Thisuserguideprovidesinformationonthecoverage,contentanddataqualityofthe1991StreetIndex.
Italsoincludesasectionontechnicalspecificationsandaglossaryofterms.
TheStreetIndexlinksstreetsandaddressrangestoprovinces(PR),federalelectoraldistricts(FED),census
divisions (CD), census subdivisions (CSD), census tracts/provincial census tracts (CT/PCT), and
enumerationareas(EA). Threecomputerprintoutsareavailableasseparateprint-on-demandproducts,
ePaRc/hCDp/oCrtSrDa;yinagndaCTdi/fPfCerTe.nt linkage. The streetsand address rangesare linked to: PR/FED/EA-
Coverage
StreetindexesareavailablewherethereisStreetNetworkFile(SNF)coverage,thatis,forlargeurban
centrescontainingatleastonemunicipalitywithapopulationof50,000ormore. TheStreetIndexis
availablefor25censusmetropolitanareas(CMA)and19censusagglomerations(CA). Insomecases,only
portionsofCMAs/CAsarecoveredbySNF;thussomeurbancentresmaybeonlypartiallycoveredbythe
StreetIndex(Table1).

EachStreetIndexcontainsstreetattributesandlinkagestospecificstandardgeographicareas. Thestreet
attributescomprisestreetname(includingstreettypeandstreetdirection),andoddandevenaddress
ranges. Thestreetnamesarelistedinalphabeticalorder.
ReferenceDate
AllcensusdatareflectthecensusreferencedateofJune4,1991. ThereisalsoaGeographicReference
Dateforthegeographicframeworkthatsupportsthecensus.Thisdateisearlierthanthecensusreference
dateinordertogiveStatisticsCanadaenoughtimebeforeCensusDaytoprocessthenecessaryboundary

Thestreetattributesandlinkagestothestandardgeographicareasareobtainedfromthreeseparate
sources: theStreetNetworkFiles(SNF),theGeographicAttributeDataBase(GADB),andtheEADigital
BoundaryFile. Eachsourcehasitsowninherentreferencedate,asfollows:
- StreetNetworkFiles:varybetweenJune1986andDecember1991forthenetworkInformation,
andbetweenJune1986andFebruary1991fortheaddressinformation.
- GeographicAttributeDataBase: January1,1991forthegeographicattributesandlinkages.
CorrectionsweresubsequentlymadetotheStreetIndexforEAlinkageerrorsfoundonGADBas
ofNovember30,1992.
- EADigitalBoundaryFile: January1,1991. TheEAsthatweresplitonCensusDaydueto
dwellingincreasesareincludedintheboundaryfile.

