Downey, Director AirPollution Control Commission TheAirPollution Control Commission is responsible forenforcingcityand stateairand noise pollution regulationsandforadministeringtheCityof Boston'sparkingfreeze, intendedto reducethe amountofautomobileemissions inthecityand encouragethe useofpublictransit. The regulations requirethatthecommissionhold quarterlyhearings to reviewapplicationsforanynewpublicparking facilitieswithinthefreezearea. Thecommissionalso issues permitsforabrasive blastingofbuildingsandforopen burningwithinthe city; nosuchactivitymaytake placewithoutprior approvalfromthe commission. Violationsof commissionregulationsaresubjecttocivil and criminal penalties. Inadditiontotheirmandated activities, commission staffmembersare involvedwiththe issueof household hazardouswaste, both educatingthe publicaboutsource reductionand developing programsforthedisposal ofexistingwaste. Boston Art Commission Since 890, the BostonArtCommission has been 1 curatorofcity-owned publicart, responsibleforits acquisition, siting, maintenanceand interpretation. The commission reviewsand approvesall acquisitionsofpublicartworks, such asstatues, paintings, sculptures, fountainsand plaques. To groupsand individuals planningorofferingartfor public places in Boston, the commission provides technical assistanceatallstagesofthe processand approvesofthefinal design and siting. The commissionsponsorscompetitionsfor proposed worksofartfor Bostonneighborhood and downtownspaces. In 1987theArtCommissio—n began its Adopt-A-Statue Program a public/privateeffort to raise $ .2millionto restoreand maintain 1 Boston's outdoor publicart. The programwill providefundsto restorethirty-nine piecesof outdoor publicartand also establishapermanent maintenanceendowmentfortheannual maintenanceofsixty-nine majorsculptures inthe city. * The Boston ArtCommission isjointly administered bythe Environment Departmentand the Office oftheArtsand Humanities. Back Bay Architectural Commission Established in 966to protectthe distinguished 1 Victorian architectureofthe BackBay, the commission reviewsall changesto exteriorsof buildings inthatdistrict. Thetwelve-member commission holds monthly publichearingsatwhich it determinestheappropriatenessofapplicationsfor proposed exteriorbuildingchanges. Itthen votesto approve, toapprovewith conditions, orto disapprovetheapplication. All such changes, including(butnotlimitedto) demolition, newconstruction, installation ofasign, ornewwindows, musthave commission approval beforetheworkis begun ora building permit is issued. Itsstatuteauthorizesthe commissionto reviewchangestotheexteriorsofall buildings in oneofthe nation's mosthistoric neighborhoods. Atits monthlymeetings, thecommission — determines ifproposed changesto b—uildings alterationsvisiblefrom apublicway are appropriatetothe historiccharacterofthe Federal, GreekRevival, andVictorianstylesofthe neighborhood. Itthenvotestoapprove, to approve with conditions, ortodisapprovethe proposals. Withoutexception, exterioralterationsto buildings musthavetheapproval ofthecommission priorto construction. Changessubjectto review rangefrom demolition and major reconstructiontosignsand newpaintcolors. Workexecutedwithoutapproval iscited inviolation, andthecommission is empoweredtoseekalegal actionto removeany unauthorized alterationsand restoreformer conditions. The Boston Conservation Commission Underthe MassachusettsWetlands ProtectionAct, M.G.L. c. 131 s.40, local conservation commissions reviewconstruction projectsand proposalsfortheir effectonwetland resources including rivers, ponds, estuaries, fresh-and salt-watermarshes, theocean, and land underthesewaters. Boston'sConservation Commissionguardsthe public interestinthese resourceareastoassure watersupplyand quality, fin and shellfish habitat, prevention offlood and storm damage, and protection ofwildlife habitat. Thecommission also seeksto protectand preservetheopen spaceand natural areasofthecity. The Boston Landmarks Commission The Boston LandmarksCommission isthe city's historic preservation agency, created in 975to 1 coverawide range ofactivitiesdirected toward protecting Boston's uniquelybuiltenvironment. The commission is responsible understate lawfor: • architectural surveysofallthe city's neighborhoods, relatingeach community's history as recorded by its buildingsand sites; • publiceducation on architecture and historic preservation, including publicationsand exhibitions; • designation oflandmarksand several categoriesof historicdistrictswithinthecitythrough a process involvingthe preparation oftechnical study reportsand publichearings. Theresultisa review processforchangesto designated properties within limitssetatthetimeofdesignation. Anyten Bostonvotersmaypetitionthecommission to designatea landmark, landmarkdistrict, architectural conservation districtorprotection area. Sincethe inception ofthe Landmarks Commission, the BayState Road/Back BayWest Architectural Conservation District, BayVillage Historic District, Mission Hill TriangleArchitectural Conservation District, St. BotolphStreet Architectural Conservation Districtand South End LandmarksDistrict have been established. In 983, the LandmarksCommission began a 1 programto protect Boston'sarchaeological resources. Today, the Environment Department's CityArchaeologyProgram managesthe archaeological remains located on publicand private land in Boston. The CityArchaeologist is responsible forsurveyingand inventoryingsites, managing artifactcollectionsand providingeducational resourcesto Boston publicschools. CITY OF BOSTON c«B9fe> PRINTING SECTION 1 Since 890, commissions ofdedicated volunteers 1 have worked to protect Boston's distinguished architecture, open spaces andpublic works of art. Today, six commissions under the auspices of the Environment Departmentare collectively responsible for protecting the physical and natural resources ofthe City of Boston. The six commissions making up the Environment — Department Air Pollution Control Commission, Back Bay Architectural Commission, Beacon Hill Architectural Commission, Boston Art Commission, Boston Conservation Commission and Boston — Landmarks Commission retain their independence to actwithin their area of statutory responsibility; at the same time the Environment Department is designed to bring about more efficient use ofeach commission's staff resources. In addition to these statutory responsibilities, the Environment Department has become a chief contributor to city policy regarding environmental quality and on issues related to the clean up of Boston Harbor, public access to waterfront areas, the reclamation of Long Island as a recreational resource, and an advisor to a multitude of neighborhood conservation and preservation organizations. The department also manages the City Archaeology Program. The Environment Department is indicative ofmy administration's commitment to improving the quality oflife for all Boston residents.
