Security Associates has provided citywide security services for various Distriet govemment facilities singe August 2008 and this contract was subraitted to the Council in lieu o? a full year contract to allow the District enough time to solicit and awanl a new von:ract under the new ageney, the Department of General Services (DGS). Rather than diswpprovo this partal extension, T urge the ‘Council t vote against the disapproval resolution and permit OCP to complete the solicitation process it has already begun rather than hurriedly working to identify an alternative vendor in the event of the Council's contract disapproval. Disappraval Relation of 2012" This contact requires US. Security Associnies, Ine. to provide security services for the District of Columbia Public Schools. The value of the contract is $3,653,021.72 for a period which began on January 1,2012 that would continue through June 30, 2012. On October 1, 2009, Hawk One Security, Ine, the incumbent contractor providing security services to ‘he District of Columbia Public Schools, on behalf of the Metropolitan Police Department, defaulted on iis contract and placed the safety end well-being of District of Columbia Publie Svaools (DCPS) students at risk. Recognizing the salety risk ofthis default, the Metropolitan Potice Department (MPD) worked to fulfil services and avoid serviee interruption as the Office of Concracts and Procurement (OCP) identified veniors to provide school seuurity services, The nced to hastily identify a vendor ‘enerated anxiety snd constemstion in many District parents, ‘The importance of a certain and stable secwity service for the District's children cannot be overstated and | am deeply concemed thet this disapproval resolution will, once again, place school security in a yecarious and unstable position. I am asking the Council to consider the impact this eontmct disapproval, occurring in the middle ofa school year, would have on the DCPS and MPD as well as the ramifications of transitioning to a new vendor to provide school security services. My administration will work ssiduously to ensure the solicitation is completed in time “or commencement of new contre by the end of the current school year in order to prepare for School Year 2012-2013. It appears that the “Legalization of Marijuana for Medical Treatmen: Amendment Act” has resulted in a high eoncen:ration of cultivation centers in one ward and this unintended consequence must be addressed. However. am concemed that this emergency will further delay implementation of tais importaat program which is necessary tp assist individuals who sulTer with chronic debilitating pain, Lam elso coacemed tha: this emergency may not ‘be legally suificient and would preclude the development of « balanced and reasonable solution within the four comers of the existing Iaw and regulations. As a sesult,1 urge members 1o vote against this emergency and to work with my administration to craft a workable solution. In moving to address the legitimate concems of Ward 5 residents, the Council may be gravitating into zoning matters tat could be within the purview of the Zoning Commission.