2. DATAQUALITY

Thepurposeofadataqualityreportistoprovidedetailedinformationforuserstoevaluatethesuitability
ofthedataorproductforaparticularuse. Fivefundamentalcomponentsofadataqualitystatementare:
lineage,positionalaccuracy,attributeaccuracy,logicalconsistencyandcompleteness.
SincethedatafortheStreetIndexwereextractedfromthreedistinctfiles,usersshouldconsultthedetailed
dataqualitystatementsforeachofthefollowingsourcefiles:
- StreetNetworkFile,UserGuide(AMFFormat).
- 1991DigitalBoundaryFiles,UserGuide.
- 1991GeographicAttributeDataBase,DataQualityStatement.
Lineage
Lineageincludesdescriptionsofthesourcematerialfromwhichthedatawerederivedandthemethods
ofderivation,includingthedatesofthesourcematerialandalltransformationsinvolvedInproducingthe
finaldigitalfilesormapproducts.
SourceInformation
TheStreetIndexwasderivedfromthefollowingsourcefiles:
1 TheStreetNetworkFiles(AMFFormat)providedthestreetnames(includingstreettypesanddirection),
andoddandevenaddressrangeswithintheindividualCMAsandCAs. Thereferencedateforthe
networkinformationvariesbetweenJune1986andDecember1991,andbetweenJune1986and
February1991fortheaddressinformation.
2. The 1991 EA Digitial BoundaryFile provided the province, federal electoral district (FED) and
enumerationarea(EA)linkstothestreetsandstreetattributes. Thegeographicreferencedateis
January1,1991. TheEAsthatweresplitonCensusDayduetodwellingincreasesareincludedinthe
boundaryfile.
3. The1991GeographicAttributeDataBaseprovidedthenames,codesandlinkagesforthegeographic
areas. ThereferencedateisJanuary1,1991.
MethodofDerivation
VariousSAScomputerprograms(IBMmainframe-based)wereusedtoextract,compileandverifythe
Information. ThefirstprogramusedtheStreetNetworkFilestoextractthestreetattributeinformationand
theblock-facerepresentativepoints.AnARC/INFO®point-in-polygonalgorithmwasusedontheEADigital
BoundaryFiletodeterminewhichSNFblock-facerepresentativepointsfellwithintheindividualEAs;this
inturnprovidedtheprovince,FEDandEAlinkagestotheblock-facerepresentativepoints.
TheextractedinformationfromtheSNFandEADigitalBoundaryFilewasthenmerged,whichresultedin
thelinkageofprovince,FEDandEAcodestothestreetattributes.
TheGeographicAttributeDataBasesuppliedtheothernecessarylinkagesandnames/codesforthe
standardgeographicareas.PortionsoftheextractedinformationfromGADBwerecorrectedduetolinkage
errorsfoundonthefinalGADBfile. AspecialStreetIndexprintprogramprovidedtheCT/PCT,CD/CSD
andCMA/CAlinkagestothestreetattributes.
AlthoughtheStreetIndexdoesnotcontainblock-facerepresentativepoints,usersshouldbeawareofhow
thepointsaregeneratedsincetheywereusedtolinktheSNFstreetattributeswiththePROV/FED/EA
codes. Block-facerepresentativepointsarecomputedwithinallStreetNetworkFilesalongaddressable
streetsandaddressablesectionsofhighways. Therepresentativepointislocatedatthemid-pointofthe
block-face, setbackaperpendiculardistanceof22metresfromthestreetcentreline. Duetothe
computationmethod,block-facerepresentativepointsmaynotbeunique. Forexample,perpendicular
block-facesofequallengthmaybeassignedrepresentativepointshavingthesamecoordinatevalues.
PositionalAccuracy
Positionalaccuracyisthedifferencebetweenthetrue"positionofafeatureintherealworldandthe
'estimated'positionstoredInthedigitalfileorotherproduct.
AlthoughtheStreetIndexprintoutsdonotcontainanyx,ypositionaldata,usersshouldbeawarethatthere
are130block-facerepresentativepoints-althoughhavingthecorrectCD/CSDcode-thatfalloutsidethe
CD/CSDinwhichtheyshouldbelocated. Thisoccursbecauseofthe22metreruletolocatethepoints.
AttributeAccuracy
Attributeaccuracyreferstotheaccuracyofthenon-positionalinformationattachedtoeachfeature.
TheStreetIndexreflectstheaccuracyoftheStreetNetworkFilesfromwhichstreetattributeswere
extracted,andthe1991GeographicAttributeDataBasefromwhichthenamesandcodesofgeographic
areaswereextracted.
Forthe130block-facerepresentativepointsthatfalloutsidetheCD/CSDinwhichtheyshouldbelocated,
theFED,EAandCTcodesaresettozero. Table2showsthenumberofincompleteblock-facelinkages
fortheaffectedCMAsandCAs.
LogicalConsistency
Logicalconsistencydescribesthefidelityofrelationshipsencodedinthedatastructureofthedigitalspatial
data(i.e.howwellelementsofthedatastructurefollowtherulesimposedonthem).
ApostcensusverificationconfirmedthatthePROV/FED/EAlinkageswereconsistentwiththeextracted
informationfromboththeGeographicAttributeDataBaseandthe1991EADigitalBoundaryFile.
Completeness
Completenessexpressesthedegreetowhichgeographicentities(features)arecapturedaccordingtothe
datacapturespecifications.ItalsoIncludesinformationaboutselectioncriteria,definitionsusedandother
relevantmappingrules.
TheStreetIndexdoesnotprovideinformationforthosepartsofCMAsorCAsoutsideStreetNetworkFile
coverage. TheStreetIndexescollectivelyprovidestreetattributesandlinkagestostandardgeographic
areaswithinCMA/CAcoveragefor769,066block-facerecords.
Usersshouldalsobeawarethatsomestreetnamesandaddressrangesareunidentifiedorunavailable.
Inaddition,theStreetNetworkFileshavenotbeenupdatedusingtheinformationgatheredduringthe1991
Censusfieldoperations. Consequently,somestreetsandattributeshavenotbeenaddedtotheStreet
NetworkFiles.
