The Revolutionary Government of Zanzibar will have taken five years (1964- 1969), to complete the first five years development plan. We are taking this opportunity to thank the country's party, the Afro -Shirazi Party, its members and the people of the country in general for their efforts and participation in fulfilling the plans which are being made by the Revolutionary Government to ensure that the people of this country achieve for themselves advancement and progress. ABEID A. KARUME. H e a d q u a r ThASter ePs an i l THE HISTORY OF THE AFRO-SHIRAZI PARTY The Afro-Shirazi Party was founded on 5th February, 1967 under the leader-ship ofthe Hon. Abeid Amani Karume, the President of theparty. The party, based on theprinciples ofsocialism, does not allow exploitation within Zanzibar and Pemba of one man by another manor a group ofmen. For this reason the people suppor ted the party in order to liberate themselves from oppression and exploitation perpetrated by the Sultan and the colonialists. We were deprived of our agricultural and residential land, good medical and educational facilities, and subjected to unjust laws of mortgages and to payments of groundrent. Therefore all the Afro-Shirazis under the leadership of Hon. Abeid A. Karume pledged themselves to do away with all forms ofoppression as soon as the party came to power and to provide better living conditions for all people. God blessed the party for its Revolutionary victory on 12th January, 1964. Soon afterwards, the Afro-Shirazitook all the neces sary steps to carry out its promises made under the leadership of the President of the party, Hon .Abeid Amani Karume. Now the following promises have beenfulfilled forthe benefit ofall people: 1. All land has been declared government property; 2. All forms ofmortgages and pawns have been banned; 3. All payments ofgroundrent have been abolished; 4. Medical facilities are all provided free-of-charge; 5. Education is provided free to all; 6. Distribution of 3-acre plots to people; 7. Provision of housing to the aged people who were sleeping in the streets in the colonial period. This shame has now been wiped out. FUTURE DEVELOPMENT The Afro-Shirazi Government underthe leadershipofthe Revolu tionaryCouncil continues to build new villages forthe Afro -Shirazis in the countryside, and to lay great stress on better methods of farming in order to increase productivity, and to put all trade in Zanzibar and Pemba in the hands ofthe people for nation-building and to enable us in a short time to be self-reliant. 2 MINISTRY OF STATE IN THE OFFICE OF THE FIRST VICE PRESIDENT Introduction The Ministry of State continued its function of co -ordinating activities of the various Ministries under the Zanzibar Executive. In addition it performed various activities which related to Union Apart from these duties the Ministry is reponsiblefor matters. the following Departments: (a) Legal (b) Judicial (C) Prisons (d) Municipality (e) Information and Broadcasting During the year Ministerial changes took place. The Minister of State relinquished his duties as the Minister ofHealth which he had hithertoperformed, andhisplace inthe Ministry ofHealthwas taken over by the former Minister ofFinance. Financial matters were then brought under the direct control of His Excellency the Vice-President who is advisedbyaspecial Finance Committee withtheMinisterofStateasChairman. Reports oftheactivitiesofthe various departments appear under separate sections. It will be seen from these reports that the Zanzibar Executive duringtheyearwasconcernedwiththe bringing about aneconomicrevolutioninthecountry. Statetradinghasbeen organised throughout the Islands thus excluding capitalist exploi tation. There has been a rigid price control on goods and a new system forcontrolling Government expenditure by the appointment of a special committee to check on payments. In order to reduce unnecessary Government expenditure the Labour Office and the Department forplanningwere closed. The function ofthe Labour OfficehasbeentakenoverbytheWorkers' Department ofthe Afro Shirazi Party. As regards Planning each Ministry is responsible fortheplanning ofits development programme, and the Revolu tionary Councilis responsiblefor co-ordinating the whole planning. Census ofthe population ofthe whole ofthe United Republic of Tanzania was undertaken in August, 1967, and its report has now been published.
