Todd and Sharon Benton Rocky Mountain Silver Stick® Tournament Directors THE SILVER STICK® STORY The founder of International Silver Stick® Hockey Association, Mr. Jack Kinsella, was born in Regina, Saskatchewan, April 12 1908. He moved to Ottawa, Ontario as a child, and it was in this city that the idea of Silver Stick® originated in 1957. The purpose of the venture was to further International relations between Peewee and Bantam age players from the Richmond, Ontario area south of Ottawa, Canada’s Capital, and upper New York State. The theme of the entire program is to promote citizenship and goodwill through the medium of Silver Stick® hockey, and to foster sportsmanship through International competition for youth of all nations. A trophy was needed for the tournament, and one of the founders, Mr. Ernie Temple, is credited with the idea of using a long stick instead of a trophy to present to the winners. The stick, made of silver and donated by the Ottawa Citizen newspaper, was used at the first Silver Stick® Tournament in 1958 in Richmond, Ontario. Relative replicas of the original Silver Stick Trophy are used in North American Finals. In 1961, Mr. Kinsella contacted Fred Lamlein of Port Huron, Michigan who then visited with Mr. Kinsella in Ottawa. Following that meeting, Silver Stick® Hockey was introduced to southwestern Ontario with a tournament in Watford. The late Roy Caley of Watford was responsible for organizing and promoting this event. In 1963, the first North American Finals Tournament took place in Port Huron, Michigan. Jack Kinsella conducted the first Silver Stick® Annual General Meeting on May 19, 1963 to establish the structure and organization of this Association. A constitution and bylaws were adopted and an International Board of Directors was elected. Port Huron was then chosen as the permanent “home” of Silver Stick Hockey, and the site of the Peewee and Bantam Finals each year. In 1969 Sarnia, Ontario was established as the site of the “Atom and Midget” Finals Tournament each year. In subsequent years, new Finals were introduced at other locations, as new divisions, and girls’ hockey were added to the Silver Stick® line-up. Mr. Kinsella (at the age of 100) died in Ottawa, Ontario on March 14, 2007, the same year that the 50th Anniversary of International Silver Stick® was celebrated. The highlight of the year’s celebrations was when Tom Cowick, a Silver Stick Pioneer who coached a Richmond, Ontario team in 1959 against Potsdam N.Y. organized a 50th Anniversary celebration for Richmond and held it on Feb. 16, 2008 It included games between Richmond and Potsdam Peewee and Bantam teams, and was attended by the U.S. Ambassador to Canada and a Canadian Cabinet Minister, just like 50 years earlier. The original Silver Stick® trophy used in 1958, which now rests in the Hockey Hall of Fame in Toronto, was also used during the Richmond celebrations. The International Silver Stick® Board of Directors is headed by a Commissioner, Deputy Commissioner, Second Deputy Commissioner, Executive Director and Immediate Past Commissioner. Also fourteen International Directors, seven representing Canada and seven representing the U.S.A. are elected for two year terms at the annual meeting in June each year. This board is honored to host an international competition for more than 65,000 youth each year The Rocky Mountain Regional Silver Stick® tournament has been held in Colorado for more than 20 years for both boys and girls at the competitive and recreational level. Many teams have a chance to compete in the International Silver Stick® Tournament representing the Rocky Mountain region. Tournament Applications will be accepted until Sunday October 26, 2014 or until the division has been filled. No refunds will be given once a team has been notified of acceptance. 2. By entering this tournament your team agrees to attend the International Silver Stick® Finals in Michigan or Canada if you are the regional champion. Runner-up teams may be offered an opportunity to attend finals as well and are encouraged to accept these bids. 3. A check of credentials and qualification will take place before each team competes. A team representative must present the following credentials 1 hour before your first game: a. USA Hockey certified roster b. USA Hockey Consent to Treat Form for each player c. USA Hockey Code of Conduct Form for each player Incomplete credentials could result in the forfeit of pending game. 4. A player may only play for one team during the Silver Stick® Regional Tournament. If a player is rostered on more than one USA Hockey roster, this player must play at the highest level they are rostered. 5. This Tournament is a Recreational USA Hockey sanctioned Tournament and open to properly registered USA Hockey teams. Team selection for this regional tournament is determined by the tournament directors and their decisions are final. 6. The divisions will include: 10U Squirt A, B, & C, 12U PeeWee A & B, 14U Bantam A & B, 16U Midget Minor A, and 18U Midget Major A. A minimum of four teams will be accepted per division. 7. 7Cost of Registration: 10U Squirt A, B, & C- $1350 12U PeeWee A & B- $1350 14U Bantam A & B- $1350 16U Midget Minor A- $1450 18U Midget Major A- $1450 8. No admission fee for spectators. 9. Games will be scheduled beginning Tuesday afternoon through Saturday evening with Semi- Finals and Finals played on Sunday (Championship games should conclude around 7:30pm). USA Hockey and CAHA Rules will apply to all play except as noted herein. 11. A tournament suspension will be issued in the following cases: a. Any player issued a fighting penalty b. A game misconduct for 5 penalties in one game by one player c. 15 penalties by a team in one game will result in the suspension of the head coach d. Any player or coach receiving a match penalty 12. Mouth guards are required for all players. 13. If a player is injured and play stopped, the injured player must leave the ice until the completion of the ensuing face-off. 14. Any articles (except hats for hat tricks) thrown on the ice, or any abusive conduct by spectators will result in immediate ejection from the arena and the tournament. Failure to comply will result in the offending team forfeiting the game. 15. The referees and tournament directors’ decisions are final. No protests are allowed. 16. Pointstreak scoring systems will be used and uploaded immediately following the completion of the games. Teams must provide the tournament directors with jersey numbers of all players and designate goalies no later than Sunday October 26, 2014. 