Historical Introduction
Silent weapontechnologyhas evolvedfrom Operations Research (O.R.), a strategicand
tactical methodologydeveloped undertheMilitaryManagement inEngland during
WorldWar II.Theoriginal purposeofOperations Research was tostudythestrategic and
tactical problems of airandlanddefensewiththe objectiveofeffectiveuse oflimited
militaryresources against foreignenemies (i.e.,logistics).
It was soon recognizedbythoseinpositions ofpowerthat thesamemethods might be
useful fortotallycontrollingasociety. But bettertools werenecessary.
Social engineering(theanalysis and automationofasociety) requires thecorrelationof
great amounts ofconstantlychangingeconomicinformation(data),so ahigh-speed
computerizeddata-processingsystem was necessarywhichcouldrace aheadofthe
societyandpredict when societywouldarrive for capitulation.
Relaycomputers wereto slow,but theelectronic computer,inventedin1946byJ.
PresperEckert andJohnW.Mauchly,filledthebill.
Thenext breakthroughwas thedevelopment ofthesimplexmethod oflinear
programmingin1947bythemathematicianGeorgeB.Dantzig.
Thenin1948,thetransistor,inventedbyJ.Bardeen,W.H.Brattain,andW. Shockley,
promisedgreat expansionofthecomputerfieldbyreducingspaceandpower
requirements.
Withthesethreeinventions undertheirdirection,thoseinpositions ofpowerstrongly
suspectedthat it was possibleforthem tocontrol thewholeworldwiththe push ofa
button.
Immediately,theRockefellerFoundationgot inonthegroundfloorbymakingafour-
year grant toHarvardCollege, fundingtheHarvardEconomicResearchProject forthe
studyofthestructureoftheAmericanEconomy. One yearlater,in1949, TheUnited
States AirForcejoinedin.
In1952the grant periodterminated,and ahigh-level meetingoftheElitewas heldto
determinethenext phase ofsocial operations research.TheHarvardproject hadbeen
veryfruitful,as is borne out bythepublicationof someofits results in1953suggesting
thefeasibilityof economic(social)engineering.(Studies intheStructureof theAmerican
Economy- copyright 1953byWassilyLeontief, International SciencePress Inc.,White
Plains, NewYork).
Engineeredinthelast halfofthedecadeofthe1940's, thenewQuiet Warmachinestood,
so tospeak,insparklinggold-plated hardwareon theshowroom floorby1954.
Withthecreationofthe maser in1954,thepromiseofunlockingunlimitedsources of
fusionatomicenergyfrom theheavyhydrogenin seawaterandthe consequent
availabilityofunlimited social powerwas apossibilityonlydecades away.
Thecombinationwas irresistible.
TheQuiet Warwas quietlydeclaredbythe International Eliteat ameetingheldin1954.
Althoughthesilent weapons system was nearlyexposed13 years later,the evolutionof
thenewweapon-system has neversufferedanymajorsetbacks.
This volumemarks the25thanniversaryofthebeginningoftheQuiet War.Alreadythis
domesticwarhas hadmanyvictories onmanyfronts throughout theworld.
Political Introduction
In1954it was well recognizedbythoseinpositions ofauthoritythat it was onlyamatter
oftime,onlya fewdecades, beforethe general publicwouldbeableto grasp andupset
thecradleofpower,fortheveryelements ofthenewsilent-weapontechnologywere as
accessibleforapublicutopiaas theywereforprovidingaprivateutopia.
Theissueofprimaryconcern,that ofdominance, revolvedaroundthesubject ofthe
energysciences.
Energy
Energyis recognizedas thekeytoall activityon earth.Natural scienceis thestudyofthe
sources and control ofnatural energy, andsocial science,theoreticallyexpressedas
economics, is thestudyofthesources andcontrol ofsocial energy.Both arebookkeeping
systems: mathematics. Therefore,mathematics is theprimaryenergyscience.Andthe
bookkeeper canbekingifthepubliccanbekept ignorant ofthemethodologyofthe
bookkeeping.
All scienceis merelyameans toanend.Themeans is knowledge. Theendis control.
Beyondthis remains onlyoneissue: Whowill be thebeneficiary?
In1954this was theissueofprimaryconcern.Althoughtheso-called "moral issues"
were raised,inviewofthelawofnatural selectionit was agreedthat anationorworldof
peoplewhowill not usetheirintelligencearenobetterthananimals whodonot have
intelligence.Suchpeople arebeasts ofburdenand steaks onthetablebychoiceand
consent.
Consequently,intheinterest offuture worldorder,peace,andtranquillity,it was decided
toprivatelywage aquiet waragainst theAmericanpublicwithanultimateobjectiveof
permanentlyshiftingthe natural andsocial energy(wealth)oftheundisciplinedand
irresponsiblemanyintothehands oftheself-disciplined,responsible,and worthyfew.
