Vietnam’s New Order The CERI Series in International Relations and Political Economy Series Editor, Christophe Jaffrelot This series consists of works emanating from the foremost French research center in international studies, the Paris-based Centre d’Études et de Recherches Internationales (CERI), part of Sciences Po and associated with CNRS (Centre National de la Recherche Scientifique). Founded in 1952, CERI has about sixty fellows drawn from different disciplines who conduct research on comparative political analysis, international relations, regionalism, transnational flows, political sociology, political economy, and on individual states. This series focuses on the transformations of the international arena, in a world where the state, though its sovereignty is questioned, reinvents itself. The series explores the effects on international relations and the world economy of regionalization, globalization (not only of trade and finance but also of culture), and transnational flows at large. This evolution in world affairs sustains a variety of networks from the ideological to the crim- inal or terrorist. Besides the geopolitical transformations of the globalized planet, the new political economy of the world has a decided impact on its destiny as well, and this series hopes to uncover what that is. The editors are grateful to the French Ministry of Foreign Affairs and the Embassy of France in Hanoi for their continuing financial support of the Research Group since its founding by Benoît de Tréglodé in 2000. The Research Group on Contemporary Vietnam was originally a joint project between Sciences Po, la Maison des Sciences de l’Homme and the Centre National de la Recherche Scientifique (CNRS). The Group, which took shape under the aegis of Jean-Luc Domenach, seeks to give a new impetus to research on contemporary Vietnam in Europe with a focus on strengthening the rich French heritage of studies on Vietnam, encouraging interdisciplinary study and providing a meeting ground for the new generation of scholars of Vietnam. In addition to organizing annual international conferences, the group also provides financial assistance to scholars for translations of research and fieldwork in Vietnam. This volume brings together the work and perspectives of sixteen scholars from Australia, Denmark, Finland, France, Russia, Singapore, Sweden, the United States, and Vietnam, and reflects the Research Group’s commitment to advancing French and international research on Vietnam. We are also particularly grateful to Christopher Goscha, a prominent specialist on Vietnam, professor at the Université du Québec à Montréal (UQAM), and co-director of the Research Group. At the 2003 conference, we were honored by the presence of Nguyen Van Binh, director of the Maison du droit Vietnamo-Française in Hanoi, Professor Monique Chemillier-Gendreau (Paris 7), and Professor Monique Sélim (IRD).
