This instruction specifies the procedure for securing formal approval for a Wartime Materiel Support (WMS) request resulting in a Test Acceleration or Test Surge. The response to the WMS request (if approved) is an acceleration of the test process to allow for a much more rapid execution of a test project than would otherwise be possible. Taskings associated with tests conducted under this instruction will receive top priority. It applies to all elements of the AEDC Test Operations Division, regardless of their operating location. Waivers for the requirements in this instruction may be granted by the AEDC Test Operations Division Chief. Ensure that all records created as a result of processes prescribed in this publication are maintained in accordance with Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance with the Air Force Records Disposition Schedule (RDS) located at: https://www.my.af.mil/afrims/afrims/afrims/rims.cfm. Air Force personnel must ensure any information/records to be provided outside official DoD channels, including foreign nationals, must be released in accordance with the provisions of AFI 35-102, Security and Policy Review Process, and have the approval of the release authority. 2 AEDCI99-101 15 DECEMBER 2016 1. Background 1.1. A Test Acceleration (TA) is defined as a new test project, in support of real-world or exercise wartime requirements, that has not yet entered the Program Introduction (PI) – Statement of Capability (SOC) process, and requires a quick reaction turnaround time from planning through execution. 1.2. A Test Surge (TS) refers to the accelerated execution of an existing project in support of real-world or exercise wartime requirements. 2. Process The process for executing a TA/TS is divided into five phases: Notification and Approval; Scope Definition; Planning, Design, and Fabrication; Execution; and Analysis & Reporting. These phases are described below. With the exception of the Notification and Approval phase, these phases parallel those described in AEDCI 99-100, Test and Evaluation Project Management. In general, the process described below does not omit but rather streamlines those described in AEDCI 99-100. 2.1. Phase 0 – Notification and Approval 2.1.1. Notification. Initial AEDC notification will usually come directly from a customer to a Combined Test Force (CTF) or AEDC/XP. Upon receipt of notification, the AEDC recipient will immediately notify the AEDC Test Operations Division Chief and advise their contact to make a formal request. Typically this notification should come from an appropriate level such as a Senior Materiel Leader, Program Executive Officer, or MAJCOM. If coming from a MAJCOM, it should be in support of an Urgent Operational Need or Joint Urgent Operational Need. The AEDC Test Operations Division Chief will then notify the AEDC/CC and AFTC/XP. The AEDC/CC will notify the AFTC/CC. 2.1.2. Approval Process: Following notification, the AEDC Test Operations Division Chief will determine the most suitable CTF to lead the effort, and, in conjunction with the CTF Director, select a Test Manager (TM) for the effort, if one has not already been assigned. The TM will then develop the TA/TS approval briefing, which includes a TA/TS letter to be signed by the AEDC/CC. A suggested outline is contained in Attachment 2. An approval letter template is provided in Attachment 3.The approval briefing must include all necessary information required to make an informed decision regarding the TA/TS designation. As a minimum, the briefing includes the following: 2.1.2.1. Information regarding the initial request such as who is requesting the acceleration, nature of the expected results, classification, and impact on the warfighter, if known. 2.1.2.2. MAJCOM, COCOM, or similar documentation certifying the proposed effort is a validated need that merits TA/TS designation. 2.1.2.3. Scope of testing in terms of schedule, required resources, missions, any special instrumentation requirements, range requirements, aircraft modifications, etc. 2.1.2.4. Impact of this test project on other test projects to the extent known. 2.1.2.5. Impact of this test project on the AEDC support contractors to the extent known AEDCI99-101 15 DECEMBER 2016 3 2.1.2.6. Impact to warfighter if the request is not approved, if known. Risk assessment for maintenance operations to include deviations needed from scheduled maintenance to meet schedule, special support or modifications required, impact on maintenance personnel, etc. 2.2. Phase 1 –Test Definition 2.2.1. Within one workday of AEDC signature of the TA/TS approval letter, the AEDC Test Operations Division Chief or his/her designated representative shall convene and chair a Quick Reaction Test Team (QRTT). A suggested agenda for this initial QRTT is provided in Attachment 4. 