The report focuses on conceptual issues, theories and models associated with Public Enterprises (PE), as well as on new management approaches relevant to PE in the contemporary world. It also presents a model for a public enterprise governance index (PEGI) and explores its possibilities in assisting on-going performance monitoring systems of PEs in several developing countries.
