Lady Chalker was a government min ister for 18 years, becoming Minister for Overseas Development in 1989. She was created a Life Peer in 1992. Following her retirement from gov ernment in 1997, Baroness Chalker has been working as an independent consultant on projects in central and southern Africa. Gordon Crawford is Lecturer in Development Studies, Centre for Development Studies, School of International, Development and Euro pean Studies in the University of Leeds. His interests are in the politics and sociology of development, particularly the realisation of human rights, North and South. Mr Crawford's recent research has focused on political conditionality and the promotion of human rights and democracy through development assistance. Carl B. Greenidge, a well-known Caribbean personality and currently Deputy Secretary-General of the Mrican, Caribbean and Pacific Group of States, has worked as a professional economist in Europe, Africa and the Caribbean. As Guyana's Minister of Finance from 1983 to 1992, he was President of the ACP-EU Council of Ministers when the Lome IV negotiations opened. Previously Mr Greenidge was ACP Ministerial Spokesman on Sugar as well as ACP Negotiator on Trade (Lome III). Friedrich Hamburger was born in Vienna, Austria, and studied law and political science. He worked for 25 years in the Austrian Foreign Service, attaining the rank of Ambassador as the Chief of the Cabinet of the Aus trian Vice-Chancellor. Since November 1995 Dr Hamburger has been Director for Development Policy in the European Commission. Adrian Hewitt is Deputy Director of the Overseas Development Insti tute (ODI), manages the ODI fellowship scheme and is the Research Adviser to the All-Party Parliamentary Group on Overseas Develop ment in the UK Parliament. His current research work covers the trade and aid policies of the European Union. Mr Hewitt is a co-editor of the Development Policy Review and an editorial board member of Third World Quarterly. ix
