सं. 5/12/2016-चमड़ा——क45 सरकार न े चमड़ा और फुट(cid:29)वयर :े(cid:15) म4 रोजगार सजृ न के =लए एक (cid:29)वशेष पैकेज को मंजूर$ द$ है।
पैकेज म4 2017-18 से 2019-20 तक तीन (cid:29)वGतीय वषH के दौरान 2,600 करोड़ Jपए के अनुमो!दत Lयय के साथ क45$य :े(cid:15) योजना
'भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म (आईएफएलएडीपी)' का काया(cid:28)Sवयन शा=मल है।
2. इस योजना से चमड़ा :े(cid:15) के =लए बु(cid:23)नयाद$ ढांचे का (cid:29)वकास, चमड़ा :े(cid:15) स े संबं(cid:19)धत पया(cid:28)वरण संबंधी (cid:19)चतं ाओं का समाधान,
अ(cid:23)तWरXत (cid:23)नवेश कY सु(cid:29)वधा, रोजगार सजृ न और उGपादन म4 व(cid:29)ृZ होगी।
3. 2017-18 से 2019-20 के दौरान आईएफएलएडीपी के तहत (cid:23)न(न=ल(cid:3)खत उप-योजनाए ं काया(cid:28)िSवत कY जाएंगी :——
(i) मानव संसाधन (cid:29)वकास (एचआरडी)
(ii) चमड़ा :े(cid:15) का एकYकृत (cid:29)वकास (आईडीएलएस)
(iii) सं‘थागत सु(cid:29)वधाओं कY ‘थापना
(iv) मेगा लेदर, फुट(cid:29)वयर और सहायक सामOी Xल‘टर (एमएलएफएसी)
(v) चमड़ा bौ(cid:11)यो(cid:19)गकY, अ=भनवीकरण और पया(cid:28)वरण संबधं ी मुc े
(vi) चमड़ा, फुट(cid:29)वयर और सहायक सामOी :े(cid:15) म4 भारतीय dांडe का सवं धन(cid:28)
(vii) चमड़ा, फुट(cid:29)वयर और सहायक सामOी :े(cid:15) के =लए अ(cid:23)तWरXत रोजगार bोGसाहन
4. उपयुX(cid:28) त सात उप-योजनाओं के !दशा(cid:23)नदgश (cid:29)वभाग कY वेबसाइट http://dipp.nic.in/programmes-and-
schemes/others/indian-leather-development-programme पर उपलvध हw।
5. आईएफएलएडीपी के तहत उप-योजनाओ ं का bभावी काया(cid:28)Sवयन सु(cid:23)निxचत करन े के =लए, एक अ(cid:19)धकार bाyत स=म(cid:23)त और
एक संचालन स=म(cid:23)त का गठन करने का (cid:23)नणय(cid:28) =लया गया है।
6. अ(cid:19)धकार bाyत स=म(cid:23)त के (cid:29)वचाराथ (cid:28) (cid:29)वषय (cid:23)न(नानसु ार हeगी :——
(i) भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म के काया(cid:28)Sवयन कY (cid:23)नगरानी।
(ii) भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म के तहत (cid:29)व=भSन उप-योजनाओं के !दशा-(cid:23)नदgशe म4
संशोधन का सुझाव देना और चमड़ा :े(cid:15) के (cid:29)वकास के =लए वां(cid:23)छत पWरणाम bाyत करने के =लए अपे}:त/अ(cid:23)नवाय (cid:28)
(cid:29)व=श~ट उपायe का सुझाव देना।
(iii) चमड़ा उ(cid:11)योग से सबं ं(cid:19)धत अथवा उनसे जुड़ े (cid:29)व=भSन मं(cid:15)ालयe/(cid:29)वभागe (cid:11)वारा काया(cid:28)िSवत कY जा रह$ योजनाओं के बारे म4
जानकार$ का समSवय एव ं संकलन करना और चमड़ा :े(cid:15) के समO (cid:29)वकास के =लए सभी संब(cid:19)ंधतe को उसका bसार
करना।

