1 2 SHAKTIMAN 35th All India Police Equestrian Championship & Mounted Police Duty Meet Introduction The Sardar Vallabhbhai Patel National Police Academy had broken fresh ground by organizing an All India Horse Show in 1970 at Mount Abu. The idea and the show were well received and in the subsequent two years the shows were keenly contested by Mounted Teams from Delhi, Haryana, Punjab, Rajasthan, Madhya Pradesh, Gujarat, National Police Academy and the B.S.F. Beautiful trophies were donated by equestrian minded donors for the various events. The show could not be held during the years between 1973 and 1976. However in 1977 and 1978 the B.S.F Academy, Tekanpur successfully staged the show at the behest of the Director, SVP National Police Academy. This year, the SVP National Police Academy, Hyderabad has itself decided to stage the Championship to its place of origin and thus the SHAKTIMAN 35th All India Police Equestrian Championship & Mounted Police Duty Meet in its own premises at Shivrampalli, Hyderabad, Telangana. The Championship is scheduled to be held from January 02nd to 10th January 2017. 1. Aims of the All India Police Equestrian Championship & Mounted Duty Meet: The aims of this All India Police Equestrian Championship & Mounted Police Duty Meet & benefits expected to be derived from such competition have been the following:- a) To Provide incentive and encouragement to Officers and men of Mounted Police Units by providing them an opportunity to exhibit their skills. b) To help National integration by bringing together competitors from the different parts f the country. c) To assist mutual exchange of idea, techniques and experiences between various unis. d) To improve standards of performance through competition. Arrival Intimation form 2 CODE OF CONDUCT (As laid down by FEI) 1. In all Equestrian sports, the horse must be considered paramount. 2. The wellbeing of the horse shall be above the demands of breeders, trainers, riders, owners, dealers, organizers, sponsors or officials. 3. All handling and veterinary treatment must ensure the health and welfare of the horse. 4. The highest standards of nutrition, health, sanitation and safety shall be encouraged and maintained at all times. 5. Adequate provision must be made for ventilation, feeding, watering and maintaining a healthy environment during transportation. 6. Emphasis should be on increasing education in training and equestrian practices and on promoting scientific studies on equine health. 7. In the interest of the horse, the fitness and competence of the rider shall be regarded as essential. 8. All riding and training methods must take account of the horse as a living entity and must not include any technique considered by the FEI to be abusive. 9. National federation should establish adequate control in order to ensure that all persons and bodies under their jurisdiction respect the welfare of the horse. 10. The National and International rules and regulations in equestrian sports regarding the health and welfare of the horse must be adhered to not only during National and International events but also in training. 11. Competition Rules and Regulations shall be continually reviewed to ensure such welfare. 3 PART - 1 CONDUCT OF THE XXXV ALL INDIA POLICE EQUESTRIAN CHAMPIONSHIP & MOUNTED POLICE DUTY MEET INTRODUCTION Sardar Vallabhbhai Patel National Police Academy has been entrusted the responsibility of hosting the XXXV All India Police Equestrian Championship and Mounted Police Duty Meet, by the All India Police Sports Control Board, at Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Telangana. 03 to 11th January, 2017. The prospectus, schedule of events, officers to be contacted and such other details of the Championship can be seen on the Sardar Vallabhbhai Patel National Police Academy website. The Championship will be held at the Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Telangana. One concentrating on Equestrian Police Sports amongst the Policemen of Mounted Police Units of the country and the other providing for improvement of skill and abilities of mounted duties of the Policemen. The classification of the events is as follows: 1. Equestrian Police Dressage, One day Event, Show Jumping Championship Events, Tent Pegging, Hacks. 2. Mounted Police Duty Meet Police Horse Test, Quadrille Competition, Events Medley Relay, Competition for Farriers & Syces, Mental Hazard Test. 4  The General Regulations for the conduct of the meet are governed by the regulations for Equestrian Championship as laid down by the FEI, EFI and rules laid by the by All India police Sports Control Board for the Mounted Police Duty Meet Events.  The Conduct of the various competitions of the Mounted Police Duty Meet will be governed by the rules as mentioned in the prospectus. In case of any dispute, the same will be resolved as per general rule and regulations of the FEI/EFI and the specified rules for the events. However, the decision of the Ground Jury will be final.  Separate rules have been published for each of the disciplines. There are also some events, which are essential for the Police Organizations. Rules for such events have been laid out separately but are guided by the general regulations of the EFI. 5 PART - 2 IMPORTANT INFORMATION 1. RECEPTION ARRANGEMENTS AND ARRIVAL REPORT: The reception staff will be available at Hyderabad/Secunderabad Rly. Station/Airport. Participating teams travelling by train will be provided with suitable transport from Railway Stations to reach the camp site. The teams can send a fax, e mail or fill in arrival details on the website. 2. COGGINS’s TEST No team will be allowed inside the Competition area or the camp area without valid Coggin’s Test report. 3. MOVEMENT OF HORSES: Participating teams must intimate the mode of travel by the teams so that necessary arrangements for their reception can be arranged. 4. LOCATION OF THE VENUE: The Championship will be conducted at the Equitation Ground, Sardar Vallabhbhai Patel National Police Academy, Hyderabad, Telengana. 5. DATE OF REPORTING OF THE TEAMS: The participating teams must report to the Organizing Secretary/Show Secretary of the meet latest by 1st January, 2017. Please note that the teams should arrive at the venue on or after 28th December, 2016. No arrangements for accommodation etc can be arranged before the said date. 6. CLOSING DATE FOR RECEIPT OF ENTRIES: The last date for submission of entries is 1st January, 2017. The payment for the entries can be submitted once the teams arrive. Otherwise, all entries on prescribed forms must reach the office of Organizing Secretary/Show Secretary by 28th December, 2016. ACCOMMODATION: Accommodation will be strictly provided to serving officers/personnel and no arrangements can be made to accommodate guests/family members etc. All participants are advised to carry their own bedding, mosquito net etc. 8. ACCOMMODATION ARRANGEMENTS: (a) The Horses and their Riders/grooms/farriers participating in 35th AIPEC and other participants for the AIPEC will be provided suitable covered accommodation with cots at camp. The camp will become functional with th effect from 28th December 2016 onwards. The camp will close on 12 January 2017. (b) The Camp commandant will earmark site for each contingent. The officer-in- charge of the contingent will take over the site allotted to them on arrival and hand over the same before departure. (c) The participating contingents are advised to bring their own ration/fodder for horses to meet their requirements. However arrangement for purchase of green fodder/wheat bhusa etc. will also be made at the camp area. (d) Gas stove and Gas Cylinders will be provided by the Camp Comdt as per the requirement of the teams. Gas Cylinders will be issued on payment basis. 9. DRESS ORDER FOR THE EVENTS / CEREMONIES: Events: The dress order for the events has been mentioned against each event in part – 6. Grade II Opening and Closing Ceremonies: Ceremonial dress of the respective unit. Social Functions: Participants are advised to carry their own Blazer/Lounge Suit/tie with them for the social functions. 10. CLIMATE: The weather in Hyderabad remains barely cold during this time and light winter clothing will be required. 11. MEDICAL ASSISTANCE: Medical assistance will be provided at the camp site as well as at competition grounds. 12. VETERINARY ASSISTANCE: Veterinary assistance will be available at the camp site, and competition grounds. The teams should bring their own farriers, shoes/nails etc. 13. HORSE REGISTRATION WITH EFI: As per the EFI Rules all horses participating in the EFI recognized events must be registered with the EFI. Teams will take necessary action . 7
