HLDF 73 Havant Borough Local Development Framework Analysis of Consultation Allocations DPD Issues and Options held Spring 2008 Introduction Havant Borough Council consulted on the Allocations Development Plan Document Issues and Options in March 2008. The council received an overwhelming response to both this document and the Core Strategy Preferred Options on which we ran a simultaneous public consultation. In respect of the Allocations Development Plan Document Issues and Options we received 6782 responses from 769 different people. The various comments were collated and can be found in this document. However the outcome of these documents was largely superseded by events. In June 2008 the government changed the way that it wanted Core Strategies to be produced. Counsel opinion was sought over whether to take the existing Core Strategy forward for submission or to start again taking into consideration all the legislative changes. This led to the council redrafting the Core Strategy. The new Draft Core Strategy was published in June 2009. It is anticipated that the new Development Delivery (Allocations) DPD will be published for consultation in autumn 2010. In accordance with our Statement of Community Involvement in which we have undertaken to publish all comments received, this report includes all the comments made. However as we were unable to take the documents forward we have not provided our usual detailed response to the comments made. Where a representation has been left blank representors confirmed their support or made an objection but did not make a comment. The document is ordered by the individual representor’s unique number and by the subject of their representation. The table is 422 pages long. South Community Board 06/0006 11 W122 Commenting P Cooper Waterlooville Site not big enough for suggested housing potential. Sloping banks appear not to have taken into South account. Community Board 06/0006 12 UE31 Objecting P Cooper Waterlooville Alarmed that the site might offer scope for larger development. (SHLAA p.204). Previously considered South as part of land north of Portsdown Hill but considered to be too environmentally sensitive for Community development. The issue of development should not be re-opened. Size recorded differently on pages 40 Board and 204 of SHLAA. 06/0006 13 SHOPPING Commenting P Cooper Waterlooville One of the proposed extensions to the town centre is has been incorrectly identified as WTC 4 . Same South town centre policies should apply to the extensions as to the existing centres i.e. development should be Community 2 or 3 storeys with offices or residential on upper floors. Transport should be explicitly stated as an example of infrastructure for which contributions will be sought from developers.
