ABSTRACT ThefirstWorkingPartyonFisheriesDataandStatisticswasattendedbyparticipantsfromComoros, France,Kenya,Madagascar.Maldives,Mauritius,Mozambique,Seychelles,SouthAfrica,theUnited RepublicofTanzaniaandYemen. TheWorkingPartyreceivednationalreportsofeachofthecountriesandexaminedthestatusof fisheriescatchandeffortdataandstatistics.Severalcountriesdonotproduceannualfisheries statisticalreports. Inmostcasescountriesattributedweaknessesindatacollectiontolackoffunds andinsufficientnumbersofenumerators. TheWorkingPartydiscussedminimumdatarequirementsforeffectivefisheriesmanagementinfive genericfisheriestypes:industrialshrimp,artisanalshrimp,trapfisheries,demersallineandbeach seinefisheries.Eachcountryprovidedtheexistingavailabilityofdatafortheserequirements.Major issuesofdatacollection(structuraldata,operationaldataandbiologicaldata),dataprocessing,data analyses,datadisseminationandotherrelatedmatterswereidentified. Alistofmetadatafieldswaspresentedtoassistmembercountriesprovidedatatotheregionaldata coordinatoroftheSouthWestIndianOceanFisheriesProject(SWIOFP)inordertosetuparegional metadatabase. Theavailabilityofrelevantregionalandglobalinformationsystemswasdiscussed. WioFish.afisheriesmetadatamanagementsystem,wasinitiatedtocollateavailableinformationfrom small-scalefisheriesoftheWesternIndianOceancountries. TheFishCode-STF(Strategyfor improvinginformationonstatusandTrendsofcaptureFisheries)projectandtheFisheryResources MonitoringSystem(FIRMS)aretwoinitiativestowardsaglobalstrategytoimproveinformationon statusandtrendsofcapturefisheries. DrRenisonRuwachairedtheWorkingPartyonbehalfofKMFRI.Atime-tablefortheWPFSwas presentedanddiscussed.TheWorkingPartyagreedtokeepthetimingflexibletoallowallparticipantsto maketheircountrycontributionswhilstcoveringalltheproposeditemsoftheAgenda.TheAgendaofthe WorkingPartyisgiveninAppendixA. Astatisticalsystemofmonitoringoflandingsbasedonaregularsamplingwasestablishedin1994 bytheAssociationThonieroftheCommissiondeI'oceanIndicn.Thesystemdefined12stratawithin threeislandswithfiveprimarysitesinGrandeComoros,fourprimarysitesinAnjouanandthreeprimary sitesinMoheli.Detailedinformationwasrandomlycollecteddirectlyfromtheboatsbyfishrecorders. DifficultiesencounteredinReunionrelatedtonightfishingwhichwasdifficulttomonitorand estimate,andover-reportingofcatchesinquestionnairesandlogbookstotakeadvantageoffuelsubsidies. TheparticipantsfromFrancenotedthatfisheriesstatisticalmonitoringsystemsaregroundedona combinationofgeneralneeds(regulationoffishinglicences,monitoringoflandingsortranshipment, respectofinternationalagreements)aswellasspecificneedsbasedonthecontextorhistoryofthefishery. Theworkingpartyreflectedonthedifficultyofmonitoringartisanalfisheriesparticularlyinwith regardtoseasonalorevendailychangesoffishingmethodbyafishingvessel.Itnotedthatthemonitoring systemuseddidnotrequiremuchmanpowerbutitwastechnicallydemandingandcostly.Italsonoted that,intime,themonitoringsystemthathadbeensetupwouldenableverydetailedanalysisofthesmall coastalfishery,itsimpactuponcoastalfisheryresources,andoftheeconomicandsocialcontributionof thesector.Itwasnotedthatallvesselswereregisteredandlicensedbutthatthefisheriesarenotasyet