30)प V को बखा<(cid:3)त करते हुए
आईएचआरसी को (cid:6)न$ न (cid:3)व Pप मC पुनग(cid:28)<ठत करन े कL (cid:3)व ीकृ(cid:6)त Dदान करती है :

सन ् 1600 के बाद का भारतीय इ(cid:6)तहास पढ़ाने वाले तथा मलू अ(cid:20)भलेखV के शोध और Dकाशन को बढ़ावा देने वाले तथा (cid:3)व य ं
के अ(cid:20)भलेखागार (cid:3) था,पत करने मC आईएचआरसी के साथ सहयोग करने वाले भारत के ,वbव ,वcयालयV स े 70 ना(cid:20)म(cid:6)त।
2.6 शैqNक सं(cid:3) थाओं के ना(cid:20)म(cid:6)त
ऐ(cid:6)तहा(cid:20)सक अनुसंधान Dकाशन को बढ़ावा देने, (cid:6)नजी और अध < (cid:6)नजी अ(cid:20)भरNा मC ि(cid:3) थत अ(cid:20)भलेखV का सवoNण और खोजबीन के
(cid:20)लए िज‘ हVने योगदान (cid:28)दया है, उन शैqNक सं(cid:3) थानV स े 20 ना(cid:20)म(cid:6)त
(cid:28)टsप णी (पैरा 2.5 और 2.6) : ,वbव ,वcयालयV और शैqNक सं(cid:3)थ ाओं के ना(cid:20)म(cid:6)त pय िwत यV मC अकाद(cid:20)मक ,वशेषता के साथ
उनका मूल शोध काय < मC उ(cid:30)ल ेखनीय योगदान होना चा(cid:28)हए। ये सभी ना(cid:20)म(cid:6)त सरकार cवारा उनके नामाकं न अनुमो(cid:28)दत और अ7धसू7चत
करने के पbच ात ् ह(cid:18) भारतीय ऐ(cid:6)तहा(cid:20)सक अनसु ंधान स(cid:20)म(cid:6)त के सद(cid:3)य हVगे।
3.0 भारतीय ऐ(cid:6)तहा(cid:20)सक अनुसंधान स(cid:20)म(cid:6)त (आईएचआरसी) कL काया<व7ध
पदेन सद(cid:3)य V को छोड़कर स(cid:20)म(cid:6)त के सद(cid:3)य V को (cid:6)न$ नDकार से 5 वष < कL अव7ध के (cid:20)लए (cid:6)नयुwत Bकया जाएगा :
5 वष < कL पूणा<व7ध के (cid:20)लए सभी (cid:6)नयुिwत यां और पुन(cid:6)नय< ुिwत यां उसी (cid:6)त7थ से एक साथ कL जाएगं ी। उwत 5 वष < कL अव7ध के
दौरान Rय ागप(cid:10) अथवा अ‘य कारणV स े _रwत हुए पद को पूरे 5 वष < के (cid:20)लए नह(cid:18)ं भरा जाएगा बि(cid:30)क शेष बची अव7ध के (cid:20)लए भरा
जाएगा।

(क) सजृ कV, अ(cid:20)भरNकV और अ(cid:20)भलेखV Dयोwत ाओं के बीच अ(cid:20)भलेखV के उपचार, प_रNण और उनके Dयोग संबंधी ,वचारV और

