Karly in 188."} the Board of Management was constituted by the appointment of three nienil)erseach by the City Council and School Board, and twoby the Sepai'ate School lioard, iu addition to the Mayorwho was a member p/x oj/icio. Tiie members were to remain in otlice three years. In June, 1883, the otHcials were appointed. The generous offer of the members of the Mechanics' Institute to transfer their building and l)ooks was accepted with thanks, j.nd the Chairman and Chief Lil)rarian despatcl "d to England to complete the purchase of books. Meanwhile the alterations to the building were proceeded with. Tlie aim of tlie Board has b.'ien, in all respects, to make the new Library worthy of the city. The first chairman, Mr. Alderman Hallam, hi his opening address said: " A com- prehensive, permanent foundation for the encouragement of learning and the free diffusion of knowledge by reading may be established for the real advancement of all classes in the connnimity. Toronto is pre-eminently a city of educational institutions. I feel sure that the benefit to the people of a reference and lending library of carefully -selected books :s undisputed by all who are interested in the mental, moral and social advancement of our city. "Free librarieshave a special claim on every ratepayer wIhj desires to see our country- advance to the front, and keep pace with the world in ait, science and commerce, and augment the sum of luunan liappiness. The advantages are numy. They help on the cause of education. They tend to promote public virtue. Their influence is on the side of order, self-respect,and general enlightenment. There are few associationssopleasantas those excited by them. They are a lit(!rary park where all can enjoy themselves during their leisure lujurs. To all lovers of books and students, to the rich and poor alike, the doorsof these institutions are open without money and without price." On March 6, 1884, the Ijibrary was formally opened by His Honor, the Lieut.-Gov- ernor in the presence ofa large and distinguished audience, and on April 2nd books were issued for the first time. The success which attended the eai-ly days of the Library has never ceased, each successive year showing a marked increase over itspredecessor. During the year of 1883 the daily average issue of books was 783; in 1885 it was 933; while in 1894 it reached 353,337, an averageof 1,157 per day. At the close of the first year, 1883, the number of books ou the shelves of the 3 1 Circnlaliiig Liln-ary was 13,r)()0, and in ISfll tlio nunilicr had risen to .'ir),!)"2(l, wliiio tlic KcftfKMico Lil)raiyduring iIk? sanui poiidd liad iacn'asiul frnni S01.5 to .'13,0(52. Further information relative to them will be found on the back of the cover. The combined issue of books from the central and branch libraries amounted in 1894 to 535,727. In connection both with the Central Lil)rary and the various branches, reading rooms m have been established which daily draw large numbers and have done much to popularize the institution. The nnmis are large and well lighted, are supplied with all the leading periodicals and are open fn m 8.30 a.m. to 9.30 p.m. during the winter, and 9 p.m. during the sunnner. English, American, French, German and Canadian periodicals ire on fyle. From theoutsetthe Board has watched with great interest the growth of the Refer- ence Library as themost valuable portion of the institution under their direction, and feel a reasonable pride in the valuable collection of books which has been gathered together during the past ten years. Tn the department of Canadian history and exploration it is unequalled in tlie Dominion, while in arts, manufactures, patents, history and genealogy and many other subjects it occupies a high position.