Inordertoimplement this objective,it was necessarytocreate,secure,and applynew
weapons which, as it turnedout,were aclass ofweapons so subtleandsophisticatedin
theirprincipleofoperationandpublicappearance as toearnforthemselves thename
"silent weapons."
In conclusion,theobjectiveofeconomic research, as conductedbythemagnates of
capital (banking) andthe industries ofcommodities (goods) andservices, is the
establishment ofaneconomywhichis totallypredictableandmanipulatable.
Inordertoachieve atotallypredictableeconomy, thelow-class elements of societymust
bebrought undertotal control,i.e.,must behousebroken,trained, andassigned a yoke
andlong-term social duties from averyearlyage, beforetheyhave anopportunityto
questiontheproprietyof thematter. Inordertoachievesuchconformity,thelower-class
familyunit must bedisintegratedbyaprocess ofincreasingpreoccupation oftheparents
andtheestablishment of government-operatedday-carecenters fortheoccupationally
orphanedchildren.
Thequalityofeducationgiventothelowerclass must beofthepoorest sort,so that the
moat ofignoranceisolatingtheinferiorclass from thesuperiorclass is and remains
incomprehensibletotheinferiorclass.Withsuchaninitial handicap,evenbright lower
class individuals havelittleifanyhopeof extricatingthemselves from their assignedlot
inlife.This form ofslaveryis essential tomaintainsomemeasureofsocial order,peace,
andtranquillityfortherulingupper class.
Descriptive Introduction of the Silent Weapon
Everythingthat is expectedfrom anordinaryweaponis expectedfrom asilent weaponby
its creators, but onlyinits ownmannerof functioning.
It shoots situations, insteadofbullets; propelledbydataprocessing,insteadofchemical
reaction(explosion); originatingfrom bits ofdata, insteadof grains of gunpowder; from a
computer,insteadof a gun; operatedbya computerprogrammer,insteadof amarksman;
undertheorders of abankingmagnate,insteadof amilitarygeneral.
It makes noobvious explosivenoises, causes noobvious physical ormental injuries, and
does not obviouslyinterferewithanyone's dailysocial life.
Yet it makes anunmistakable"noise," causes unmistakablephysical andmental damage,
andunmistakablyinterferes withthedailysocial life,i.e.,unmistakableto atrained
observer,onewhoknows what tolookfor.
Thepubliccannot comprehendthis weapon, andthereforecannot believethat theyare
beingattacked andsubduedbyaweapon.
Thepublicmight instinctivelyfeel that somethingis wrong,but that is becauseofthe
technical natureofthesilent weapon,theycannot express theirfeelingina rational way,
orhandletheproblem withintelligence.Therefore,theydonot knowhowtocryforhelp,
anddonot knowhowtoassociatewithothers todefendthemselves against it.
Whenasilent weaponis appliedgradually,thepublicadjusts/adapts toitspresenceand
learns totolerateits encroachment ontheirlives until thepressure(psychological via
economic)becomes too great andtheycrackup.
Therefore,thesilent weaponis atypeofbiological warfare. It attacks thevitality,
options, andmobilityoftheindividuals ofasocietybyknowing,understanding,
manipulating,and attackingtheirsources ofnatural andsocial energy,andtheirphysical,
mental,andemotional strengths andweaknesses.

Today's silent weapons technologyis anoutgrowthofasimpleideadiscovered,
succinctlyexpressed,and effectivelyappliedbythequoted Mr. Mayer Amschel
Rothschild.Mr.Rothschilddiscoveredthemissingpassivecomponent ofeconomic
theoryknownas economicinductance. He,of course,didnot thinkofhis discoveryin
these20th-centuryterms, and,tobesure,mathematical analysis hadtowait forthe
Second Industrial Revolution,theriseofthetheoryofmechanics andelectronics, and
finally,theinventionoftheelectroniccomputerbeforeit couldbeeffectivelyappliedin
thecontrol oftheworld economy.
General Energy Concepts
Inthestudyofenergysystems, therealways appears three elementaryconcepts. These
arepotential energy,kineticenergy,and energydissipation.Andcorrespondingtothese
concepts, therearethree idealized,essentiallypurephysical counterparts calledpassive
components.
1. Inthescienceofphysical mechanics, thephenomenonofpotential energyis
associatedwithaphysical propertycalled elasticityorstiffness,andcanbe
representedbyastretchedspring.
In electronicscience,potential energyis storedin acapacitorinsteadof aspring.
This propertyis calledcapacitanceinsteadofelasticityorstiffness.
2. Inthescienceofphysical mechanics, thephenomenonofkineticenergyis
associatedwithaphysical propertycalledinertiaormass,andcanberepresented
byamass oraflywheel inmotion.
