The report also presents statistical :r:eo;ulls concerning qualic:y of work life, organizational flexibility, work quality, and productivity during the baseline period prior to the demonstration and through its third year. The appendices include the survey questio:maire used in the third-year evaL:tation and provide supplementary statistical results. The study is funded by the u.S. Air Force through a special arrangemen~ with the Office of the Assistant Secretary of Defense for Personnel and Readiness, the research sponsor. It is being carried out by the Defense Manpower Research Center, a component of the National Defense Research Institute, RAND's federal::_y funded research and development center sponsored by the Oifice of the Secretary of Defense and the Joint Staff.
