V ision Setting the standard for innovative international executive education and leader/organizational development, to help advance multi-national security cooperation and capacity-building. The Asia-Pacific Center for Security Studies relies on a complex network of formal relationships with stakeholders for program and administrative guidance, as well as informal relationships with various institutes, organizations, and individuals for program execution and capability-building efforts. The Office of the Secretary of Defense (Policy) provides policy guidance and oversight while APCSS falls under the U.S. Pacific Command for operational control. The Defense Security Cooperation Agency is the executive agent for APCSS and the four other Regional Centers. APCSS works closely with the Department of State and the U.S. embassies within the region, as well as with international and regional institutions, to help nations build capacity. Finally, individual Alumni and Alumni Associations continue to share the knowledge and networking gained as a result of participating in Center programs, thereby helping build cooperation among nations. annual RepoRt 2009 3 a W oRd FRoM the As we broadly review real-time and factual APCSS accomplishments in information facilitate shared 2009, there is a clear link learning narratives between leader education collaboratively developed by and institutional capacities those participating, faculty in an expanding security and fellows. sector throughout the Asia- Further, our continuing Pacific region, and adaptive, effort to connect potential comprehensive and APCSS counterparts responsive support to OSD continues and complements and USPACOM priorities our thinking about when a related to security and mixed format of real and stability in the region.
