In this report, the Board has reviewed the progress that has been made by the Department in improving the readiness of the Reserve components, and has identified areas where, in the Board's judgment, further improvements are required to make the Reserve components more effective members of the Total Force. The report also describes the changes the Reserve components are making to adapt to the post-Cold War era. The report represents the collective views of the members of the Board. and not the official policy positions of this Department or any other Department or agency of the United States government. I value the contributions of the Board toward our efforts to ensure that the Reserve components are adequately manned, equipped, trained, and ready as part of the Total Force.
