Those editions devoted considerable coverage to the pros and cons in an ongoing debate over whether China would continue the moderate approach to foreign affairs that prevailed in the first years of the twenty-first century. That debate has now ended with the ever stronger measures of assertive foreign policy carried out under the direction of Chinese Communist Party leaderandstatepresidentXiJinping(2012–). This edition thus removes much of the language in the previous editions dealing with the now past debate. It focuses more on the challenges to the international status quo posed by more assertive Chinese foreign policy be- havior.Insodoing, itdiffersfromexistingsurveysofrecentChineseforeign relationsinofferingacomprehensiveassessmentofnewlyprominentuncon- ventional Chinese levers of power and influence in foreign affairs that have heretofore been disguised, hidden, denied, or otherwise neglected or unap- preciated by foreign specialists. Asnotedintheprefacetothisfifthedition, theauthorisgreatly indebted tothemanyinvestigatorsandspecialistsintheUnitedStates,Europe, andthe Asia-Pacific who in the past three years have revealed unconventional Chi- nese levers of power and influence in foreign affairs that were heretofore disguised, hidden, denied, or otherwise neglected or unappreciated by foreign specialists in assessing Chinese foreign relations. They have under- scored with empirical data and specific case studies why this volume is markedlydifferentfrompreviouseditions,whichdevotedconsiderableatten- tion to ongoing debates on whether China’s moderate approach to foreign affairs at the start of the twenty-first century would continue. That debate is nowseenasendedaswearecompelledtoassessthemultifacetedpowerand policyoftheemergingglobalforceofChina. ix
