Abstract FromthepassageoftheNationalMaximumSpeedLimit(NMSL)of55mphin1974throughitsrepealin 1995speedmonitoring programshavebeenmandatedbythefederalgovernment. Thespeed-monitoringprogramwasprimarilyintendedtoprovidereliabledata tobeincludedasapartoftheState'sannualcertificationinordertobeapprovedforFederalAidhighwayprojects. Therepealofthe NMSLin 1995notonlyauthorizedstatestosettheirownspeedlimits,italsoallowedstatestodeveloptheirownspeedmonitoring programs. Thegoalofthisresearchistoprovidetheframeworkforaspeed-monitoringprogramtomeettheneedsofagenciesand organizationsthatusespeed-monitoringdataintheStateofIndiana. Aproposedspeedmonitoringplanisdevelopedwhichdistributes speedmonitoringstationstohighwayclassesaccordingtothreeprimarycriteria:spatialdistribution,crashdistribution,anddistributionof dailyvehiclemilestraveled. Theproposedspeed-monitoringprogramwillutilize38existingspeed,weigh-in-motion,andautomated trafficrecordingstations. Thestationswillbemonitoredfourtimesayearfora24-hourperiod. Furthermore,theproposedprogramwill monitorspeedsbasedonvehiclelength.ItistherecommendationofthisresearchthatIndianaphaseintheproposedspeed-monitoring plandevelopedinthepresentresearch,duringthe1999calendaryear. Theimplementationshouldincludeavisualinspectionofallthe WTM,ATR,andspeedmonitoringstationslistedinAppendixAtoensuretheyarestillcapableofmonitoringspeedsbyvehicleclassand traveldirection. Ifanyproblemsshouldarisewiththeexistingstations,thatstationshouldbesubstitutedforanotherstationwithinthat districtandhighwayclass. Thisreportisasupplementalreporttothemainreportofthestudy,FHWA/IN/JTRP-99/14,whichwillbepublishedinDecember1999. 17.