(iv) संचालन स=म(cid:23)त को bदGत शिXतयe अ(cid:19)धकारe के अलावा भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म
कY उप-योजनाओ ं के तहत b‘तावe को मजं ूर$ देना।
(v) संबं(cid:19)धत !दशा-(cid:23)नदgशe म4 उि#ल(cid:3)खतानुसार भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म कY सभी उप-
योजनाओं से संबं(cid:19)धत (cid:29)व=श~ट मुce को मजं ूर$ देना।
(vi) (cid:127)कसी भी अSय मुc े को शा=मल करना जो ऊपर नह$ं !दया गया है।
7. स=म(cid:23)त अपनी b(cid:127)Pयाओ ं को (cid:29)वक=सत करेगी और एक या एक स े अ(cid:19)धक उप-स=म(cid:23)तयe को (cid:23)नयुXत कर सकती है या इस
पर (cid:29)वचार कर सकती है। यह समय-समय पर और आवxयकतानसु ार बैठक करेगी।
8. अ(cid:19)धकार bाyत स=म(cid:23)त का गठन (cid:23)न(नानुसार होगा :——
(i) स(cid:19)चव (आईपीपी) अ(cid:129)य:
(ii) (cid:29)वGतीय सलाहकार, औ(cid:11)यो(cid:19)गक नी(cid:23)त और सवं धन(cid:28) (cid:29)वभाग सद‘य
(iii) अपर स(cid:19)चव (चमड़ा), औ(cid:11)यो(cid:19)गक नी(cid:23)त और संवधन(cid:28) (cid:29)वभाग सद‘य
(iv) नी(cid:23)त आयोग का b(cid:23)त(cid:23)न(cid:19)ध जो सलाहकार कY रwक के नीच े न हो सद‘य
(v) पया(cid:28)वरण, वन और जलवायु पWरवतन(cid:28) मं(cid:15)ालय का b(cid:23)त(cid:23)न(cid:19)ध जो सयं ुXत स(cid:19)चव कY रwक के सद‘य

(xvii) b‘ताव पर (cid:29)वशेष(cid:133)ता वाले संगठन के (cid:29)वशेष(cid:133)e िजनके =लए भारतीय फुट(cid:29)वयर, चमड़ा और (cid:29)वशेष आमं(cid:132)(cid:15)त LयिXत
सहायक सामOी (cid:29)वकास कायP(cid:28) म के तहत (cid:29)वचार (cid:127)कया जा रहा है
(xviii) संयुXत स(cid:19)चव (चमड़ा), औ(cid:11)यो(cid:19)गक नी(cid:23)त एवं संवधन(cid:28) (cid:29)वभाग संयोजक
(xix) अ(cid:129)य: के (cid:23)नणय(cid:28) के अनुसार अSय आमं(cid:132)(cid:15)त LयिXत (cid:29)वशेष आमं(cid:132)(cid:15)त LयिXत
9. संचालन स=म(cid:23)त के (cid:29)वचाराथ (cid:28) (cid:29)वषय (cid:23)न(नानुसार हeग:े-
(i) bभावी (cid:127)PयाSवयन सु(cid:23)निxचत करना, कायb(cid:28) णा=लयe को (cid:23)नधा(cid:28)Wरत करना, आधु(cid:23)नकYकरण कायP(cid:28) म के =लए आवxयक
मानक सयं ं(cid:15) और मशीनर$ के =लए (cid:23)नयामक कYमतe का (cid:23)नणय(cid:28) करना, सरकार से (cid:29)वGतीय सहायता कY ‘वीकृ(cid:23)त bाyत
करना और उप-योजना चमड़ा :(cid:15)े का एकYकृत (cid:29)वकास (आईडीएलएस) के तहत औ(cid:11)यो(cid:19)गक इकाईयe के =लए सरकार से
(cid:29)वGतीय सहायता कY (cid:23)नगरानी तथा सं(cid:29)वतरण करना।

(ii) भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म के अंतगत(cid:28) 'चमड़ा bौ(cid:11)यो(cid:19)गकY, अ=भनवीकरण और
पया(cid:28)वरण संब धं ी मुc'े कY उप-योजना के मानव संसाधन (cid:29)वकास तथा सामाSय ब!ह(cid:134)ाव आशोधन संयं(cid:15) संघटक कY उप-
योजनाओं के तहत 15 करोड़ J. तक कY लागत वाले b‘त ावe का अनुमोदन और
(iii) भारतीय फुट(cid:29)वयर, चमड़ा और सहायक सामOी (cid:29)वकास कायP(cid:28) म के तहत (cid:29)वभाग (cid:11)वारा ‘वीकृत पWरयोजनाओ ं के
काया(cid:28)Sवयन कY (cid:23)नगरानी करना।
(iv) संबं(cid:19)धत !दशा(cid:23)नदgशe म4 उि#ल(cid:3)खतानुसार आईएफएलएडीपी कY सभी उप-योजनाओ ं स े संबं(cid:19)धत (cid:29)व=श~ट मुce का समाधान
करना।
(v) अ(cid:19)धकार bाyत स=म(cid:23)त (cid:11)वारा स(cid:136)पा गया अSय कोई भी काय।(cid:28)
10. स=म(cid:23)त अपनी b(cid:127)Pयाओ ं को (cid:29)वक=सत करेगी और एक या एक स े अ(cid:19)धक उप-स=म(cid:23)तयe को (cid:23)नयुXत कर सकती है या इस
पर (cid:29)वचार कर सकती है। यह समय-समय पर और आवxयकतानसु ार बैठक करेगी।

