The group itself was formed in late 1993, along with several others, as PERC began its mission of addressing contemporary issues in political economy from an interdisciplinary perspective. Work on regionalism has been going on almost continuously since that time. The present volume should be seen by readers as a direct follow-on from our first volume, Regionalism and World Order, edited by Andrew Gamble and Anthony Payne, which was published by Macmillan in 1996. The broad approach used in both volumes has been the same, and the present work treats subregionalism as something which exists in the shadow of the former, larger regionalism. For Subregionalism and World Order, however, the editors also would like to offer special thanks to the writers from outside PERC, in particular to Paul Cammack and Stephen Riley, who agreed to contribute chapters to the book and thus also lend their considerable knowledge and expertise to the project. Their efforts have helped to complement and strengthen the knowledge of members of the PERC group. We also owe a particular debt of gratitude to the Toshiba International Foundation and the Chubu Electric Power Company for helping to fund our work. As a result of their generosity we were able to organize international symposia and benefit from the views of some of Japan's leading social scientists. Since completing the writing and editing of this book the editors have learned of the sad and untimely death of one of the contributors, Steve Riley. Steve made a valuable contribution not only to this volume but also, over many years, to our understanding of the troubled region of West Africa more generally. He will be greatly missed and we hope that in some modest respect at least, this volume can stand as a testament to Steve's commitment to his subject and to his longstanding desire to share his knowledge of it with the rest of us.
