The City is considering the advantages of intelligent water operations delivered by advanced metering infrastructure (AMI) and the benefits of a customer web portal depicting hourly water use with integrated tools for customer defined alerts and utility message delivery. Based on the success of a recent 30 day pilot project, Golden State Flow Measurement, Inc. proposes a turnkey Sensus AMI/Web Portal solution which will deliver detailed insights into water use patterns, real time leak detection and alarms; and also enable meaningful water conservation measures to the City and its customers. The Sensus AMI system proposed is comprised of equipment for a single tank mounted antenna to communicate with all meters in the service area and a suite of hosted software services, complete with installation and integration.1 Proposal details, product specifications, pricing, vendor and manufacturer qualifications, references, options, pilot project results, and other details are provided herein and in accompanying appendices. A Sensus certified propagation study establishes the required infrastructure and guarantees the system performance over system lifetime. If the AMI system does not perform as promised, Sensus will add additional infrastructure at no charge. Golden State Flow Measurement, Inc. 4821 Golden Foothill Parkway El Dorado Hills, CA 95762 Page 3 of 15 BACKGROUND AMERICAN CANYON WATER REVENUE SYSTEM The City of American Canyon has approximately 5,500 water service connections, all of which are equipped with Sensus water meters. Water consumption is measured monthly in 100 cubic foot (749 Gallon) increments and billed at tiered rates to deter high volume consumption. Like most cities, American Canyon has a percentage of water which cannot be accounted for, higher maintenance sections of the water system, locations where backflow potential should be monitored, and a constant threat of leaks. PERSONNEL Efficient use of personnel and swift response to water system events is vital to American Canyon’s philosophy of providing superior customer service, protecting revenue and delivering clean drinking water. Currently, a worker is dispatched to perform move‐in/move‐out meter reads. When service is suspended a worker is also dispatched to determine unauthorized use and inspect the service connection for tampering. Water meters are read by workers monthly using a combination of walk‐by/drive‐by radio and touch meter reading. The City assumes significant liability for injury, damage, and unmerited claim any time a worker is dispatched to a water meter, typically located on private property. FIGURE 1: CURRENT READING, MONTHLY DRIVE‐BY RADIO READ LEAK DETECTION The City offers a “Leak Adjustment Policy” which forgives 60% of the estimated cost of a customer leak. The leak estimate is based on previous use and average use. A leak could flow continuously for more than a month without being detected creating substantial losses for both the utility and customer. Golden State Flow Measurement, Inc. 4821 Golden Foothill Parkway El Dorado Hills, CA 95762 Page 4 of 15 BACKFLOW MONITORING Selective backflow prevention is the only measure in place to prevent water flowing into the water system from a customer’s connection point (a.k.a. cross‐connections / backflow). There is no active monitoring of locations with or without backflow prevention devices for possible cross‐connections with raw or reclaimed water posing a risk for undetected contamination. CONSERVATION The City of American Canyon encourages water conservation with several programs in place for customers however the only tool available for customer and utility use to track consumption is the water meter. A customer, with significant effort, is able to read their own meter in single cubic foot increments; but the City is unable to provide any further details from the office beyond 100 cf incremental use. There is no method in place to correlate customer activities and events with actual water use. AMI PILOT PROJECT A small pilot project with 25 active water meters and a Sensus Base Station operated for about 30 days during the months of May and June. This pilot project demonstrated the Sensus FlexNet AMI system’s ability to effectively communicate with the entire service area and deliver in‐depth details about water use and system events. The AMI pilot project automatically delivered meter reads, provided on demand meter reads, detected leaks, monitored for backflow, identified efficient and inefficient irrigation patterns, and provided an hour‐by‐hour bar graph of customer water consumption viewable by date and time. A full report of the AMI pilot project is included as appendix A. This document highlights the successes of that pilot project as they relate to the proposed