The purpose of this report is to provide conceptual engineering of facilities required for the Delta Habitat Conservation and Conveyance Program (DHCCP) in order to assist the Lead Agencies in their decision making process. It is anticipated that this document would be used to support engineering and design as well as the Environmental Impact Statement (EIS) and Environmental Impact Report (EIR) for the Bay Delta Conservation Plan (BDCP). It is also expected that the Lead Agencies, the EIR/EIS consulting team, and other stakeholders in the BDCP process would recommend modifications to these facilities over the coming months, and such changes would be evaluated as needed to support the EIR/EIS. This document is part of an iterative process of developing options that can be used as alternatives in the EIR/EIS. Therefore, all locations, dimensions, quantities, design concepts, construction techniques, and other information presented herein are subject to change as more information becomes available. The alignment and alignment features presented in this document are preliminary and subject to change.
