S.incere:ly, ., ERIC GARCETTI Mayor EG:am Attachment BIOGRAPHIES OF NOMINEES FOR APPOINTMENT TO THE WORKFORCE INVESTMENT BOARD FROM 4/1/2014 TO 6/30/2016 RAUL ANAYA As President of Bank of America for Greater Los Angeles, Raul Anaya helps integrate Bank of America business lines so that the bank can deliver a wider range of global financial services capabilities to more individuals and businesses locally. He oversees corporate social responsibility activities including philanthropic giving, community development lending and investing, environmental initiatives, diversity efforts, arts & culture projects, and employee volunteerism for the 16,000 bank associates located in the Greater Los Angeles area. He leads Bank of America's Latino Leadership team for Greater Los Angeles and supports many community and nonprofit organizations, including sitting on the boards of the California Science Center Foundation, Los Angeles Economic Development Corporation (LAEDC), and Latino Business Chamber of Greater Los Angeles. ML Anaya earned a Bachelor in Business Administration infinance from the University of Texas at Brownsville. DONNA BRASHEAR Donna Brashear is currently the Executive Director of the LAUSD Division of Adult and Career Education. She manages ateam dedicated to increasing the educational attainment and socioeconomic status of its students by preparing them for post-secondary studies, careers and civic participation. Under her leadership, the Division of Adult and Career Education also provides learning opportunities and employment training to adults and in- and out-of-school teens. The division manages schools and career training centers throughout the Los Angeles area. RUSHMORE CERVANTES Rushmore Cervantes currently serves as the Interim General Manager for the Los Angeles Housing + Community Investment Department (HCID). He manages, plans and directs all activities and operations to support safe and livable neighborhoods through the promotion, development and preservation of decent and affordable housing. Major functions include the management of: Homeownership & Preservation, Affordable Housing Trust Fund and the Permanent Supportive Housing Program, Bond issuances, Systematic Code Enforcement Program, Rent Stabilization Ordinance, Portfolio Management, Housing Services, Billing & Collections, Policy & Planning, and the administration of the City of Los Angeles' Neighborhood Stabilization Program (NSP). Rushmore has worked with the City of Los Angeles for approximately 19 years. Over the course of his City career, Rushmore has held a number of important positions including: Chief Deputy Controller for the City, General Manager of the EI Pueblo Historical Monument Authority, and Assistant General Manager for the City of Los Angeles Department of Aging. 1 KATHY FAULK A skilled hospitality professional with 25 years of experience, Faulk began her career with The Mansion on Turtle Creek in Dallas, Texas before serving as Controller of the Biltmore under the Wrather Hotel Corporation. She has also held leadership positions with Sunburst Hospitality, Hilton Hotels and Destination Hotels and Resorts, overseeing historic and 4- diamond properties in Texas including The Richardson Hotel and The Driskill Hotel. Most recently Faulk served as General Manager of the boutique Hilton Checkers in downtown Los Angeles where she was awarded 2008 General Manager of the Year. Kathy Faulk holds a Bachelor's Degree from Texas A&M, is a member of the Downtown Breakfast Club, an appointed member of the Business Tax Advisory Committee for the City of Los Angeles and serves on the Board of Directors for the Downtown Center Business Improvement District and LA Inc., The Los Angeles Convention and Visitors Bureau. MARCO FRAUSTO Marco Frausto presently serves as the President at Ironworkers 416. Reinforcing Ironworkers Local 416 provides trained professional Reinforcing Ironworkers to commercial, industrial, and residential building contractors throughout Las Vegas, and Los Angeles, Orange, Santa Barbara, San Bernardino, Riverside, and Ventura Counties. Local 416 primarily concentrates on the construction of high rise offices, hotels, low and high rise residential buildings, hospitals, schools, military installations, water treatment plants, solar power plants, fossil fuel power plants, wind power plants, warehouses, mixed use buildings, shopping centers, amusement parks and rides, airports, city halls, civic centers, universities, jails, prisons, piers and heavy industrial plants. STEVE JAFFE Steve Jaffe is the Executive Officer of Workforce Services with the Los Angeles County Metropolitan Transportation Authority. In this role, he serves as the company's lead on multiple business. He has over thirty years of public transit leadership and management experience inoperations, facilities management, human resources, training, labor relations, budging, performance measurement, and ADA compliance. Upon graduation from California State University of Los Angeles with a Bachelor of Science in Business Adminstration he founded a consutling firm specializing on public transit as the President and CEO. MARK JURISIC Mark Jurisic has served as a longshoreman since 1998 and have now spent 16 years as a Longshoreman in the Port of Los Angeles/Long Beach. He has served ILWU in numerous capacities, including the international ILWU convention Chairman in 2012, served on the ILWU Local 13 Executive Board for 8 consecutive years, and was recently elected to the position of Business Agent. 