To enhance the capability of rapid replacement of damaged bridges after extreme events, a prototype wireless real-time productivity measurement system has been developed. The developed system has a potential not only to improve the accuracy of construction schedule but also to strengthen the communication and coordination among parties involved in the replacement process after extreme events by providing accurate productivity information in real time. To validate the developed system, field experiments were conducted at three construction sites. Results of data analyses indicate that it is feasible to use the developed system to measure on-site productivity in real time; and productivity measurements were accurate and could be shared among Box plots for HIR operation cycle time.....................................................148 ix CHAPTER 1: INTRODUCTION 1.1 Background Since the terrorist attacks on September 11, 2001, the United States transportation network, including highways, bridges, tunnels, intermodal facilities, seaports, and airports, has been considered as a vulnerable target. In February 2003, the White House released “The National Strategy for the Physical Protection of Critical Infrastructures and Key Assets” in order to emphasize the importance of protecting the nation’s transportation systems. This document provides the fundamental strategies for developing a critical asset protection plan that can be implemented to protect and secure the national transportation system (Dorman and Maier 2005). In addition to the protection plan, federal and state government agencies have developed vulnerability assessment methods and emergency response plans. The American Association of State Highway and Transportation Officials (AASHTO) sponsored several projects in cooperation with the Federal Highway Administration (FHWA). Some of these projects were managed by the National Cooperative Highway Research Program (NCHRP). Examples of these research projects are: 1. A Guide to Highway Vulnerability Assessment for Critical Asset Identification and Protection; 2. A Guide to Updating Highway Emergency Response Plans for Terrorist Incidents; and 1
