The Fiscal Year 1994 House Appropriations Committee Reportmandatedthatthe DirectoroftheNational Institutes ofHealth (NIH) reviewtherole, size, andcostoftheoverallNIH Intramural Research Program. In turn, the External Advisory Committee oftheNIH Director’s Advisory Committeerecommendedthat each ofthe individual IRPs at NIH undergo separatereview. AtthebehestoftheNational Advisory Mental Health Council, Dr. Rex Cowdry, formerActingDirector oftheNIMH, formedthe IRPPC withthe charge ofreviewing therationale forcontinued investment in theNIMH IRP and evaluating its strengths andweaknesses. Afterextensive deliberations between March andDecember of 1996, our Committee determined that continued investment intheNIMH IRP is stronglyjustified, providedtheresearch is ofthehighest quality. TheNIMH IRP is a uniquenational resource inmental healthresearch, with ahistory ofillustrious contributions. Ithas the capacity to leadtheNationbyvirtue ofits concentrationofexpertise, special facilities, and far-reaching ability to conduct basic, clinical, andtranslationalresearch. Nevertheless, thenature ofscience andthe environment inwhich it is conducted arechangingradically. The organizational structures thatprovedeffective inthe pastdonot equip the IRP to meetthe opportunities and challenges ofthe future. Inresponse, our Committee focusedonbroad structural, organizational, and leadership changes that laythe foundationfor scientific renewal. Ourreport contains 77 recommendations designedto stimulaterenewal byprovidingunderlying goals andmanagementtools forhowrenewal may be accomplished. We are grateful forthe opportunityto develop this report.