2.2.1.1. Initial QRTT membership will generally include representatives from the following organizations: AEDC Test Support Division (AEDC/TSD), AEDC Test Systems Sustainment Division (AEDC/TSS), AEDC Staff Judge Advocate (AEDC/JA), the AEDC Financial Management and Comptroller Directorate (AEDC/FM); the AEDC Safety Office (AEDC/SE); the AFTC Contracting Directorate at Arnold AFB (AFTC/PZ-Arnold), the CTF, and the Technology, Analysis & Evaluation Branch (AEDC/TSTA). 2.2.1.2. The QRTT Chair may tailor membership based on the scope of testing and resources required to support the test acceleration/surge. Upon appointment, QRTT support will become these members’ primary responsibility. The QRTT Chair may also tailor this process and/or the checklist in Attachment 5 as appropriate to expedite a safe, effective, and technically rigorous TA/TS. 2.2.1.2.1. The AEDC TM is also a key player in the QRTT. 2.2.1.2.2. Once selected, the AEDC TM assumes responsibility for ensuring all of the remaining steps in this instruction are completed. 2.2.1.2.3. The AEDC TM shall work with the organization requesting the TA/TS to define specific test requirements and from these requirements identify specific resources required to accomplish the TA/TS. 2.2.1.2.4. The AEDC TM should keep detailed notes of all meetings, including the assignment and documentation of all action items. 2.2.1.2.5. The AEDC TM will also hold regular follow-up meetings to status action items as necessary, and to keep the program moving at an accelerated pace. This may mean frequent meetings initially to resolve issues as they arise. 2.3. Phase 2 – Test Design and Fabrication 2.3.1. The AEDC Test Manager shall coordinate with those organizations that own or are responsible for coordinating the allocation of resources in order to provision those assets and/or facilities necessary to execute the TA/TS. This will involve coordination with organizations such AEDC Tactical Integration Group (TIG), the organization that owns the system under test, and any off-base organizations that may provide assets and/or test support. 4 AEDCI99-101 15 DECEMBER 2016 2.3.2. The AEDC Test Operations Division Chief shall prioritize the allocation of test resources owned and/or allocated by AEDC so as to properly support the TA/TS as well as other AEDC test programs. 2.4. Phase 3 – Execution 2.4.1. The execution of the TA/TS will be similar to other projects but with the higher priority, in accordance with the TA/TS designation letter approved by the AEDC/CC. All standard processes to plan, report, and execute the test effort shall be followed but at a significant reduction in timelines enabled by the increased priority. 2.4.1.1. The CTF will be the center of execution for the test effort to include future meetings, test and safety planning, reporting, etc. 2.4.1.2. The AEDC Test Operations Division Chief will serve as the designated Test Execution Authority (TEA). Any challenges regarding support of the accelerated project shall be brought to the attention of the AEDC Test Operations Division Chief as soon as they are identified. 2.4.1.3. Daily status updates are required from the CTF throughout the TA/TS. The assigned TM will ensure the daily status reports are generated and distributed, with the primary recipients being the AEDC Test Operations Division Chief and the AEDC/CC. If the same tasks are still being worked, a daily status message is still required, but a simple statement that “there is no new information to report” is adequate. Some projects may also provide a separate daily status to test team members and to major organizations impacted by the Test Surge, but this is optional. The last daily status should declare the formal end of the TA/TS and generally would follow the delivery of the final product to the customer. 2.5. Phase 4 – Analysis and Reporting: The test plans and resources should be adjusted so that analysis and reporting are accomplished concurrent with execution so that the timeline for reporting will be short enough to meet the customer needs. The format and content will be as defined in AEDCI 99-10, Technical Reporting, unless otherwise approved by the AEDC Test Operations Division Chief. Level of analysis and the timeline for delivery must be negotiated with the customer as soon as practical in the project’s schedule. RODNEY F.
