Introduction This report presents the results of the Level 1 Inspection and Testing for fill placement within Stage 101 of Warralily Estate Armstrong Creek Development, undertaken by Coffey Geotechnics Pty Ltd (Coffey). The works were commissioned by Martin O’Hanlon of Newland Developers Pty Ltd (Newland). 2. Project Summary We understand that Newland requires fill placement within Stage 101 of the Warralily Armstrong Creek Development in the areas as shown in Figure 1, to be constructed under Level 1 Inspection and Testing undertaken by a Geotechnical Inspection and Testing Authority (GITA). Level 1 Inspection and Testing, as defined in AS3798-2007 “Guidelines on Earthworks for Commercial and Residential Development,” provides for full time inspection of the construction of controlled fill and field and laboratory testing in accordance with AS1289 “Methods of Testing Soils for Engineering Purposes”. The Level 1 Inspection was undertaken by geotechnical professionals from Coffey over the following three periods: • 15 June 2015 to 1 July 2015; • 10 August 2015 to 14 August 2015; • 27 November 2015 to 1 December 2015. The earthworks contractor for the project was Winslow Constructors Pty Ltd (Winslow). Coffey undertook the compaction control testing in their NATA accredited laboratory, as part of the Level 1 Inspection and Testing process. This report is applicable to fill placed by Winslow within Stage 101 of the Warralily Development in the areas shown in Figure 1. The filling areas encompass the fill platforms as follows: • Western Pad - Lot 10117 to 10124 and six additional Lots within the future Stage 102 adjacent to north of Stage 101; • Central Pad – Lot 10129 to 10134 and the northern areas of Lots 10125 and 10126; • Eastern Pad – small area within the western parts of Lots 10139 and 10140; • Southern Pads – areas within lots to the south of Warralily Boulevard – Lots 10101 to 10104, small parts of Lots 10105 to 10114 and Lots 10115 to 10116. This report does not include fill other than where mentioned in this report or any other fill that may be placed during this period or subsequent periods at or surrounding the subject site. Excluded works comprise trench backfill, foot paths, landscaping fill and placement of topsoil. 3. Specification/work instructions The specification for the project was prepared by SMEC Australia Pty Ltd (SMEC) for Armstrong Creek Development Corporation Pty Ltd under reference number 0557ESB-34A-03 Rev B. Extract of the specifications were provided to Coffey in an email sent by Shane McGlynn from SMEC on 5 October 2012. The extract of the specified requirements is provided in Appendix D and a short summary is provided below: Coffey GEOTABTF08569AE-CD Rev01 21 April 2016 Level 1 Inspection and Testing, Stage 101, Warralily Armstrong Creek Development • All filling in excess of 300mm depth within the building envelope of allotments shall be undertaken to specifications satisfying the requirements of AS 3798-1996 “Guidelines on Earthworks for Commercial and Residential Development”. • All such filling works shall be undertaken with supervision to the standard detailed as “Level 1 Inspection and Testing” in AS 3798-2007, such that the supervisor will issue a notice detailing that the works comply with the specifications and drawings. • Material to be used for fill construction shall satisfy the requirements of AS 3798-2007 • Fill to be compacted in near horizontal layers not exceeding 250mm loose thickness • Compaction to achieve a dry density ratio of at least 95% Standard; and • Moisture content of the fill material is to be within ±3% of the Standard Optimum Moisture Content (SOMC). 4. Fill Material Fill used for the construction of Stage 101 comprised of locally sourced clay from existing stages and future stages from the Armstrong Creek Development. No organic or deleterious matter was observed within the fill placed within the engineered fill platforms. Oversize material was removed from the fill platforms during placement where possible. 5. Earthworks The earthworks for this project included the following operations: • Stripping of topsoil; • Assess subgrade condition; • Proof rolling of subgrade; • Subgrade ripping and moisture conditioning prior to the placement and compaction of fill; • Placement and compaction of engineered fill to construct engineered fill platforms. 5.1. Subgrade assessment The subgrade was progressively assessed following removal of topsoil. Topsoil was removed by use of scrapers. Proof rolling of the subgrade indicated no soft spots were encountered prior to placement of the fill. Roots and organic matter were removed where observed during the assessment process. The soils present within the subgrade comprised natural very stiff to hard silty clay and clayey silt. 5.2. Fill construction Fill material was placed generally in loose layers varying in thickness from 200mm to 250mm. Compacted layers were approximately 150mm to 200mm thick. All sourced fill was trucked in and spread with an excavator. A water cart, a pad foot roller and a compactor were present onsite during works for conditioning and compacting. Coffey GEOTABTF08569AE-CD Rev01 21 April 2016 Level 1 Inspection and Testing, Stage 101, Warralily Armstrong Creek Development Coffey’s Level 1 Inspector was on site on a full time basis during the placement, compaction and testing of the fill on the dates noted in Section 1 of this report. Coffey was not present on site over a period between 1 July to 10 August 2015 and between 14 August to 27 November 2015. Coffey understands that Winslow did not place any fill within the platforms during these or any other subsequent period when the Level 1 personnel was not present on the site. 6. Survey data and fill thickness Winslow’s appointed surveyor Survey Management Solutions (SMS) conducted a survey of the site during the earthworks. SMS’s survey plan is provided in Appendix B of this report under reference “Warralily Stage 101 Fill Details’ Rev D, dated 23 February 2016. The SMS survey plan shows a thickness of the fill placed above subgrade level. 