In this Interim Report I am addressing all matters set out in the Terms of Reference dated August 10, 2007, except those relating to the Criminal Justice Branch of the Ministry of Attorney General. As I discuss in more detail in this Interim Report, the Ministry commenced legal proceedings challenging my jurisdiction to inquire into its activities in the Frank Paul matter. For that reason, I have made no inquiries into the Branch’s activities pending the outcome of that legal challenge.
