Managementis basedupon theprincipalsof multipleuseandsustainedyield, acombinationofuses thattakes into accountthelong-term needsoffuturegenerationsforrenewableandnonrenewdbleresources. Theseresources include recreation, range, timber, minerals, watershed,fish andwildlife, wildernessandnatural, scenic, ^ scientific, andculturalvalues: BLM/NM/PL-07-03-1610 N J APPENDIX A PLANNING CRITERIA GENERAL PLANNING CRITERIA ThefollowinggeneralplanningeriteriahaveguidedthepreparationofthisResoureeManagement Plan Revision/Environmental ImpaetStatementandwilleontinuetoguidelandusedecisionsmade inthe future. • ApplytheprinciplesofmultipleuseandsustainedyieldassetforthintheFederal Land Policy andManagementActandotherapplicablelaws. • Useasystematic, interdisciplinaryapproachtoachieveintegratedconsiderationofphysical, biological,economic, social, andenvironmentalaspectsofpublic landmanagement. • Giveprioritytotheidentification,designation,protection, andspecialmanagementofareasof criticalenvironmentalconcern. • Considertherelativesignificanceofthepublic landproducts, services,andusestolocal economies. • Relyonavailableinventoriesofthepublic lands,theirresources,andothervalueswithupdating the inventorytotheextentnecessarytoreachsoundmanagementdecisions. • Considerpresentandpotentialusesofthepublic lands. • Considerimpactsofusesonadjacentornearbynon-Federallandsandonnonpublic landsurface overfederallyownedminerals. • Considertherelativescarcityofthevaluesinvolvedandtheavailabilityofalternativemeans (includingrecycling)andsitesforrealization ofthosevalues. • Weighlong-termbenefitsanddetrimentsagainstshort-termbenefitsanddetriments. • Complyfullywithapplicablepollutioncontrol laws,regulations,andpolicies, includingStateand Federalair,water,noise, orotherpollution standardsorimplementationplans. • CoordinateBureauofLandManagement(BUM)resourceinventory,planning, andmanagement activitieswiththeresourceplanningandmanagementprogramsofotherFederaldepartmentsand agencies, Stateandlocal governments,andNativeAmericanTribestotheextentconsistentwith thelawsgoverningtheadministrationofthepublic lands. • Provideforpublicinvolvementincludingearlynoticeandfrequentopportunityforcitizensand interestedgroupsandothersincludingNativeAmericanTribestoparticipateinandcommenton thepreparationofplansandrelatedguidance. • Complyfullywithall Federal lawsthatguidemanagementofspecificresourcessuchasthe Endangered SpeciesAct, CleanWaterAct,National Historic PreservationAct,TaylorGrazing Act,andothers. • Complyfullywiththe BUM nationalpolicyonspecial statusspeciesthatstates“BUMshall carry outmanagementconsistentwiththeprinciplesofmultiple use,fortheconservationofcandidate (andsensitive)speciesandtheirhabitatsandshallensurethatactionsauthorized,funded,or carriedoutdonotcontributetotheneedtolistanyofthesespeciesasthreatenedorendangered.” (BUM 6840Manual) SocorroDraftRMPR/EIS AppendixA A-1 April2(M)7 • ReflectFederal landmanagementagencyobligationsunderapplicableTribaltreatiesandlawsor executiveordersrelatingtoNativeAmericanreservedrights,religiousfreedoms,traditionaluse areas, etc. PLANNINGCRITERIASPECIFICTORESOLVINGTHEISSUESFORTHE RESOURCE MANAGEMENT PLAN REVISION/ENVIRONMENTALIMPACTSTATEMENT AsnotedinChapter 1, sixissueshavebeen identifiedthatneedtoberesolvedthroughtheplanning process. Inadditiontothegeneralplanningcriteriaidentifiedabove, otherspecificplanningcriteriahave beendevelopedtoaid inresolvingtheissues. Thesecriteriaaredescribedbelowandarethestandardsthat BLMwillconsiderindevelopingresolutionstotheissues. Issue 1. Which areasifanyshouldbedesignatedforspecialmanagement,whatdesignationsshould apply(areasofcriticalenvironmentalconcern,specialmanagementareas,orother),and how shouldthey bemanaged?