No. 5/12/2016-Leather—The Central Government has approved a special package for employment generation in
leather and footwear sector. The package includes implementation of Central Sector Scheme ‘Indian Footwear, Leather &
Accessories Development Programme (IFLADP)’ with an approved expenditure of Rs. 2600 crore over the three financial
years from 2017-18 to 2019-20.
2. The scheme would lead to development of infrastructure for the leather sector, address environment concerns
specific to the leather sector, facilitate additional investments, employment generation and increase in production.
3. The following sub-schemes would be implemented under IFLADP during 2017-18 to 2019-20 :—
(i) Human Resource Development (HRD)
(ii) Integrated Development of Leather Sector (IDLS)
(iii) Establishment of Institutional Facilities
(iv) Mega Leather, Footwear and Accessories Cluster (MLFAC)
(v) Leather Technology, Innovation and Environmental Issues
(vi) Promotion of Indian Brands in Leather, Footwear and Accessories Sector
(vii) Additional Employment Incentive for Leather, Footwear and Accessories Sector.
4. The guidelines of above mentioned seven sub-schemes are available on the website of the Department i.e.

5. In order to ensure effective implementation of the sub-schemes under IFLADP, it has been decided to constitute
an Empowered Committee and a Steering Committee.
6. The Terms of Reference of the Empowered Committee will be as under :—
(i) Monitor the implementation of Indian Footwear, Leather & Accessories Development Programme.
(ii) To suggest modifications in the guidelines of the various sub-schemes under Indian Footwear, Leather &
Accessories Development Programme and also suggest specific measures required/essential to achieve the
desired output for the development of the leather sector.
(iii) To co-ordinate and collate information about schemes being implemented by various
Ministries/Department having connection or linkage to leather industry and synergize/disseminate the same
to all concerned for overall development of the leather sector.
(iv) Approve proposals under the sub-schemes of Indian Footwear, Leather & Accessories Development
Programme beyond the delegated powers of the Steering Committee.
(v) Approve specific issues concerning all sub-schemes of Indian Footwear, Leather & Accessories
Development Programme as mentioned in the concerned guidelines.
(vi) To take up any other issue not specified above.
7. The Committee will devise its own procedures and may appoint one or more Sub-committees, as it may consider.
It will meet from time to time and as per requirement.
8. The composition of the Empowered Committee will be as under :—

9. The Terms of Reference of the Steering Committee will be as under :—
(i) Ensure effective implementation, lay down procedures, decide normative prices for standard plant and
machineries required for the modernization programme, accord sanction of financial assistance from
Government, and monitor and follow up disbursal of financial assistance from Government to the industrial
units under the sub-scheme Integrated Development of Leather Sector (IDLS);
(ii) Approval of proposals under the sub-schemes of Human Resource Development and Common Effluent
Treatment Plant component of ‘Leather Technology, Innovation and Environmental Issues’ sub-scheme
under Indian Footwear, Leather and Accessories Development Programme costing upto Rs. 15 crore; and
(iii) Monitor the implementation of the projects sanctioned by the Department under Indian Footwear, Leather
and Accessories Development Programme.
(iv) Resolve specific issues concerning all sub-schemes of IFLADP as mentioned in the concerned guidelines.
(v) Any other work assigned by the Empowered Committee.

No.1/61/2004-Exports-I (1)—The Government, vide Notification No.1/61/2004-Exports-I dated 9th November,
2004, decided to enforce operation of the residuary provisions of Garments and Knitwears Export Entitlement (Quota) Policy
initially for one year with effect from 1st January, 2005, and extended from time to time. These provisions have since been
extended upto 31st December, 2017.
2. The Government hereby decides to extend the operation of the residuary provisions of Garments and Knitwears
Export Entitlement (Quota) Policy for a further one year with effect from 1st January, 2018.
