Theproposed 61,400 gsfofresidential space would be comprised oftypical units of300-gsfwith kitchenettes and bathrooms foreach apartment. The performing arts entry would be located on Sixth Street, the residential entry would be on Howard Street, and retail entries would be on both streets. No off-street parking exists on site and none is proposed. The proposed project would represent an increase of approximately 55 feet in building height on site. The existing SRO hotel was constructed in 1907. The approximately 8,500-sfsite, Block 3725,Lot25, is located on the northeastcornerofHoward Street and Sixth Streetin the South ofMarket (SOMA) neighborhood. The site is located in the South ofMarket Redevelopment Plan Area. The site is in the RSD (Residential / Service) SOMA Mixed-Use Zoning District, Earthquake Recovery Special Use District, and 85-X height and bulk district. The project would require Conditional Use authorization from the San Francisco Planning Commission for demolition of the existing residential hotel and Variances fromparking andrearyard requirements. The site is on the northwest comerofHowardStreet and Sixth Street in the South ofMarketneighborhood, Assessor'sBlock3725,Lot25. Theparcel iswithintheRSD (Residential/Service)ZoningDistrictand 85-Xheight andbulkdistrict. ThesiteislocatedintheSouth of SOMA Market Redevelopment Plan Area, Earthquake Recovery Special Use District. The proposed project would demolish the existing building andreplace itwith an 85-foot single-resident occupancybuilding,reincorporatinggroundfloorretail andatheater/performingartsspaceinthebasement level ofthe new structure. The existing 22,312-gross-square-foot (gsf) building wouldbe replacedby an approximately68,400-gsfbuilding, thusresultingin an increaseofapproximately46,088 gross squarefeet of building area to the project site. The existing theater/performing arts space would be replaced at the basement level, at approximately the same size, accessed from Sixth Street. The existing approximately 4,500-gsfretail wouldbereducedto 2,100-gsfretail intwospacesonHowardStreetandthecomeratSixth Street. Theexistingapproximately 13,812-gsfresidential spaceaccommodates37roomswithoutpersonal kitchen or bathroom facilities. The proposed 61,400 gsf of residential space would accommodate 106 "mini-studios," each with individual kitchenettes and bathrooms, in eight floors. The residential entry would be next to the proposed residential courtyard on Howard Street, adjacent to the neighboring building. As definedin CA Government Code 65589.5(h)(2) orunderCA H&S Code 50079.5, 100% of the proposed SRO units qualify as affordable housing. There is no parking existing on site and none is proposed with the project. PROJECT SETTING The project site is located in the South ofMarket neighborhood of San Francisco, at the north corner of Howard and Sixth Streets, on a block bisected by Natoma Street (See Figure 1). The buildings in the general area range from two to six stories. The area is traditionally mixed industrial, small-scale retail, andresidential hotel. Sixth Streethas aconcentration ofSROs; theexistingbuildingistypical oftheSROs constructed in the South ofMarket in the wake ofthe 1906 earthquake. The San Francisco General Plan identifies theblocks immediately south andeastofthe site asboth contributoryto apotential extension of South ofMarket preservation district and including historically significant buildings. The buildings adjacent to the site are residential; the 1927 four-story AlderHotel is adjacent to the site to thenorth toNatomaStreet. A five-storylive/workbuilding,builtin 2000, is located adjacenttothesiteon Howard Street. 2003.0W9E: 988HowardStreet The OrlandoHotel, located on the south comeropposite theproject site,is listedontheCaliforniaRegister ofHistorical Resources as separatelyeligiblefortheNational Register.