2 Mark also worked with the Ventura County Sherriff's department, serving 15 years as a Deputy Sherriff. He was awarded the Medal of Valor for entering a burning building in order to save an unconscious citizen, carrying him to safety and saving his life. HARVEY HILL Harvey Hill serves UPS as the Director of Human Resources for the South California District. He started his UPS career in 1983 as a package handler inthe New Mexico District. He was promoted to hub supervisor in 1988 and after completing assignments in I.E., H.R. and package operations, he was promoted to hub training manager in 1998. Harvey completed assignments inworkforce planning, health & safety, training & development and other H.R. roles. Prior to accepting his most current position Harvey worked as the South Cal. District Human Resources Operations Manager in 2010 and the Central Cal. District Human Resources Manager in 2012. JUANA MORA Juana Mora, head of Chicano Studies at Cal State Northridge, was born in Jalisco, Mexico and immigrated to the U.S. with her parents and seven siblings in 1960. Juana is the first member of her family to attend college. She worked after school to help her family and to attend the University of California at Santa Cruz where she completed her B.A. in Linguistics. She later received a Ford Foundation Fellowship to attend Stanford University where she received her Ph.D. in Education. Dr. Mora is recognized as a national expert on Latina/o culturally focused substance abuse treatment and prevention and has developed and taught courses on Latino families and women. She is a full professor in the Department of Chicana/o Studies at California State University, Northridge where she has taught for twenty-three years. She currently serves as the Assistant to the Provost on HSI and Diversity Initiatives. HECTOR PACHECO The multi-talented Hector Perez-Pacheco understands the bottom line: results. Perez- Pacheco has a long track record of delivering results to clients whether they are political leaders, corporate executive, non-profit organizations or community residents. Perez- Pacheco forges diverse individuals into an organized and unified body in order to achieve their goals and objectives. A seasoned manager, he has organized various community councils, town hall meetings, forums, and conferences to discuss the health, education and well-being of Latino children, immigration, and other pressing issues for the Latino community. Between 150 and 500 community leaders from public officials and business leaders, to grass roots community activists attended these meetings. He has extensive public speaking experience including testifying at hearings for the California State Legislature, speaking at universities and colleges on topics ranging from opposition to proposition 63, environmental issues, and Native American sacred land preservation issues, and making announcements at televised press conferences. 3 DAVID PORGES As the National Director of Corporate Citizenship David Porges is responsible for leading Deloitte's national Corporate Citizenship team and the breadth of the firm's Citizenship programming, including philanthropy, pro bono, nonprofit board service, communications, thought leadership, IMPACT Day, United Way, year-round volunteerism, the Deloitte Center for Leadership & Community, and the firm's commitment to Education and Veterans. David graduated with honors from Cal Poly Pomona and has since served there as a speaker and instructor. He is also a graduate of both Leadership LA and Leadership Southern California, a board member of the LA Conservation Crops, a member of the Southern California Grant makers, and a member ofthe United Way of Greater Los Angeles Community Investment Cabinet. He cofounded LA Community Leaders, a network of corporate community involvement professionals. JONATHAN PORT Jonathan Port founded PermaCity Corporation, headquartered in Los Angeles, California. The Company name comes from his graduate thesis completed in 1993 and since that time it has been an exciting ride. The PermaCity Theory actually economically modeled a hypothetical sustainable city and the results showed a surplus economy. Today, among its private commercial customers, PermaCity is building car and bus solar canopies for the Los Angeles Unified School District. Prior to founding the PermaCity Companies Mr. Port was CEO of a multi-million dollar independent green utility provider, serving as Vice President for a retail real estate development company and Associate Consultant on the renowned economics and urban planning staff of Economics Research Associates where he worked on the California High Speed Rail feasibility. Mr. Port holds a Master's Degree in Urban Planning and Sustainable Development from Auckland University in New Zealand