CONSTITUTION
(As Approved On 2 November 2017)
1.0 Background
The Indian Historical Records Commission (re-designated Indian Historical Records Committee), was set up by the
Government of India in 1919 (vide Department of Education Resolution No.77, dated 21 March 1919) as a consulting body,
whose opinion would carry weight with the public and which would make enquiries and recommendations regarding:
i. treatment of archives for historical study,
ii. the scale and plan on which the cataloguing, the calendaring and reprinting of each class of documents should
be undertaken,
iii. the sums required for encouraging research among, and publication of records,
iv. selection of competent scholars for editing documents, and
v. the problems of public access to records.
With a view to promoting active cooperation of the various State Governments in India as also the universities and
learned institutions in the country in the activities of the Committee, the Government of India (vide their Department of
Education, Health and Lands, Resolution No. F.92-9/40-E, dated 10 September 1941), took steps to reform the Constitution
of the Committee by providing for the inclusion of nominees of the various State Governments in India as also those of the
Universities and Learned Societies.
The INDIAN HISTORICAL RECORDS COMMITTEE1 (hereafter IHRC) has, over the years, contributed significantly to
the growth of public interest in the conservation and use of archives. The Government of India do recognize that it was
through the initiative of the IHRC and its different Committees that many new sources of information have been brought to
light and saved for posterity, many collections of documents have been published and made accessible to scholars, facilities
for the use of records have been materially enhanced and a new conscience has been aroused in the public mind in respect of
the sanctity of historical evidence. While the Government of India notes with deep appreciation these and other achievements
of the Committee, they do feel at the same time that much work still remains to be done and that a host of important problems
are still awaiting to be tackled. Very little systematic effort has been made to survey, describe, organize or make use of
records in private custody, and particularly, those of institutional, religious or commercial origin. Lack of trained archivists
continues seriously to impede the archival work in the country and the training facilities available in the National Archives of
India have hardly stimulated an adequate response among the owners of archival holdings. The Government believes that
these constitute very serious lacunae in the academic life of the nation and that greater and more whole-hearted cooperation
between the custodians of records and historical materials on the one hand and their users on the other, is the only means by
which these deficiencies could be removed.

In order to promote such cooperation the Government of India, in supersession of all earlier Resolutions on the same
subject, is pleased to sanction a reconstitution of the IHRC on the following lines:
2.0 COMPOSITION
The IHRC shall consist of the following Members:
2.1. Ex-Officio Members
1. Minister of Culture, Government of India......... Chairperson
2. Secretary (Culture), Government of India......... Member
3. Director General of Archives............................. Member -Secretary
2.2. Nominees of the Government of India
10 eminent archivists and historians to be appointed by the Government of India on the basis of their specialized
knowledge of the treatment of archives or their original contribution to the post-1600 period of Indian History.
2.3. Central Government Nominees
Three representatives of the following agencies of the Government of India:
1. Ministry of Home Affairs
2. Ministry of Defence
3. Department of Administrative Reforms and Public Grievances
2.4. Nominees of the State Governments/Union Territories Administrations
Representatives from all State Governments/Union Territories Administrations that have an organized records
repository of their own. These nominee should invariably be the custodian of the Archives of the State/ Union Territory.
2.5. Nominees of Universities
70 nominees from Universities in India teaching post-1600 period of Indian History and encouraging research and
publication of original records, and co-operating with the IHRC in organizing its own archives.
2.6. Nominees of the Learned Institutions
20 nominees from Learned Institutions with proven contribution for encouraging historical research, publication and
in conducting survey and exploration of records in private and semi-private custody.
Note (Paras 2.5 and 2.6): The nominees of the Universities, and Learned Institutions should be persons of academic
distinction with considerable amount of original research work to their credit. All such nominees will become members of the
IHRC only after their nominations have been approved and notified by the Government of India.
3.0 TERM OF THE IHRC
The Members of the Committee, other than ex-officio Members will be appointed for a term of five years as
follows:
All appointments and re-appointments for a full term of five years will be en-bloc with effect from the same date.
Vacancy due to resignation or otherwise which may occur during the said period of five years will not be filled for another
term of five years but only for the unexpired period of the existing term.
4.0. SCOPE OF THE IHRC
a To act as a forum for exchange between creators, custodians and users of archives and historical documents,
of ideas and experiences relating to treatment, preservation and use of archives, and to make recommendations
to appropriate bodies, official or non-official in this behalf.
b To act as a forum for discussion on archives in relation to historical problems requiring investigation,
particularly in relation to those on which little or no work has been done, and to hold Academic Sessions. At
this Academic Session, papers based on newly discovered original records pertaining to the post-1600 period
of Indian history be read and discussed. These papers should be written either by the Members of the IHRC or
communicated through them if written by other scholars. All such papers should be circulated in advance after
getting them approved by an EDITORIAL COMMITTEE to be constituted for the purpose (See Para 6.2 below).
c. To promote the salvaging and use of material in private and semi-public custody (including institutional,
religious and business records) in collaboration with universities, libraries, museums, learned societies, and
similar local bodies, and to act as a disseminator of information on the work done in this field.
d. To act generally as an intermediary between records and historical manuscript repositories on the one hand,
and bodies interested in research on the other.
e. To publish proceedings and bulletins embodying reports on its activities and on other matters promoting its
objectives.