17. The tournament will be a four game round robin with the top four teams in each division advancing to the semi-finals. Points for each game will be awarded as follows: Win: 2 points Tie: 1 point Loss: 0 point 18. Players should be at the arena 1 hour prior to game time and be ready to go on the ice at the scheduled game time for the 3 minute warm-up. 19. All games will have a 3 minute warm-up. All games will be stop clock and game times are as follows: U10 Squirt A, B, & C 3, 12-minute periods U12 PeeWee AA 3, 12-minute periods U14 Bantam AA 3, 12-minute periods U16 Midget Minor AA 3, 14-minute periods U18 Midget Major AA 3, 14-minute periods If there is a four goal or more differential in the third period, the clock will become run time. There will be no run time in the semi-finals or championship games. 2014 ROCKY MOUNTAIN REGIONAL SILVER STICK® REGIONAL November 25-30, 2014 Westminster, Colorado 20. Tie-breaking procedure: a. The four teams with the highest point total in round robin play in each division will advance to the semi-finals. b. Forfeits are counted as a 1-0 win for the non-offending team. c. Tie-breaker if two or more teams are tied in round robin play: i. Head to head if all tied teams have played each other ii. Goals scored by a team / goals scored by a team + goals allowed by a team. This will be a team’s percentage. The highest percentage amongst the tied teams will advance. Example: Team A scored 18 goals and allowed 12 goals in round robin play. Percentage = 18/18+12 = 18/30 = .60 iii. Fastest goal scored in the first game of the tournament iv. The least amount of penalty minutes, including misconducts, accrued by a team. v. The flip of a coin between two teams. The choice of heads or tails will be called by the association name alphabetically. If more than two teams are tied, numbers will be drawn in an alphabetical order by association name. 21. All teams must have a home (white) and away (dark) set of jerseys. Please bring both jerseys to all games in case of changes. 22. All games are on curfew. 23. There is no overtime except in semi-finals and championship games. 24. After one overtime there will be a shootout. 25. Overtime period are sudden death. The overtime period will be 5 minute stop clock. A shootout will occur if the teams are still tied after the 1st overtime. Shootouts will consist of 5 players and a goaltender from each team. The coach will present a list to the referee with the order of the five shooters. The home team will shoot first. The team with the most goals after 5 shooters will be declared the winner. If the teams are still tied, the shootout will continue using one additional skater from each team until a winner is determined. If all players on one team have shot, then shooters will continue in the same order as they shot previously. 26. All teams must furnish their own penalty box attendant (attendant must be18 years of age or older) 27. No noise devices allowed. This includes, but is not limited to bells and horns. 28. Locker rooms- The head coach or assistant coach, if the head coach is not present, is responsible for the locker room. This responsibility cannot be delegated to a parent or team volunteer. A parent may check out the key, but ultimately the head coach is responsible for the locker room conditions and activities within the locker room. 29. Should any player or team willfully damage any property at any ice facility, all cost for repairs or replacement shall be paid by the team concerned. Arrangements for restitution shall be made immediately with the rink management. Notice of such damage will be given to the tournament directors to determine if removal of the player and/or team from the tournament is appropriate. Any profanity or abusive behavior towards rink personnel or tournament officials will result in immediate ejection from the rinks and tournament. 2014 ROCKY MOUNTAIN REGIONAL SILVER STICK® REGIONAL November 25-30, 2014 Westminster, Colorado 30. Any team (CAHA registered or otherwise) which enters this tournament and fails to appear on time for a scheduled game, forfeits a game, or fails to provide a valid roster signed and sealed by their USA Hockey Registrar to the tournament director prior to the team’s first game will be subject to: a. Forfeit of scheduled games as determined by the tournament director b. Pay for all expenses, including but not limited to referee fees and ice costs for all forfeited games. c. Denied entry in any other Colorado tournaments for the remainder of the season and any approved travel permits will be rescinded d. Tournament director is required to notify the CAHA VP of any team who fails to appear for a scheduled game within 24 hours of the infraction. 31. The tournament staff has the right to change a game time or rink assignment if circumstances beyond their control occur (IE-weather, loss of the availability of the rink, loss of power, etc.). 32. All first place teams will receive a team trophy, championship banner, champion pins, and the invitation to the International Silver Stick® Finals. The second place teams will receive a team trophy. All players and coaches will receive a participation pin. Larry McGrath Scholarship The Silver Stick® Scholarship conceived by one of our most devoted worker/promoters and a Past Commissioner of the Association the late Richard (Dick) McGrath of Port Huron, Michigan. Dick and his son Larry could almost always be found together at the arena. Larry often remarked that it would be fitting for the Silver Stick® Organization to provide a scholarship award for deserving hockey players. In 1970, Larry McGrath met with a fatal accident while at work. In lieu of flowers, Dick and his wife requested that donations be made to the International Silver Stick® Association. That was the beginning of the scholarship funding program that today bears Larry's name. Additional donations were requested in 1979 when Dick McGrath died and again when one of our founders, Fred Lamlein passed away. A committee was set up in 1970 to establish guidelines, prepare By-laws and application forms. The amount of $500 would be presented to one Canadian and one American citizen each year. The International Silver Stick® Scholarship program was formally approved in 1972 by the Board of Directors. The first scholarship awards were made following the 1972-73 hockey season and annually since that time. Currently, each year there are several American and Canadians awarded a Scholarship of $1000 each. Applications are reviewed and recommendations are made by the Scholarship Committee each spring and then approved and announced at the International Silver Stick Annual Meeting in June each year.
