Dingell Chairman Committee on Energy and Commerce U.S. House of Representatives Washington, D.C. 20515 Dear Mr. Chairman: I am enclosing for your review a report entitled The Medicaid Source Book: Background Data and Analysis, which was prepared at the request of the Subcommittee on Health and the Environment by the Education and Public Welfare Division of the Congressional Research Service . As you know, the Subcommittee has jurisdiction over Medicaid, our nation's largest source of health care financing for the poor. In FY 1993, according to the Congressional Budget Office, the Federal and State governments will spend an estimated $140.9 billion to purchase basic health care services on behalf of some 34.4 million low-income people. How Medicaid and the populations it serves are to be treated is an issue central to the design of any health care reform plan. This report is a revision of a similar report issued by the Subcommittee in November, 1988, which has come to be known as the "Yellow Book." I am confident that this updated version will be of great value not only to Members, but a}.so to program administrators, policy analysts, and others.
