ABSTRACT ThisreportprovidesasummaryoftheproceedingsoftheFirstMeetingofthe WECAFC AdHocWorkingGroup on theDevelopmentofMooredFish AggregatingDeviceFishingintheLesserAntilles. Themajortopicsonthegroup’sagendaincluded: • synthesizingtheknowledgeonmooredFADfishingtechnologyintheLesser Antilles-asareferencepointforthefuture; • identifyinginformationneedstoachievesustainabledevelopmentofmoored FADfishing;and • makingrecommendationsforcooperationinresearch,development,and managementofFADfishingintheLesserAntilles. Themeetingagreedthat: • Therewasaneedtostandardizetheclassificationsanddefinitionsoffishing vesselsandeffort,amongcountries,tofacilitatecomparisonsforstatistical purposes. • Therewasanurgentneedtorationalizenationalregulationsformitigating againsttheharvestingofjuvenileofthehighlymigratoryspeciesthat associatewithmooredFAD. • Casestudiesshouldbedoneonthevariousstrategiescurrentlyusedto managemooredFADfishinginthecountries,andpresentedatthenext meetingofthegroup. • FurtherresearchonvariousdesignsofFADandconstructionmaterialswas necessary. • ThepreparationofFADdevelopmentplansshouldbeincorporatedin Nationalfisheriesmanagementplansforlargepelagicfishspecies. • InformationshouldbeexchangedonallaspectsofmooredFADfishing amongthemembersofthegroup Themeetingagreedonthetermsofreferencesoftheadhocworkinggroup. ThefirstMeetingoftheproposedworkinggroupwasconvenedattheIfremerStation,Le Robert,Martinique,duringtheperiod8to11October2001. 4. TheMeetingwasjointlyorganizedbytheIfremerAntillesStationinMartiniqueandthe FAOAVECAFC,withfinancialandtechnicalsupportfromtheConseilRegional,theConseil General,Europe(FEDER),andtheFAOFisheriesIndustryDivision(F1IT),respectively. 5. TheobjectivesoftheMeetingwere: • togenerallyexchangeinformationonnationalexperienceswithFADfishing; • to examine the technical and scientific issues involved in FAD construction and deployment; • toexaminethequantitativeandqualitativeinformationavailableorrequiredforthe developmentsustainableFADfishingactivities; • toestablishasubregionalreferencepointonpresentstatusFADfishingdevelopment;and • topromotesubregionalcooperationinthedevelopmentandmanagementofFADfishing. OPENINGCEREMONY 6. Thechairpersonofthissession,MrLionelReynal,PrincipalInvestigator,IfremerAntilles Station,Martinique,welcomedtheparticipantsandinvitedguests.Inhisopeningremarkshe expressedappreciationonbehalfofhisinstitutiontothecountriesrepresentedforrespondingtothe isnuvsittaaitniaobnletodaetvteelnodptmheenftirosftmmeoeotriendgFofAtDhefipsrhoeprioesse.dILnensosteirngAntthiellseismialdarhioticesWobrektiwenegnGtrhoeufpisohnertihees ofMartiniqueandtherestoftheLesserAntilles,MrReynalgaveahistoricaloverviewofthe activitiesthatIfremerandthefishersoftheFrenchAntilleshaveundertakentoestablishFAD fishing.Healsomentionedtheplannedactivitiesthathavealreadybeenbudgeted,inresponseto themonitoringresultsofthepastactivities. InreferringtothepublishedinformationofCuracaowithrespecttoitsFADdevelopment, theChairpersonexpressedtheappreciationofhisinstitutiontoleantabouttheexperiencesinother subregionalislands.HenotedthatFADareviewedasanoptiontodirectfishingactivitiesaway fromthenear-shoreareas;healsoexpressedthehopethattheparticipantswillnotetheexperiences anddevelopmentsofeachother’scountrywithFADinordertodeveloptheirFADtechnologyina sustainablemanner. 8. TheFAORegionalFisheriesOfficerwelcomedtheparticipantsonbehalfoftheDirector- GeneralofFAO,andthankedIfremer,theConseilRegional,theConseilGdniralandEurope (FEDER)forhostingandco-sponsoringthemeeting.Headvisedtheparticipantsthatsustainable FADfishingwasthemostcost-effectivewayfortheircountries’artisanalfisherstoexpandtheir exploitationoflargepelagicspecies,usingtheirexistingfishingfleet.Heexpressedthehopetheir presencewasanindicationoftheprioritytheircountriesascribedtothedevelopmentofsustainable FADfishing.Finally,heremindedtheparticipantsthatdevelopingsustainableFADfishing conformstotheCodeofConductforResponsibleFisheries. 9. ThePresidentoftheFisheriesCommissionoftheMartiniqueRegionalCouncil,welcomed theparticipantsandinvitedguestsonbehalfofthePresidentofhisinstitution.Heexpressedthe conseil’sappreciationthatneighbouringcountries,bytheirpresence,signalledtheirwillingnessto cooperateinthesustainabledevelopmentofFADfishing.Henotedtheongoingcooperation betweentheislandsofDominicaandSaintLuciaandtheFrenchDepartmentsintheLesserAntilles intrainingfishersinlonglinefishing.Healsoinformedthemeetingofthepositiveresults,andtheir planstocontinue.Finallyhedeclaredthemeetingofficiallyopened,wishingthemsuccessintheir deliberations. ADOPTIONOFAGENDA 10.
