WhenPeopleWantPunishment Against the backdrop of rising populism around the world and democratic backsliding in countries with robust, multiparty elections, thisbookaskswhyordinarypeoplefavorauthoritarianleaders.Much of the existing scholarship on illiberal regimes and authoritarian durability focuses on institutional explanations, but Tsai argues that, to better understand these issues, we need to examine public opinion andcitizens’concernsaboutretributivejustice.Governmentauthorities uphold retributive justice – and are viewed by citizens as fair and committedtopublicgood–whentheyaffirmsociety’sbasicvaluesby punishingwrongdoerswhoactagainstthesevalues.Tsaiarguesthatthe productionofretributivejusticeandmoralorderisacentralfunctionof the state and an important component of state building. Drawing on richempiricalevidencefromin-depthfieldwork,originalsurveys,and innovative experiments, the book provides a new framework for understandingauthoritarianresilienceanddemocraticfragility. Lily L. Tsai is the Ford Professor of Political Science at the Massachusetts Institute of Technology (MIT) and the Director of the MIT Governance Lab (MIT GOV/LAB). Her research focuses on accountability, governance, and political behavior in developing contexts, particularlyinAsiaandAfrica. Firstandforemost, thisprojectreliedheavilyonopportunitiestocollect data and conduct fieldwork under challenging conditions. Much of the research that undergirds this project would not have been possible without the help of Minh Trinh, Liu Shiyao, Wen Yingying, Scott Rozelle, Zhang Linxiu, Lü Xiaobo, Zhang Ping – and especially Wang Jianying, Tian Wuxiong, Lu Xing, and Wu Guojin, who were nothing short of heroic in the field. I am deeply grateful to all in China who generously shared their time and their thoughts. It is their experiences thatformthefoundationofthisbook. I have also been gifted with brilliant students over the years and working with them led to avenues that enriched the book greatly. Research collaborations with a special set of former students, now colleagues – Guillermo Toral, Leah Rosenzweig, Tesalia Rizzo, Ben Morse, and Nina McMurry – illuminated aspects of this project that Iwouldnothaveotherwiseseenordeveloped.IalsothankPaigeBollen, Yiqing Xu, Yue Hou, Alec Worsnop, Yuan Xiao, Blair Read, Ye Maoliang, and Yang Liangsong for their valuable research assistance at variousstages. I continue to be indebted to Liz Perry for her steadfast support, Tony Saich and the Ash Center at Harvard for giving me a place to start the research, andMargaretLeviforheralwaysincisivefeedback.Ialsothank Fredrik Sjoberg, Hannes Hemker, Tiago Peixoto, and Jonathan Mellon for collaborating on valuable cross-national research that helped to put theprojectincomparativecontext. x Published online by Cambridge University Press
