The UN Statistical Commission recommends that GDP be rebased every five years. This Compilation Guide provides information on how the Gross Domestic Product (GDP) of Fiji was re-based (using the Production Approach) from 2008=100.0 to 2011=100.0; it further elaborates on how the later series were derived up to 2013 with the base 2011=100.0. The guide provides methodological summaries and examples solely with the aim to educate users of current and constant GDP. The data contained in this report will also be of assistance to policy makers, researchers, analysts and international organizations. My sincere gratitude goes to the Economic Statistics Division of the Fiji Bureau of Statistics (FBoS), in particular Mr. Bimlesh Krishna, Ms Amelia Tungi and their team, for successfully completing this massive compilation exercise despite other development works. Commodities and industries consequential today become less vital over time. New industries emerge and give rise to new commodities and services. All these changes taking place in the Fijian economy need to be monitored and accounted for so that Fiji’s economic performance can be measured reliably. The core macroeconomic statistics that measures the Fijian economy is the GDP. The three ways of compiling the GDP are: Production Approach Income Approach Expenditure Approach Production Approach GDP by the production approach is equal to the value of all goods and services produced in the economy (i.e. output) less the value of all goods and services used in the production process (i.e. intermediate consumption) plus taxes less subsidies on product. For industries where services are delivered by the General Government e.g. Education, the Value Added is calculated as the sum of the wages and salaries paid and consumption of fixed capital due to the absence of a significant market price on such outputs. Income Approach GDP by the income approach is obtained by summing up income generated in the domestic economy i.e. Compensation of Employees (COE) + Gross Operating Surplus (OS) + Net Taxes on Production and Imports. Expenditure Approach GDP by the expenditure approach is obtained by summing up expenditure of final users of the goods and services in the economy i.e. Private Final Consumption Expenditure (PFCE) +Non Profit Institutions Serving Household (NPISH) + Government Final Consumption Expenditure (GFCE) + Gross Fixed Capital Formation (GFCF) + Change in Stocks (∆ in Stock) + Exports (X) – Imports (M).
