National Youth Awardee Sh. Kapil Kumar Aggarwal is a well-known entrepreneur and social activist. A self-made man, Shri K.K. Aggarwal is a versatile personality engaged in the field of various social activities. He is the founder and Hony. General Secretary of the Viklang Sahara Samiti Delhi (VSSD), a Non Govt. Organization, dedicated towards the welfare and education of the PwD’s and the underprivileged youths. It has been observed that PwDs’ are one of the most marginalized parts of our society and are not able to avail the facilities provided by the Govt./State Govt., he took the initiative and established a social organization in Dec. 1994, which was later named as Viklang Sahara Samiti, Delhi. Even as a child, he was moved by the plight of the PwD’s who had been marginalized by the society and deprived of the equal opportunities entitled to others in the society. He ditched his lucrative career to pursue in this stream just to work for the PwD’s to bring a miraculous change in the lives of disabled people for attaining equal opportunities and ensuring their full participation to share the same platform of entitlement as entitled to others in the society. He has been honoured with several awards for his relentless humanitarian work, including the National Youth Awards for 2011. CHILDHOOD & EARLY LIFE  Shri Kapil Kumar Aggarwal was born on 15th June, 1979 in Alwar, Rajasthan. Since childhood, he was a very compassionate individual. He noticed that PwDs’ are one of the most marginalized parts of our society.  Disturbed by the plight of the PwDs’, he decided to do something about it. AIM Since the age of 12, I have been working for the welfare of Physically Challenged and their Education. I decided that the goal of my life would be the education and rehabilitation of physically challenged persons. I want to play an active role to get excellence in the field of the Social Development and to provide equal opportunities to the persons with disabilities for their full participation in the mainstreaming of society so that they can share the same platform of entitlement of justice as others in the society. MAJOR WORKS Since 1994, Many projects are undertaken as :-  ‘Ujjwal Savera Sponsorship Program which is a Sponsorship to disabled students i.e. Rs. 150/- for their education.  ‘Kadam Aid-Appliance Workshop’ arranges full rehabilitation management of Disabled likes surgery/mobility aids/appliances.  ‘Prayas Apna Rozghar Yojna’ had been launched by the society under which poor, disabled, individual who were illiterate, unskilled and jobless are given socio-economic help through self-employment.  ‘Ek Prayas’ is vocational training for disabled and underprivileged youth.  Apart from this, ‘Kadam Viklang Margdarshan Kendra’ is facilitating disabled with counselling and guidance services and ‘Jeevanpath’ a Vriddh Manoranjan Kendra has also been set up under his guidance.  “Matrimonial Services”, Employment services and Community Based Rehabiliations are other services that are being rendered for Disabled Youths.  “VIKAS DAY CARE CENTER”:- Different types of rehabiliation services are running by the Organization. Vikas day care is for above 10 years of special children suffering from different types of disability like AUTISM, CP, MR and multiple disability. In our day care centers, we have appointed special educators for special and inclusive education.  “DISHA EARLY INTERVENTION CENTRE”: -We are running a Disha Early Intervention Centre with the help of National Trust for Persons with Disability (PwD) in 0-10 years of age. We Provide day-care facilities to PwD for at least 4 hours in a day  “EARLY INTERVENTION CENTRE”:- We are running an early intervention centre for Persons with Disability (PwD). We give them academics as well sports knowledge. Keep them busy whole day in different activities.  “LOAN FOR SELF EMPLOYMENT”:- Loan with no interest is provided to set up a business of own interest or to extend the business already in working. Loan is provided through providing assets in relation to the business started.  “PUBLIC LIBRARY”:- “Children who go to library are twice as likely as those who don’t to read well. It is not just picking up a book. It is the social experience of reading, talking about the books, browsing, comparing what you have read with family and friends.  M.D. India Health Policy (SWAVLAMBAN):- Prestigious Health insurance Scheme for Persons with Disabilities (As Per PwD Act 1995) launched by The New India Assurance Company limited, in Association with Ministry Of Social Justice, Deptt. of Empowerment of Persons with Disabilities. It Provide affordable Health Insurance to persons with Blindness, Low Vision, leprosy-Cured, Hearing Impairment, Loco-Motor disability, Mental-Retardation and mental illness. We assist to PwDs to get Swavlamban scheme.  EDUCATIONAL ASSISTANCE Help them to get admission in the Govt. Schools & provide Stationary to the physically handicapped. Guidelines to the students for scholarship from U.T. & State Govt. NGO/Public. Education, Social Counselling, Guidance for their bright future.  NIRMAYA POLICY:- This scheme is for the welfare of persons with Autism, Cerebral palsy, Mental Retardation and Multiple Disabilities. Children are facilitated with Niramaya Policy for their treatment through National trust. Alongwith all these, the organization works as Local Level Committee from North-West Zone.  Legal Guidance/LLC:- LLC is a district level committee to provide guardianship for persons with autism, cerebral palsy, mental retardation and multiple disabilities. VSSD is a LLC for North-west district.  Employment:- Registration in Special Employment Exchange and in Vocational Rehabiliation Centre (VRC) Placement Service Referral to Specialized Agencies.  CBR services:- Organization is facilitating the disability Certificate, Railway concession certificates through State designated Hospital. Organization is facilitating the SDM I-Card from Area SDM Office in Delhi. Organization is facilitating DTC Bus Pass from Area DTC Bus Pass Section. Individual counselling, services and guidance. Disseminate information about Govt. schemes Policies/Benefits/Concessions for disabled persons and Marginalized segments  Help the disabled to get physically Disabled MCD PCO Booth (Booth from MCD PCO From MTNL) after the recommendation of VRC  Self Help Group:- Self-Help Group (SHG) is a small voluntary association of poor people, preferably from the same socio- economic background. They come together for solving their common problems through self-help and mutual help. The SHG promotes small savings among its members. We help to make SHG of beneficiaries. Miles Stone In 1994, I decided to form Viklang Sahara Samiti, Delhi with the objectives of imparting Vocational Training and generating self-Employment for disabled people. Currently, the different Vocational Training Centers of VSSD are touching the number of approximately 12357 people, those have the quality training. These trainings are evaluated through examination duly conducted by their respective instructor and support for providing job is there in such programs for which purposefully our organization enrolls students covering most of the rural and slum Areas of Delhi &NCR. VOCATIONAL TRAINING  Computer (Basic/DTP/Tally)  Wooden carving  Beauty Culture & Hair Dressing  Cutting & Tailoring  Mobile Repairing  Electrical Repairing  English Shorthand & Typing  Jute Bag Making To run these activities, MCD allotted four Basti Vikas Kendra at Mangolpuri ,Sultanpuri and Bawana to our organization for the welfare of disabled people. Many disabled have become self-reliant under the “APNA ROZGAR” Scheme started by our organization. I was also instrumental in Mahanagar Telephone Nigam Limited (MTNL) sanctioning booths for deserving candidates and helped hundreds of disabled people with allocation of disability certificates, identity cards, admission scholarships, medical rehabilitation and financial assistance. Today at the age of 36, I am holding executive post of a consultant in many organizations working in the disability sector which are too numerous to list here. I have been honoured with many awards for the works, but it is not the destination, I am still on a journey to make my country independent from every aspect in life.
