First, I want to thank everyone who works hard to make our success possible, including General Secretary Jerry Jones, the Board of General Presbyters, the Church Administration staff, and the divisional executives and staff. As I related in my August email news bulletin, God gave me a word for this General Conference. On Sunday morning, February 26, as I was preparing to preach, God spoke to me for about two hours concerning the future of the UPCI. I hope to share these thoughts on Friday night, but I want to mention part of it now. Simply put, we have achieved unprecedented strength in doctrine and unity in purpose; now God wants to give us unprecedented revival and growth. (See Acts 2:17; 6:7.) As if to underscore this message to me, in that Sunday morning service God filled 10 people with the Holy Ghost. Growth Once again, in North America and worldwide we set new records for total works, ministers, and financial strength. Over the past few years, we have restructured and we have solidified our financial position, but this work is merely preparatory to our true goal, which is revival and growth. Our growth in churches and ministers is a little over 2%, but it’s accelerating. A good sign is North American Youth Congress, which grew from 19,000 to 34,000 in two years. Another good sign is the record offerings for every divisional fundraiser year after year. In 2018, we need to emphasize church planting and church growth as never before. To this end, the General Board is urging every district to develop a strategic growth plan, and Global Missions is producing similar plans for each nation. New World Headquarters After General Conference last year, we successfully completed the move to our beautiful new World Headquarters, and we also purchased a storage building. We are saving about $18,000 month in maintenance and utilities, in addition to major repairs that would have been needed on the old building. We borrowed $3.5 million from the UPCI Loan Fund, and we are using the savings to service the loan. It is truly a miracle to acquire these two buildings at no extra cost to our operating budget. General and District Meetings This year I have participated or will participate in 27 general, district, and sectional events in 22 districts, including 7 district conferences and camps. By year’s end I will have preached at the general meetings of two other Apostolic organizations and participated in the meetings of two academic societies. By special invitation I represented the UPCI at the quadrennial convention of the Church of the Nazarene, which is the largest Wesleyan Holiness body. I’ve had the opportunity to meet a number of Trinitarian Pentecostal and Holiness leaders, and some have personally told me how much they appreciate our preaching and our position on moral issues. Many in the religious and scholarly worlds are taking note of the UPCI. It is our day to stand for truth and righteousness. David K. Bernard Jerry Jones Stan O. Gleason Paul D. Urshan College and Urshan Graduate School of Theology In 2000, the UGST Formation Committee, chaired by Assistant General Superintendent Jesse Williams, asked me to become the president of the seminary that the 1999 General Conference had voted to establish. I declined, because I felt called by God to continue building the church my wife and I had started in Austin, Texas. The committee stated they needed me as a minister who had both theological and academic credentials, and they structured a part-‐time position that would not involve fundraising. With some reluctance I consented, because I felt it was my duty to my organization. When I became general superintendent in 2010, I sought to resign as president, but the UGST Board asked me to continue another year so the seminary could finalize its accreditation. I consented on the condition that I would not receive any compensation, because I did not want to be misunderstood. In 2011, however, UGST faced the likely closure of Gateway College, with the loss of its campus, library, and shared staff. When Gateway offered for UGST to acquire it at no cost to develop an undergraduate Christian college, both the UGST Board and the General Board accepted. To establish the college and merge the teams, the UGST Board asked for me to serve until the undergraduate college became accredited. This December, Urshan will host a site visit with its regional accrediting association. While the process of obtaining candidacy will take some additional months, the end of my role as president is in sight. I will have fulfilled my pledge and my duty. To fulfill the mission, through personal connections I have raised about $3 million from businesses, scholarships, a private foundation, a family trust, and other outside sources. Based on current legal arrangements, in a few years Urshan will benefit from endowed funds of about $1 million. Currently it has assets of over $7 million, which belong to the UPCI as shown on the consolidated financial statements. Vision for the Future In closing, let me emphasize that God wants to give us a breakthrough revival that will shake our world. It will not be based on compromise of our doctrine or our life of holiness, but it will come as we unite around our message and our mission. We have the critical mass, and we have the momentum. We will soon have over 5,000 churches in North America and 50,000 worldwide. From there we can set our sights on 10,000 churches in North America and 100,000 worldwide. I’m praying that in this conference God will inspire our faith and impart a special anointing so that the United Pentecostal Church International can inherit the future God has promised us. This is an increase over last year, and represents the highest number of ministers in the history of the UPCI. We have 4107 churches: 2456 affiliated and 1651 non-affiliated. In addition, we have 436 daughter churches and 193 preaching points officially reported to the districts. Counting these daughter churches and preaching points, this too is an historical high. Financially, as you will hear in my report at this business session, the fiscal year 2017 ended in the black by $4,929,016. This excellent report was made possible by the hard work and sacrifice of every division and department. The United Pentecostal Church International continues to enjoy a strong balance sheet, with a year-end cash balance of $13,004,287. We are grateful that we were in such a strong position, making possible the relocation to our new headquarters building with minimal impact to our day-to-day operations. I thank God for the United Pentecostal Church. It remains committed to the great cause of Apostolic Truth. I believe in our future, that our greatest revivals lie not behind us, but still ahead. It is a pleasure to work with our General Superintendent, David K. Bernard, who is a leader of great ability, commitment, and vision.
