This operations plan (OPLAN) is entitled Department of Defense Civil Disturbance Plan. Its nickname is GARDEN PLOT. Various organizational changes and redesignations among DOD components. d. A general need to clarify and simplify GARDEN PLOT. 5. The proponent for this OPLAN is the Director of Military Support (DOMS).
