This long-running programremains vigorous andprogressivethroughyour efforts andsupport. As youare aware, the StateLibraryofFloridahas completedthe transitionfromthe Library Services and ConstructionAct, whichhas fundedthisprogramformanyyears, to havingFLYP funded bytheLibrary Services andTechnologyAct, thenew federallegislationthatprovides some supportfor statewide and local libraryprograms. Withthis changeinfunding, there comes achange inphilosophy and focus inmanyofourstatewideprograms, includingFLYP. To comply withtheintentofthis federal programthatfunds oursuccessful FloridaLibraryYouthProgram, wehave made significant changes inprogramto focus onchildreninpovertyandpeoplehaving difficultyusing libraries. While we realizethatthis newphilosophymayplace an addedburdenonstaffinprovidingprograms and services inoutreach locations, weall knowthatthis actionis necessarytobuild anewgeneration of readers and libraryusers. Iam awareofthe importantroleyouplay in developing aloveofreading andbooks inthe youngpeopleofourstate. We can accomplishthis goal, alongwithourmore urgentgoalofpromoting literacybyyourcontinuedinvolvementintheFloridaLibraryYouthProgram. Withoutyour dedication, thisprogram, fundedbytheLibraryServices andTechnologyAct, wouldnotbethe success itis. As we continueour second quartercenturyofservicethroughthis program, I wouldliketo takethis opportunityto thankyouforyourfineefforts toprovide avaried, qualityprogramoflibrary service totheyouthofthe Sunshine State andto encourageyouandyourstafftoparticipate fullyinthis year's program.
