Commissioner Lloyd moved to accept Resolution 19-06- CL-01, Sweetwater County Budget Amendment in the amount of $78,965.00 for the Sheriff’s Office. Commissioner Smith seconded the motion. R E S O L U T I O N 19-06-CL-01 SWEETWATER COUNTY BUDGET AMENDMENT DUE to an unanticipated capital expenditure within the County Sheriff’s Office in the amount of $78,965, WHEREAS, it has been determined that the aforementioned funds need to be transferred within the 2018-2019 County Budget, WHEREAS, the Notice of Public Hearing has been published in accordance with the regulations and rules governing the budget process and there being no protests filed or expressed to the Board of County Commissioners regarding this amendment to the Sweetwater County Budget at the hearing, BE IT THEREFORE RESOLVED: that the 2018-2019 fiscal year budget for Sweetwater County be amended to reflect the following budget changes: Expenditure Increase General Fund: County Sheriff - Capital $78,965 Expenditure Decrease General Fund: Grant Projects ($78,965) Dated at Green River, Wyoming this 4th day of June, 2019. Lane, County Clerk Randal M. Wendling, Member ************** Commissioner Comments/Reports Chairman Johnson Chairman Johnson read aloud the facilities report. Chairman Johnson reported on the Rock Springs RMP meeting that he attended. Chairman Johnson shared that he met with two representatives from the National Outdoor Leadership School relative to the Red Desert. Chairman Johnson shared that he has spent a lot of time reviewing the budget. Lastly, Chairman Johnson shared that he, along with Public Land Specialist Mark Kot, is working on a letter to Senator John Barrasso, Senator Mike Enzi and Representative Liz Cheney expressing appreciation for Wyoming congressional delegation support of the Wyoming coal industry and outlined the impacts of the War on Coal on the nation, state and county. Chairman Johnson questioned if the entire commission would like sign the letter. The commission expressed that they would like to review the final letter and concurred to have the entire commission sign. Commissioner Wendling Commissioner Wendling reported that he attended a meeting for the Combined Communications Joint Powers Board. Commissioner Wendling shared that the Rock Springs Chamber of Commerce submitted a voucher for the cost sharing amount of the Livability Magazine and noted that he will sign the voucher. Commissioner Wendling shared WCCA 2019 spring meeting material with the commission including upcoming meetings. Commissioner Wendling inquired what type of questions the commission is allowed to ask the three candidates that the Sweetwater County Republican Party provides for consideration. Commissioner Smith Commissioner Smith reported on the meetings he attended for the Parks and Recreation Board and Memorial Hospital of Sweetwater County. Commissioner Smith shared that he, along with Grants Manager Krisena Marchal, Sheriff Grossnickle and a representative from Southwest Counseling, will be meeting and questioned if Commissioner Lloyd would like to attend as the liaison to the Southwest Counseling Board. Commissioner Lloyd Commissioner Lloyd shared that he has met with Southwest Counseling CEO Linda Acker numerous times, Assessor Dave Divis, and Accounting Manager Bonnie Berry. Commissioner Lloyd reported on the meetings he attended for the Fair Board and the Library Board. Commissioner Lloyd expressed appreciation to the museum staff on their John Wesley Powell exhibit. Chairman Johnson addressed resident concerns he received regarding the motocross and requested that, as Fair Board liaison, Commissioner Lloyd research the concerns. County Resident Concerns Chairman Johnson opened county resident concerns. Resident Dale Newland expressed his desire to protest the closing of the Eden/Farson landfill. Hearing no further comments, county resident concerns were closed. Break Chairman Johnson called for a break. Action/Presentation Item Approval to submit a grant application to TC Energy for the County Fire Department Grants Manager Krisena Marchal and Fire Warden Mike Bournazian presented the request to submit a grant application to TC Energy. Following discussion, Chairman Johnson entertained a motion to approve the submission of a grant application to TC Energy for the County Fire Department in the amount of $2,500.00. Commissioner Wendling so moved. Commissioner Lloyd seconded the motion. The motion carried. Award of the 2019 CMAQ Dust Control Project CM 19303 CR#24 Patrick Draw Road Public Works Director Gene Legerski presented the results of the bid opening for CMAQ Project Number CM19303/FY2019 Dust Control Project CR#24 Patrick Draw Road that was held on May 28, 2019. Following discussion, Commissioner Wendling moved to award the CMAQ Project Number CM19303/FY2019 Dust Control Project CR#24 Patrick Draw Road to High Desert Construction, Inc. in the sum of $272,737.00 and authorize the Chairman to sign all necessary project documents. Commissioner Smith seconded the motion. The motion carried. SWCO Sheriff’s Office Pre-Employment Agreement Sheriff Grossnickle presented the Pre-Employment Agreement explaining that he intends to have newly sworn deputies sign the agreement to ensure reimbursement to the county in the event that a deputy were to voluntarily vacate the position within the first 36 months of employment. Following discussion, Commissioner Smith moved to approve the Sweetwater County Sheriff’s Office Pre-Employment Agreement as presented. Commissioner Wendling seconded the motion. The motion carried. FY 2019-2020 Health Insurance premium discussion Human Resource Director Garry McLean presented the FY 2019-2020 Health Insurance premium. Discussion ensued relative to the cost of county benefits and the question of employees sharing in the cost of the health insurance premium increase was posed. County Treasurer Robb Slaughter shared the magnitude of claims being paid. Building Entry Agreement Southwest Counseling Service CEO Linda Acker and Facilities Manager Richard Brickne presented the Building Entry Agreement for 2706 Ankeny Way, Rock Springs, Wyoming explaining that the agreement is for Qwest Corporation dba Century Link QC to provide communication services to the modular facility. Following discussion, Commissioner Wendling moved to approve the Building Entry Agreement between Sweetwater County and Qwest Corporation dba Century Link QC and authorize the Chairman to sign. Commissioner Lloyd seconded the motion. The motion carried. Ms. Acker questioned if the commission would like her to come before the board to sign all agreements in the future or if the commission would like her to have the authority to sign. The commission directed Ms. Acker to present and submit all agreements during the Board of County Commissioners meetings. Ms. Acker further requested that the commission approve the Rock Springs Site Plan Application to install five modular buildings with a total size of 66’x60’ on the existing site to be used for medical offices with a concrete crawl space underneath. Ms. Acker apologized for not having the request placed on the agenda stating that she received the site application after the deadline. Following discussion, Chairman Johnson declared that he has a continuing potential conflict of interest and appointed Commissioner Wendling as Acting Chairman for this particular request. Following further discussion, Commissioner Smith moved to approve the request and authorize the Acting Chairman to sign. Commissioner Lloyd seconded the motion. The motion carried with Chairman Johnson abstaining. Presentation from ArcaSearch on digital preservation of county documents ArchaSearch Representative Chuck Miotke presented an overview of digital preservation and explained the benefits of having the documents preserved in digital format. Following discussion, Chairman Johnson expressed that County Clerk Cindy Lane could put the request in her budget for further review and consideration. Review proposed lease buyout for Cell Tower Lease 420059 The commission reviewed the request received from American Tower inquiring if the Sweetwater County Board of County Commissioners would be interested in a lease buy-out located at 3320 Yellowstone Road, Rock Springs, Wyoming (Site 420059). Deputy County Attorney John DeLeon explained the reason why there was no presenter. Following discussion, the commission concurred to not accept the proposed lease buyout. Adjourn There being no further business to come before the Board this day, the meeting was adjourned subject to the call of the Chairman. Chairman Johnson explained that, following the meeting, the commission will conduct the Fiscal Year 2020 Budget Workshop.
