Thebasementandfirstfloorlevelsoftheproposed structure wouldcontain 17 full-sizedparking spaces, 15 compactparking spaces, onehandicappedparkingspaceand one van parking space (seeFigures 3 and4). Theproject would providesevenbicycleparkingspaces. Thefirstfloor would alsocontain theelevatorlobby, and stairs totheupperfloors. The 1,286-sfrearyard atthefirstresidentiallevel (second floor) wouldprovidecommon open spaceforthe 26units. Thesecondfloorwouldcontaintwoone-bedroom units and twotwo-bedroomunitsin addition to 1,286-gsfofopen space(seeFigure5). The thirdthroughseventhfloor would each contain twoone-bedroomand two two-bedroom units. Theeighthfloorwouldcontaintwotwo-bedroom units, withprivate open spaceterraces (seeFigure6). Figure7 showstheRoofPlan andFigure8 showsalongitudinal section of the proposed building. Project construction cost is estimated at approximately $6 million dollars. The project sponsor is 1840 Washington Associates, LLC, and the architect is Patri MerkerArchitects. PROJECT SETTING TheprojectsiteislocatednearPacificHeights, one-halfblockwestofVanNessAvenue. Theparcelislocated within the Van Ness Special Use District, which extends about one-half block on either side of Van Ness Avenue from McAllister Street to Chestnut Street. The site is zoned RC-4 (Residential-Commercial Combined Districts, High Density), and is in an 80-Dheightandbulkdistrict. Theprojectvicinityisprimarilyresidential and theproject siteis bordered by residential uses to the north, east, and west. Adjacent to the project site on the west is a five story residential building. On theeastis aninestoryresidentialbuilding. AcrossWashington Streetfromtheproject siteis the four-story Academy ofArts. Retail uses within a three-block radius include a gas station, a dry cleaner, an auto repairshop, restaurants, abank, office supplyand copying shopsand acardealer. Thesecommercial uses arelocated on Van Ness Avenue and Polk Street. Uses west ofthe project site are predominantly residential. Buildings in the vicinity are generally three to twelve stories in height but are predominantly fourto five stories.
