December 15, 2008 Members of the Sixty-First Legislative Assembly State of Montana State Capitol Helena, Montana 59620 Dear Legislators: am pleased to present my recommendations for the Long Range Building Program for the I 2010-2011 biennium, in accordance with 17-7-201 through 17-7-204 and 18-2-102, MCA. The 201 1 Long-Range Building Program is a "Cash Only" program with no proposals for general obligation bonds. Highest priorities in the 201 1 biennium are projects that address energy conservation, safety, and major repairs and deferred maintenance. This program will serve to sustain and improve existing facilities; no significant new construction or major additions are proposed for the 201 1 Executive Budget. A transfer of one-time funds from the General Fund to the Long-Range Building Fund has been included in my budget to address these worthwhile and necessary projects. This cash provides an opportunity to continue the State's efforts to address our major repair and maintenance backlog as well as invest in energy conservation improvements that will continue to pay dividends for many decades into the future.
