is a shore activity under the administrative control of Commander Navy Region Southwest (CNRSW) located in San Diego County, California. NBC’s mission is to “arm, repair, provision, service, and support the U.S. Pacific Fleet, other operational forces, and more than 140 tenant commands; and to support other activities and units as designated by the Chief of Naval Operations (CNO).” A carrier homecoming. This Installation Appearance Plan (IAP) is the official direction for designing, developing and reviewing all installation construction and renovation projects at NBC. This IAP replaces the following previous Base Exterior Architecture Plans (BEAPs): Naval Air Station North Island (NASNI) BEAP in 1983, a NASNI BEAP update from 2005, a 1983 BEAP for Naval Amphibious Base (NAB), Coronado, and a BEAP for San Clemente Island (SCI) in 2002. This IAP has a two-fold purpose. It provides aesthetic and functional direction for new development and renovation efforts, and it helps to protect and preserve the Installation’s natural and historic resources. Though preservation of resources must be a high priority, the guidelines must be flexible enough to allow for renovation, expansion or demolition of inadequate facilities that may need to be removed to make room for other mission essential facilities. This document includes only the real property assets located at NBC: NASNI; NAB; Naval Auxiliary Landing Field (NALF), San Clemente Island (SCI); Naval Outlying Landing Field (NOLF), Imperial Beach; Silver Strand Training Complex (SSTC); Survival, Evasion, Resistance and Escape (SERE) Training Facility, Warner Springs; and, Mountain Warfare Training Facility (MWTF), La Posta. Family housing which is being managed and maintained under a Public/Private Venture (PPV), and the Camp Morena facilities are not included in the scope for this document. ES-2 IAP OBJECTIVES 1. Identify and strengthen the formal site planning elements at NBC. 2. Identify and protect the Historic Districts’ significant resources. Provide recommendations for maintenance of the historic resources and spaces in the Historic Districts. This IAP will focus on the exterior visual environment where buildings form the edges of spaces as well as the site “grounds” within the Historic Districts.