In electronicscience,kineticenergyis storedinaninductor(inamagnetic field)
insteadofamass.This propertyis calledinductanceinsteadofinertia.
3. Inthescienceofphysical mechanics, thephenomenonofenergydissipation is
associatedwithaphysical propertycalled friction orresistance,andcanbe
representedbyadashpot orotherdevicewhich converts energyintoheat.
In electronicscience,dissipationofenergyis performedbyanelement called
eitheraresistorora conductor,theterm "resistor" beingtheone generallyusedto
describe amoreideal device(e.g.,wire) employed toconveyelectronicenergy
efficientlyfrom onelocationtoanother.Thepropertyof aresistanceor conductor
is measuredas eitherresistanceor conductancereciprocals.
In economics thesethree energyconcepts areassociatedwith:
1. EconomicCapacitance- Capital (money,stock/inventory,investments in
buildings anddurables, etc.)
2. EconomicConductance- Goods (productionflow coefficients)
3. Economic Inductance-Services (theinfluenceofthepopulationofindustryon
output)
All ofthemathematical theorydevelopedinthestudyofoneenergysystem (e.g.,
mechanics, electronics, etc.)canbeimmediatelyappliedinthestudyofanyotherenergy
system (e.g.,economics).
Mr. Rothchild's Energy Discovery
What Mr.Rothschildhaddiscoveredwas thebasic principleofpower,influence, and
control overpeopleas appliedtoeconomics. That principleis "when youassumethe
appearanceofpower,peoplesoon giveit to you."
Mr.Rothschildhaddiscoveredthat currencyordeposit loanaccounts hadtherequired
appearanceofpowerthat couldbeusedtoinduce people(inductance,with people
correspondingtoamagneticfield)intosurrenderingtheir real wealthinexchangefora
promiseof greaterwealth(insteadofreal compensation).Theywouldput upreal
collateral inexchange for aloanofpromissorynotes. Mr.Rothschildfoundthat hecould
issuemorenotes thanhe hadbackingfor,so longas hehadsomeone's stockofgold as a
persuadertoshowhis customers.
Mr.Rothschildloanedhis promissorynotes toindividual andtogovernments. These
wouldcreateoverconfidence.Thenhewouldmakemoneyscarce,tighten control ofthe
system,and collect thecollateral throughtheobligationof contracts. Thecyclewas then
repeated.Thesepressures couldbeusedtoignite awar.Thenhewould control the
availabilityof currencytodeterminewhowould winthewar.That government which
agreedto givehim control ofits economicsystem got his support.
Collectionofdebts was guaranteedbyeconomic aidtotheenemyofthedebtor.The
profit derivedfrom this economicmethodologymadMr.Rothschildall themoreableto
expandhis wealth.Hefoundthat thepublicgreed wouldallowcurrencyto beprintedby
government orderbeyondthelimits (inflation)ofbackinginprecious metal orthe
productionof goods and services.
Apparent Capital as "Paper" Inductor
Inthis structure,credit,presented as apureelement called"currency,"has theappearance
ofcapital,but is ineffect negativecapital.Hence, it has theappearanceofservice,but is
infact,indebtedness ordebt. It is thereforean economicinductanceinstead ofan
economiccapacitance,andifbalanced innootherway,will bebalancedbythenegation
ofpopulation(war, genocide).Thetotal goods andservices represent real capital called
thegross national product,andcurrencymaybeprinteduptothis level andstill represent
economiccapacitance; but currencyprintedbeyondthis level is subtractive,represents
theintroductionofeconomicinductance,andconstitutes notes ofindebtedness.
Waris thereforethebalancingofthesystem bykillingthetruecreditors (thepublic
whichwehavetaught to exchangetruevalueforinflatedcurrency) andfallingbackon
whateveris left oftheresources ofnature andregenerationofthoseresources.
Mr.Rothschildhaddiscoveredthat currencygave him thepowertorearrangethe
economicstructuretohis ownadvantage,toshift economicinductancetothoseeconomic
positions whichwouldencouragethe greatest economicinstabilityandoscillation.
Thefinal keytoeconomiccontrol hadtowait until therewas sufficient dataandhigh-
speedcomputingequipment tokeepclosewatchontheeconomicoscillations createdby
priceshockingand excess paperenergycredits -paperinductance/inflation.
Breakthrough
Theaviationfieldprovidedthe greatest evolutionineconomicengineeringbywayofthe
mathematical theoryofshocktesting. Inthis process,aprojectileis fired from an
airframeonthe ground andtheimpulseoftherecoil is monitoredbyvibration
transducers connectedto theairframeandwiredto chart recorders.
Bystudyingthe echoes orreflections oftherecoil impulseintheairframe,it is possible
todiscovercritical vibrations inthestructureoftheairframewhich eithervibrations of