6.1. Western Pad Based on the survey data in Appendix B, fill placed within the Western Pad varied in thickness from 0.34m in the eastern parts to 0.95m in the western parts of the pad. The maximum engineered fill thickness measured was 0.95m. Our Level 1 GITA records indicate that between 3 and 5 layers of engineered fill were placed in the Western Pad which results in maximum compacted layer thickness of 0.19m. The produced layer thickness is in compliance with the project specifications. 6.2. Central Pad Based on the survey data in Appendix B, fill placed within the Central Pad varied in thickness from 0.30m in several parts to 0.65m in the northern parts of the pad. The maximum engineered fill thickness measured was 0.65m. Our Level 1 GITA records indicate that between 1 and 2 layers of engineered fill were placed in the Central Pad which results in maximum compacted layer thickness of 0.325m. The produced layer thickness is exceeding the project specified thickness of 0.25m and Dynamic Cone Penetrometer (DCP) testing has been carried out to assist with assessing the fill consistency in these areas (Section 7.2). 6.3. Eastern Pad Based on the survey data in Appendix B, fill placed within the Eastern Pad was 0.25m thick. This was placed in a single layer with a maximum engineered fill thickness of 0.25m. Our Level 1 GITA records indicate that 1 layer of engineered fill was placed in the Eastern Pad which results in maximum compacted layer thickness of 0.25m. The produced layer thickness is in compliance with the project specifications. 6.4. Southern Pads Based on the survey data in Appendix B, fill placed within the Southern Pads varied in thickness from 0.18m in several parts to 0.35m in the eastern and western parts of the pads. Our Level 1 GITA records indicate that between 1 and 3 layers of engineered fill were placed in the Central Pad which results in maximum compacted layer thickness of 0.18m. The produced layer thickness is in compliance with the project specifications. Density testing Field density testing was undertaken progressively on the compacted fill. Testing was undertaken under the following frequencies: • 1 test per material type per layer per 2500m² or 1 test per 500m³ or 3 tests per lot – whichever requires most tests in accordance with Type 1 Earthworks (large scale operations) as defined in Table 8.1 of the AS 3798-2007. • 1 test per layer or 1 test per 200m³ distributed reasonably evenly throughout the fill depth or 1 test per residential lot – whichever requires the most tests in accordance with Type 2 Earthworks (small scale operations) as defined in Table 8.1 of the AS 3798-2007. The field density testing was conducted by Coffey’s personnel on site. All laboratory testing was performed in Coffey’s NATA accredited laboratory. A Hilf compaction test was performed for each field density test. A total of 45 field density tests were performed during the earthworks as presented in Figure 1. Ten (10) of the forty five (45) tests did not meet the specified criteria and these areas were subsequently re-worked and re-tested. Once retested, all test results met the specified dry density ratio criteria of 95% Standard and moisture variation of ±3% of the Optimum Moisture Content (OMC). A summary of the test results obtained from the field density testing within the Stage 101 fill platforms is provided in a table presented as Figure 2. The laboratory test reports of the field density tests are presented in Appendix A. 7.2. DCP testing As discussed in Section 6. to assist in determining the consistency of the soils within the Central Pad in parts of the pad where the survey spot levels indicated fill layers in excess of 0.2m compacted thickness, Coffey’s personnel conducted 5 Dynamic Cone Penetrometer (DCP) tests from the finished surface on 15 April 2016. The DCP tests returned results between 2 and 22 blows (typically 4 to 10) per 100mm penetration. Tests were conducted to a depth of 0.8m which based on the survey data, extended into the natural subgrade. Table 1 shows the results of the DCP testing. The locations of the DCP tests are shown in Figure 1. Statement of Compliance Coffey personnel have provided Level 1 Inspection and Testing services during the construction of the engineered fill areas within Stage 101 as shown in Figure 1. A geotechnical professional from Coffey (Level 1 Inspector) was on site on a full time basis during subgrade assessment and fill placement, and observed the construction techniques adopted. Based on observations made by Coffey’s Level 1 Inspector and the results of field and laboratory tests, Coffey consider that the engineered fill area within Stage 101 constructed by Winslow to the levels indicated in Section 6, as far as we have been able to determine, has been placed in general accordance with the intent of the specification.