closedtoentry. Kenya 16. ThecollectionoffisherieslandingsdatainKenyaismainlyundertakenbyFisheries DepartmentstaffandrecentlybyBeachManagementUnits(BMUs).Otherorganizationssuchas KenyaMarineandFisheriesResearchInstitute(KMFRI)andCoralReefDegradationintheIndian Ocean(CORDIO)aswellasrecreationalfisherassociationshavealsocollectedfishlandingstatistics forvariableperiodsinparticularareastoaddressspecificecologicalorsocio-economicissues.The dataresideswiththeoriginalorganizationorassociationusuallyashardcopiesofresponsestoforms, questionnairesorlogbooks.AdministrativelylandingsdataisfirstreportedattheDistrictlevel.The dataareaggregatedatspecieslevelintofishgroupsandthensummedatdistrictlevelandfinallyinto ainssuifmfpilceiensttatciasptaiccailtyr,epdoerptesnhdoewnicnegotnotaulntnraatiinoendalBlManUdinmgesmbbeyrsfi,shaebrsyesnucbe-soefctaorc.enCtroanlstrreapionstistoirnyclaundde insufficientprocessingandanalysisofthedatacollected.Withoutadequatemonitoringcontroland surveillance(MCS)andvesselmonitoringsystems(VMS)requirements,theresultantillegal, unreportedandunregulated(IUU)fishingislikelytoseriouslyundermineKenya’sabilitytoknow howmuchfishiscaughtinitsexclusiveeconomiczone(EEZ)(AppendixG). 17. Inthediscussionsthatfollowed,theworkingparty(WP)examinedinmoredetailthemethod bywhichtheoperationaleffortwasobtainedfromframesurveys,aswellasthecollectionoflogbook ciantfcohrmcaotuilodnbferormesollivceednsbedyveemspsleolsyifnigshmiongreinsttahfefoFr.Fb.Zy.cAolllaabcokraotfiomnanwiptohwoetrhetroimnostniittuotriontsheanadrtinsoanna-l governmentalorganizations(NGOs).Withregardtoanapparentlackofanationalcentralizedmarine wfishhiecrhieisncdlautdaebdasKeMiFnRKIe.nyaan,diottwhearsNnGotOesdt(hCatORtDheIrOe.weCorrealscaRteteefreCdoninssetrivtuattiioonnalPdraotjeacbtasCesRCaPva)ilwabhloe conductedcatchassessmentsurveys. TheyareinvariedformatsbutmainlyinExcel(80percent). Tdehveerleopisaalnsaotiaovnaaillafbilseheraielsondgattaebramsespcoorotrdfiinsahteerdydbaettawbeaesne.FiItshwearsiespeDrecpeairvetdmetnhtat(FthieDr)eawnadsKaMnFeReIdttoo harmonizetheirmarinefisheriesdatasets(i.e.similartoLakeVictoria).Thiswouldassistin providingmorecomprehensiveinformationformanagementaswellasfacilitatetheprovisionof informationtootherregionalandinternationalorganizationssuchasIndianOceanTunaCommission (IOTC),theOceanographicResearchInstituteORI(WestIndianOceanfishdatabaseWIOFTSFI)and FAO. Madagascar 18. Fishproductionstatisticsarederivedfromlogbooks(intheshrimpfishery),fromreports,from sporadicsurveysandfromprojectingpastdata(AppendixG).Thetotalcatchisestimatedat120000 tcuolntnuersetoan1d30a0r0ti0satnoanlnefsispheirngy.earS.taItnisctriecasseoonfttohtealperxopdourtctioofnifsisdhueptroodtuhcetdsevieslocpomlleenctteodfsbhyrimtphse Administrativedeclaration(Healthcertificateandcustomsdeclaration).Exportsoffishproductsfrom capturefisheriesareimportantasasourceofforeigncurrencies,andcontribute2.3to3.0percentof grossdomesticproduct(GDP).Theconsumptionoffish,whichisanimportantsourceofproteinfor thepopulation,isestimatedevery10yearsbysampling.Itisestimatedthatabout20percentofthe artisanalcatchinconsumedbyfishersandtheirfamiliesanddonotappearinofficialstatistics.The Copyrightedmaterial