and a Bachelor of Science degree in City and Regional Planning from Cal PolySan Luis Obispo. KRISHA PRASAD Krishna Prasad is responsible for creating and delivering services and solutions that bring value to customers. Krishna served as the General Manager for India and the Chennai Center Head at UST Global. Prior to that, Krishna was the Global Head of Delivery Excellence at UST where he helped the company gain visibility into project health and improve profitability. Krishna holds a bachelor's degree in Electrical and Electronics Engineering from Birla Institute of Technology and Science (BITS), Pilani, India and an MBA in Finance from The Ohio State University in Columbus, Ohio. 4 T. SANTORA T Santora is President of CWA 9003, (Communications Workers of America, Local 9003) in Los Angeles, CA. He has served as officer of CWA for the past 34 years. CWA 9003 represents a diverse membership of approximately 2500 workers in the greater Los Angeles metropolitan region. CWA, one of the nation's largest unions, represents 700,000 workers in industries including telecommunications, healthcare, public service, education, manufacturing, media, and the airline industry. In addition to his role as Local President, T serves as National Co-Chair of the CWA Telecom AdHoc Committee which convenes workplace leaders in the telecommunications industry from the U.S., Canada and Puerto Rico. He Chairs the Legislative-Political Committee of the CWA Southern California Council representing 27,000 CWA members in Southern California. And, is Chair of the CWA 9003 Children's Fund, a non-profit charitable organization he founded in 1991. A graduate of the National Labor College/University of Baltimore, T earned honors with his degree in Union Leadership and Administration. CASSIE THOMAS A seven-year Paramount veteran with more than 20 years of experience in Human Resources, Cassie Thomas is responsible for all television human resource matters, including network, domestic and international. Prior to this appointment, Thomas had been responsible for employee relations and recruitment for Paramount Pictures since 1998. Before her career in Human Resources, Thomas was employed as an Assistant Business Agent with OPEIU, Office Professional Entertainment Industry Union. She first got her start in the entertainment industry at MGM Studios working in post-production. LUTHER MEDINA Luther Medina began his career in the unionized sheet metal industry in 1987 and worked with the tools of the trade in the capacity of journeyman and foreman for several of our signatory contractors both in the HVAC and general/architectural sheet metal industries. Lou holds a Bachelor of Arts Degree in Labor Studies from the National Labor College at the George Meany Center for Labor Studies in Silver Spring, Maryland. He is also proud to be a second generation union sheet metal worker. 5 SERGIO RASCON Sergio Rasc6n currently serves as the Business Manager for the Laborers' Local 300. In 1989 he was elected to the Executive Board of Local 300 and soon began his ascendency through the ranks of Local 300. In 1990 he was appointed Assistant Business Manager, in 1993 appointed President, in 1994 appointed Business Manager and in 1995 he was elected as Business Manager of Local 300 for the first time. Mr. Rasc6n served on the Metropolitan Water District's Board of Directors from 1997 to 2001. While serving as a MWD Board Member, he held the positions of Vice-Chairman of the Subcommittee on Organization and Personnel and as a member of the Budget and Finance Committee as well as the Legal Claims committee. Mr. Rasc6n also served as a Los Angeles City Commissioner on the Convention and Exhibition Center Bureau from 2002 to 2005. Mr. Rascon currently serves on the National Executive Board of the Latin American Council for Labor Advancement as a National Vice - President. He serves as a delegate to the California Consumer Federation, the California Federation of Labor, and the A. Philip Randolph Institute and on the L.A. County Federation of Labor Executive COPE Board. MARY ROSE ORTEGA Mary Rose Ortega has been a teacher in the Los Angeles School District since 1976. She has taught at Loma Vista Elementary in Maywood and First Street Elementary in Los Angeles. She is presently serving her third three-year term on the California Teachers Association (CTA) Board of Directors, which expires June 25,2014. Ortega has served in a variety of key association positions, including member of the United Teachers Los Angeles (UTLA), the National Educations Association (NEA) and of the CTA State Council of Education. Ortega, represents educators in Los Angeles United School District (LAUSD) on the CTA Board. For eight years, she was on the UTLA Board of Directors, and was a member and chair of the UTLA political action committee. She has served on the UTLA House of Representatives since 1990. In 2004, she received the CTA State Ted Bass Teacher-in- Politics Award. As a CTA Board, she serves as the liaison to several CTA Committees, including the Curriculum and Instruction Committee, the CTA Good Teaching Conferences and the CTA Teacher Evaluation Committee. 6