solution and provides the pricing, references, and qualifications to accept Golden State Flow Measurement as a partner for the next level in water operations. Golden State Flow Measurement, Inc. 4821 Golden Foothill Parkway El Dorado Hills, CA 95762 Page 5 of 15 PROPOSAL Based upon the proven success and demonstrated benefits during the pilot project, Golden State Flow Measurement proposes Sensus FlexNet Advanced Metering Infrastructure, complimented with Sensus LOGIC Meter Data Management Platform and Customer Web Portal software as a service to unify all existing water meters, enable intelligent water operations, and extend the benefits and insights of advanced metering throughout the water utility and to all customers. SYSTEM OVERVIEW For nearly 150 years, Sensus continues delivering the most advanced technology for water metering and provides the only Metering Infrastructure modeled on the beneficial combination of Private Carrier Service (Cellular) and Private Wireless (FCC Licensed UHF) for maximum connectivity and redundancy. The Sensus FlexNet platform is expandable to include additional dedicated two‐way communication to street lights, wastewater telemetry, security, and other systems. In the overview of FlexNet, below, the components offered in this proposal are boxed in blue. The suite of tools within the Sensus AMI package consolidates independent tasks of as many as 10 Full‐Time positions. Demonstrated during the pilot project, the Sensus AMI system will specifically provide to American Canyon: High resolution automatic meter reading: Meters will read in 1/10 cubic foot measurements to enable leak detection and intelligent water management by customers and the utility while the meter readings delivered to the billing system will continue to be in 100 CF units. Hourly Consumption (Interval Data): The water consumed during each hour is logged to enable correlation of time and date activities with actual water use. Move‐In / Move‐Out Meter Reads: The read on demand function of the LOGIC MDM enables remote meter reading of any meter at any time. Unauthorized consumption and tampering: Alerts are sent based on theft or excessive use of water at any volumetric threshold for any specific meter, group of meters, or the system as a whole during specified or unspecified times. Leak Detection: the Sensus AMI system is capable of identifying and notifying both the utility and the customer of a leak within 24 hours of occurrence. This allows a leak to be identified and repaired prior to billing. Leak Analysis: Once a leak is identified by the LOGIC MDM, easy to read bar graphs and table data depict the duration and rate of flow for a leak and the total water loss can be determined for accurate consideration in the City’s Leak Adjustment Policy. Continuous Backflow Monitoring: Any reverse flow of water into the system from a connection point triggers an alert 24 hours a day to prevent contamination of the water supply. Comprehensive Tools for Water Conservation: LOGIC MDM enables automated reporting of a variety of details to educate, assist and enforce conservation measures; including insights into irrigation patterns to curb daytime watering, high volume use, misclassified consumers (residential agriculture, commercial irrigation, residential commercial, etc…) and tools to create custom conservation strategies. Web Portals for Utility and Customer Use: An integral part of the Sensus AMI solution is the hosted service which enables field and remote access to diagnostic details and water use information. On‐call personnel are able to receive alerts, login remotely and review details of the alarm event to determine the appropriate response. Customers are able to view hourly details of water use, set up personalized alerts, and receive important messages from the utility. Water Meter equipped with 520M SmartPoint: AMI pit set End Point is connected to existing water meter. 2. Tower Gateway Base (TGB): AMI Tower for meter data reception. A single model ‘Metro’ TGB is currently planned. A similar installation is pictured. 3. FlexNet Licensed Wireless Operations: Annual “Support and Maintenance” for continued operation of RNI, TGB, and End Point components. 4. There is an automatic price increase of 3% per year for services, equivalent to about 15% increase over 5 years. Sensus offers a 5‐year term service price agreement. The data collected on Sensus servers is maintained for different durations depending on the data type. Network diagnostic data in RNI is retained for a revolving 60 days. Meter data in LOGIC is retained for a revolving 2 year period. All data remains customer property stored on Sensus servers and may be downloaded by the customer in part or in its entirety by file transfer at any time and for any reason.
