A Norwegian freighter, the NV Tampa, rescued the asylum seekers. TheAustraliannavyassistedintherescue,buttheAustraliangovern- ment refused to permit the passengers now on board the Tampa to claimasylumonAustraliansoil.Instead,aspartofAustralia’s‘Pacific Solution’,theyweresenttoadetentioncentreontheislandofNauru toawaitadeterminationontheirapplications. TheTampacrisisacquiredanalmostmythicalstatusinAustralian politics. The decision by the government to prevent the Tampa passengers from claiming asylum was popular across the Australian electorate.IthelpedtogalvanizepopularsupportbehindtheHoward governmentandgarneritsre-electionforathirdparliamentaryterm. Duringallthepolitical,legalanddiplomaticmachinationssurround- ing the rescue of the Tampa, the affair also helped to launch a new termintotheAustralianpoliticallexicon. On 29 August, as the ‘Tampa Affair’ was still unfolding, the AustraliangovernmentsubmittedtheBorderProtectionBillof2001 to Parliament. The Bill would, amongst other things, retroactively empowerthegovernmenttoremoveanyforeignshipsfromitsterri- toryanddenythepassengersofsuchshipstherighttoclaimasylum inAustralia.DuringtheirdebateoftheBill,parliamentariansonboth sidesoftheHousebegantorefertotheasylumseekersontheTampa as ‘queue jumpers’. While the tenor and usage of the term varied, its precise meaning is perhaps best conveyed by the Liberal Party Member for Moreton, Gary Hardgrave, who used it to pillory his opponents’senseoffairness: Buthowcanweexerciseproperlyacareandconcernforothersif those who deserve our care and concern most of all are kept out whilethosewhohavethecapacitytodosomethingforthemselves ix
