I. Introduction
A. Objective
TheprimaryobjectiveofOperation2-EconomicCodingistoconvertthewritten
responsesforQuestions37,38,39and40intoIndustryandOccupationcodes.
CodeswillbeobtainedusingtheOn-lineReferenceManualSystem(ORMS)which
isanelectronicversionofIndustryandOccupationreferencematerialdevelopedfor
the1996Census. TheCensusAutomatedControlSystem(CACS)willbeusedto
performspecificfunctionsrelatedtoQualityControlsuchassamplingandto
determinethereviewstatusforeachEA.
B. WorkFlow
EconomicCodingconsistsoffoursub-operations:sub-operation2A-Noting,sub-
operation2B-GeneralCoding,sub-operation2C-Adjudication,andsub-operation
2D-ReferralCoding. Diagram1.1onpage2illustratestheworkflowinEconomic
Coding. InEconomicCoding,QualityControlconsistsoftheNotingand
Adjudicationsub-operations. Threeformswillbeusedtocompletethedutiesinthe
QualityControlsub-operations. TheNotingForm,theErrorListingFormandthe
ReferralFormwillallbeusedinsub-operation2C-Adjudication;theNotingForm
willbeusedinsub-operation2A-Noting. Acopyofeachoftheseformsis
providedinAppendicesA,BandConpages31,32and33respectively.
C. Sub-operation2A-Noting
NotingconstitutesthefirstphaseofqualitycontrolforEconomicCoding. Atthe
ReceiptandRegistrationstageinOperation1,thesampleofForm2B/2C/2Dand
Form3UsualResident(UR)questionnairestobenotedforeachenumerationarea
(EA)willbeselected. Insub-operation2A,theNoterfollowstheGeneralCoding
procedurestodeterminetheappropriateIndustryandOccupationcodesandrecords
themontheNotingForm. ThecompletedNotingFormsarethenfiledtobeused
duringtheadjudicationphase.
D. Sub-operation2C-Adjudication
AdjudicationisthesecondphaseofqualitycontrolforEconomicCoding. In
Adjudication,thecodingactionstakenbytheNoterontheNotingFormsare
comparedtothecodingactionstakenbytheGeneralCoderforeachsampled
questionnairewithintheEAbox. IftheAdjudicatorfindsdiscrepanciesbetweenthe
Noter'sandtheCoder'scodingactions,thediscrepanciesarerecordedontheError
ListingFormandthecorrectcodingactionsaredeterminedbyfollowingtheGeneral
Codingprocedures. AnerrormaybechargedtoeithertheNoterorCoderorboth.
TheAdjudicatorthencountsalltheNoterandCodererrors,andentersthetotal
numberofcodesinthesampleandthetotalnumberofNoterandCodererrorsfor
QualityControlProcedureManual

IndustryandOccupationintotheCensusAutomatedControlSystem(CACS)andon
theErrorListingForm. Basedonthetotalnumberofcodesinthesampleandthe
totalcodererrors,theCACSwillderiveareviewstatusofeitheracceptedor
rejected.
E. UseofCensusAutomatedControlSystem(CACS)
In1996theCensusAutomatedControlSystem(CACS)willbeusedto
electronicallycontrolandmonitorthemovementofEAboxesthroughRegional
Processingoperations. TheCACSwillmakeuseofbarcodingtechnologyasamain
inputtothesystem. Themainfunctionsofthesystemare:
• scanningEAboxesINtoanoperation/sub-operation(anEAboxwillbeassumed
scannedOUTofthepreviousoperation/sub-operationwhenscannedINtothe
next);
• scanningwhoisworkingonanEAforEconomicCodingQualityControland
productivitypurposes;
• inputofvariousinformationpertinenttoanEAformanagementandquality
controlinformationpurposes;and
• generatingNotingformswithpreprintedinformation.
TheCACSwillbeusedtodeterminetheQualityControlsamplewhichconsistsofa
subsetofForm2B/2C/2DandForm3(UR)questionnairesperEA. ForeachEA,
oncethequalitycontrolreviewiscompleted,theCACSwillderiveareviewstatus
basedonthetotalnumberofcodesinthesampleandthetotalcodererrors(both
areacombinedcountforIndustryandOccupationamongallformtypes). The
CACSwillindicatewhetherthecodingqualityoftheEAisacceptableornot. There
willbeatmosttwoqualitycontrolreviewsforeachEA. Ifthecodingqualityis
acceptable,theCACSwillindicatethattheEAisaccepted. Ifthecodingqualityis
notacceptable,theCACSwillindicatethattheEAisrejected. IftheQuality
Controlsampleisnull(i.e.,noonetocodeinthesamplequestionnaires),the
internalCACSEAstatuswillbeneutralbutwillbedisplayedasacceptable.
