q rd iuq fuZ;kts u½ [Qk- l-a 17@109@2011&dkfedZ @lhlcq y] fnus'k ekgqj] fun's kd ¼dkfedZ ½ MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 1st January, 2015 G.S.R.17(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Border Security Force (Public Relations Officer) Recruitment Rules, 2000, except as respect things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Public Relations Officer in the Border Security Force, namely:— 1. Short title and commencement.—(1) These rules may be called the Border Security Force, Headquarters (Public Relations Officer) Recruitment Rules, 2015. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of posts, classification and pay band and grade pay or pay scale .-The number of the said post, its classification and pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 3. Method of recruitment, age limit and qualifications, etc.— The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification .— No person,— (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post : Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules in respect of any class or category of persons. 6. Ineligibility of aliens.—No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing be appointed or employed under these rules: Provided that nothing contained in this rule shall bar the appointment or employment of a subject of Nepal or Bhutan in the Force. 7. (a) (i) holding analogous post on regular basis (2) Inspector General - in the parent cadre or department; or Member (ii) with five years service in the grade Border Security Force. rendered after appointment thereto on (3) Director or Deputy Secretary - regular basis in Pay band-3 Member (Rs.15600 - 39100) plus grade pay of Ministry of Home Affairs Rs. 5400 or equivalent in the parent cadre (4) Deputy Inspector General - or department; and Member (b) possessing the following educational Border Security Force. qualifications and experience:— (i) Bachelor’s Degree in Journalism/Mass Communication from a recognised university; (ii) five years’ experience in Journalism, Public Relation or Event Management. Desirable: Master’s degree in Journalism/Mass Communication/Public Relation from a recognised University. Note 1: Period of deputation (including short term contract) including period of deputation (including short term contract) in another ex-cadre 6 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] post held immediately preceding this appointment in the same or some other organisation / department of the Central Government shall ordinarily not exceed four years. The maximum age limit for appointment by deputation (including short-term contract) shall be not exceeding 56 years as on the closing date of receipt of applications. Note 2: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January 2006 or the date from which the revised pay structure based on the6th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay or pay scale extended based on the recommendations of the Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post (s) for which that grade pay or pay scale is the normal replacement grade without any up gradation. (Deputation/Re-employment) for Armed Forces personnel : Armed Forces personnel of the rank of Major in Indian Army, Lieutenant Commander in Indian Navy and Squadron Leader in Indian Air Force for analogous posts and Captain in Indian Army, Lieutenant in Indian Navy and Flight Lieutenant in Indian Air Force with five years regular service in the grade who are due to retire or to be transferred to reserve within a period of one year and have the qualifications and experience prescribed for deputationists shall also be considered. If selected, such officers will be given deputation terms upto the date on which they are due for release from the Armed Forces; thereafter they may be continued on re-employment terms. In case such eligible officers have retired or have been transferred to reserve before the actual selection to the post is made, their appointment will be on re-employment basis.
