This sacred legacy, and the well-being and the future of our country, demand that protection of the innocents must be guaranteed and that thepersonhoodoftheunborn bedeclared and defended throughout our land. In legislation introduced at my request in the First Session ofthe lOOth Congress, I have asked the Legislative branch to declare the "humanity of the unborn child and the compellinginterestoftheseveralstates to protectthe life of each person before birth." This duty to declare on so fundamental a matterfalls to the Executiveas well. By this Procla mation I hereby do so. NOW, THEREFORE, I, RONALD REAGAN, President of the United States ofAmerica, by virtue ofthe authority vested in me by the Constitution and laws ofthe United States, do hereby proclaim and declare the unalienable personhood ofevery Ameri can, from the moment ofconception until natural death, and I do proclaim, ordain,.and declare thatI will take care that the Consti tution and laws ofthe United States are faithfully executed for the protection ofAmerica's unborn children. Upon this act, sincerely believed to be an act ofjustice, warranted by the Constitution, I invoke the considerate judgment of mankind and the gracious favor ofAlmighty God. I also proclaim Sunday,January 17, 1988, as National Sanctity ofHuman Life Day. I call upon the citizens ofthis blessed land togatheron thatdayin their homes and places of worship to give thanks for the gift of life they enjoy and to reaffirm their commitment to the dignity of every human being and the sanctityofevery human life. Ronald Reagan PREFACE Be strong andofagood courage: for unto this people shalt thou dividefor an inheritance the land, which I sware unto theirftthers to give them. Only be thou strong and very courageous, that thou mayest observe to do according to all the law, which Moses my servant commanded thee: turn notfrom it to the right handor to the left, that thou mayest prosper whithersoever thou goest. God was sending the second generationofliberated Israelitesintoa seven-yearmilitaryconflict, the war for the Promised Land. The first generation had died in the wilderness, except forJoshua and Caleb, and nowJoshua was about to lead Israel into battle. The first generation had refused 'tofight, and had been ready to stoneJoshua and Calebfor saying that God would give them the victory (Numbers 14). God had killed themfor theirlackoffaith, as He had promised almostforty years earlier. Sayunto them, As trulyas I live,saith theLORD,asyehavespoken in mine ears, so will I do to you: Your carcases shall fall in this wilderness; and all that were numbered ofyou, according to your whole number, from twenty years old and upward, which have ix x WhenjusticeIsAborted murmured against me. Doubtless ye shall not come into the land, concerning which I sware to make you dwell therein, save Caleb the son ofJephunneh, andJoshua the son ofNun. But your little ones, which ye said should be a prey, them will I bring in, and they shall know the land which ye have despised. But as·for you, yourcarcases, theyshallfall inthiswilderness (Numbers 14:28-32). God had imposed His national negativesanctionsagainst them for their personal and corporate cowardice and lack offaith in Him. NowJoshua was the new national leader. His claim almost forty years earlierwas about to bevindicated by God. Notice the five major points of God's instruction to Joshua. First, God, the sovereign Lord of history, is commanding them. Heis presentwith them. Second,Herefers to Moses, Hisrepresen tativeand nationalleaderoverIsrael,inHisinstructions toJoshua, His new representativeand national leader. Third, He tellsJoshua to honor and obey the law ofGod. Fourth, He tells him that ifhe and the people obey this law, they will prosper. Fifth, He tells him that they will inherit the land. This is the Bible's five-point covenant model. God reminded Joshua ofall five points before He led them into battle. It was on the basis ofthis covenant and its promises that Joshua was ex pected to have courage. When Christiansface a corporate challenge to theirfaith, they must exercise corporate responsibility. Today, Christians are in a war, a waragainstsecularhumanism. Theleaders ofthe humanist camp are far more self-conscious about this war than most Chris tians are. This is why they have an initial advantage. But that advantage can and will be overcome as Christians rediscover their heritage ofsuccessful resistance to tyranny. The recovery of this heritagemustbeginwith an understandingofthebiblicalcovenant model. Faithful Christians should no longer ignore the comprehensive nature of this war. The enemy's army is advancipg toward us whetherwe acknowledgeitornot. It has been advancingsince the day thatSatanentered thegarden. Letus notbesofoolish ornaive
